Barbara Annis met with the Selectmen at their work session this morning to notify them of a resignation submitted by Lynn Perkins as a full member of the Planning Board. Mrs. Annis requested that the Selectmen reappoint Phil Reeder for the remaining term. Mr. Reeder is very familiar with the current activities of the Planning Board. Selectman Cook made the motion to appoint Phil Reeder for the remainder of Lynn Perkins appointment to the Planning Board. Selectman Hartman seconded the motion. The motion passed.

The Selectmen reviewed a proposal submitted by Capital Well in the amount of $7,200.00 to drill a well that will be located at Riverside Park. The Precinct will be permanently shutting the water off to the Park. Selectman Cook made the motion to accept the submitted proposal from Capital Well, and authorizing the Town Administrator to sign the contract. Selectman Hartman seconded the motion. The motion passed. At a work session held earlier today, the Selectmen encumbered the money from 2005.

Selectman Cook made the motion to abate $876.24 for 27 Pleasant Lane. Selectman Hartman seconded the motion. All were in favor. The motion passed.

The TA and Finance Director will finalize the estimated revenue projections and the proposed budget for the upcoming Budget Committee meeting scheduled for January 5, 2006.

The TA presented her weekly report. Primex responded to the Town’s withdrawal to the workers compensation insurance three year contract. Primex’s attorney has stated upon the agreement, the Town had no option to cancel. The Town has also signed a contract with Local Government Center for workers compensation insurance based on the withdrawal from Primex. The TA will contact Town Counsel regarding Primex’s response in order for the Selectmen to decide how to proceed.

The Selectmen are still waiting for information from the Conservation Commission regarding a request from the Town of Hopkinton asking that the Town of Warner abate the amount of $78.46 for Map 2 Lot 7 (70 acres) along with all future taxes. The property is currently owned by the Town of Hopkinton and will remain open space. The Selectmen discussed abating the taxes for 2005 but will not abate for perpetuity. The request will need to be made on a yearly basis. Selectman Cook made the motion to abate the 2005 property taxes amounting to $78.46 for Map 2 Lot 7. Selectman Hartman seconded the motion. The motion passed. The TA will send a letter explaining the Board’s decision to the Town of Hopkinton.

The Board instructed the TA to handle any and all vacation carry-over requests.

The Selectmen will discuss as a full Board the discontinuance of a Class VI road that abuts the Bock sub-division that is located on Route 114.

Selectman Cook made the motion to extend the option agreement for the Odd Fellows Block until December 30, 2006. Selectman Hartman seconded the motion. Barbara Annis believes that to extend the option agreement you would need a Town vote. The Board reviewed the article from the 2004 Town Report. Selectman Cook withdrew the motion based on the 2005-warrant article. The TA will obtain clarification before the Board proceeds.

Judith Rogers Town Clerk met with the Selectmen to discuss the Deputy Town Clerk’s hourly wage and adjusting it to a more appropriate wage level for the Town of Warner’s Deputy Town Clerk. Chairman Eigabroadt had previously said that he thought the job descriptions were tied into the wage scales. The Town Clerk explained to Chairman Eigabroadt that the Wage Study only used wages to develop the scale from the comparable towns. The Town Clerk explained that the job descriptions were totally separate but were created at the same time as the wage scale, and the Selectmen approved the job descriptions. The Town Clerk feels that there is now a wage scale in place, the position needs to be fine tuned to what it should be paid by contacting other Towns and she would like that done for the 2006 budget. The Selectmen explained that as was previously discussed the process of obtaining information by the Town Administrator would be completed in 2006 for the 2007 budget. The Town Clerk explained that this is an item that was brought to the Selectmen last year, The Deputies position is the only position that requires the person in that position to perform as a Town Clerk when the Town Clerk is not available. The Deputy wage scale begins at about $8.50 and rises seven levels (the current Deputy is close to the top of the wage scale). Selectman Cook does agree that there are employees that are at level 7 on a wage scale that is two years old, but how does one rectify the process without raising all the other wage scales. The TA explained that the time frame she has planned to work on the wages is not what the Town Clerk has planned, time is needed to research towns with the same responsibilities as Warner. The Town Clerk explained that she does not want to end up behind in wages. Selectman Hartman explained that the Board has made their decision regarding pay increases for 2006, the TA will work on the various requests for wage adjustments in 2007 along with fine tuning the process (performance reviews, merit increases). The Town Clerk explained that she would like to use the current wages and years of experience to have the scale reflect what the Deputy for the Town of Warner should be paid, at least for next year. Selectman Cook is willing to discuss a step increase for the Deputy Town Clerk as a full Board. The Town Clerk will be contacted when the discussion is scheduled.

Selectman Cook made a motion to approve meeting minute’s dated October 6, 2005 non-public & interview minutes, October 23, 2005 work session, November 29, 2005 non-public, December 6, 2005 work session and December 13, 2005 work session as corrected. Selectman Hartman seconded the motion. The motion passed.
