Meeting Minutes

Chairman Hartman opened the public session at 1:00 p.m.

In Attendance: Selectman David E. Hartman – Chairman, David Karrick, Jr. – Selectman, Clyde Carson – Selectman, Laura Buono – Town Administrator  

Others present: None  

1. Foreman Position – Highway Department

Selectman Karrick moved to hire Tim Allen as Foreman at the Highway Department for $19.93 per hour with a 6-month probation period.  Selectman Carson seconded the motion.  Chairman Hartman noted that at the end of the 6-month probation Mr. Allen will fall into the regular step increase schedule; all were in favor; the motion passed.   

2. Manifest

Selectman Karrick moved to authorize the Selectmen to sign manifests and order the Treasurer to sign Payroll Check numbers 1024-1025 in the amount of $433.09 and Accounts Payable check numbers 45364-45407 in the amount of $51,583.61.  Selectman Carson seconded the motion; all were in favor, the motion passed.   

3. Consent Agenda

Selectman Karrick moved to approve the Consent Agenda for January 4, 2011,

  •       Sign Permit for Local Motion Studio located at 2 East Main Street .

Selectman Carson seconded the motion; all were in favor, the motion passed.  

4. Other Business

Selectman Karrick mentioned to the Board that there is already a fire wood heating program in place through Community Action (fuel assistance).  The Town Administrator understood that the fire wood program through the Energy Committee would be for those who are still needy but do not qualify for fuel assistance; and also recommends qualification should be determined through the Town Welfare office along with communication with Community Action.  Selectman Carson said the Energy Committee will still pursue the program by first observing the Town of Hopkinton ’s wood program.  

Chairman Hartman reported that he will attend the Concord Regional Co-op meeting scheduled for Thursday, January 6th.   The meeting has been called to discuss the final bill that was issued to towns that did not meet their GAT.  The Co-op changed the way they bill; towns were billed for the actual tonnage delivered to the incinerator rather than billing the towns for their GAT; many towns did not meet their GAT this year.  

The Town Administrator asked the Board if the Building Permit fee for inspections could be rounded up to $35.00 instead of $34.63.  Selectman Karrick moved to adjust the fee per inspection for Building Permits to $35.00.  Selectman Carson seconded the motion; all were in favor, the motion passed.  

5. Adjournment

At 1:54 p.m. a motion was made to adjourn.
