WARNER BOARD OF SELECTMEN
MINUTES
JANUARY 16, 2001

Chairman Nogues opened the meeting at 6:40 P.M., all Selectmen were present, along with members of the public.

Chairman Nogues reminded the public that it is a public meeting, but no public in-put will be taken during the meeting. All public in-put will be received at the close of the meeting.

The Selectmen discussed the upcoming recycle meeting on February 1st. A list of people who have taken an active interest in recycling was given to the Secretary to contact.

Chairman Nogues will contact Nailite to obtain information about the warranty on the siding at the Police Station.

The Selectmen reviewed the police reports of the vandalism at Riverside Park. Chairman Nogues stated he would like to start seeing the minutes from Parks and Rec. again. Wayne Eigabroadt of Parks and Rec informed the Board that the Police are working on the matter of the break-ins. Selectman Brayshaw asked if there is anything the Board can do to discourage the vandalism. Wayne stated that he is trying to put a meeting together with the Police Department, Fire Department, and Allan Brown to address the parking problem, a reward will be put up for any information. For now Wayne will keep the Board informed of anything they can do.

Chairman Nogues made a motion to go forward with the Martin Building research study committee affective January 16, 2001 with the following members Richard Senor, Charlie Albano, Gamil Azmy, Cynthia Dabrowski, Cheryl Gibbons, Linda Hartman, David Karrick, Marti Lawton, Jim McLaughlin, Jim Mitchell, Ron Orbacz, and Tom Stiles. First meeting will take place on January 22nd at 7:00 P.M. with Chairman Nogues. Selectman Brayshaw seconded the motion, all in favor, motion carried.

Selectman O’Connor and Charlie Durgin will do a walk through at the Martin Building on Thursday January 18th.

Approval of minutes was tabled until the section about pay raises going by State guide lines is clarified. Tapes will be reviewed again and the section in question will be typed word for word to be reviewed by the Selectmen at the next Board meeting.

Selectman Brayshaw attended the Bradford Selectmen’s meeting and briefed the Board on the resurfacing project from the intersection at 103 and 114 to the Henniker bridge. Selectman Brayshaw voiced some concerns of erosion issues, and received some assurance from the State that silk netting and fencing would be used if it was in need. Selectman Brayshaw also asked about parking equipment on Warner property or Class 6 roads. The contractor would need Town permission to do so.

Selectman Brayshaw is working on a vendor fee policy.

Chairman Nogues would like to set up a committee to study wages/salary and evaluations. Chairman Nogues has been in contact with individuals who have Human Resource background who would be interested in sitting on the study committee, he is still searching for two more members along with one or two Selectmen. Discussion opened to the Selectmen.

Selectman Brayshaw is ready to resolve the compensation discrepancies.

Selectman O’Connor has a concern about whatever is decided from the committee will be acted upon. The Budget Committee went through a study and information that was gathered has not been used to its fullest. Selectman O’Connor would like some kind of commitment, that whatever is derived from the committee will be used. Selectman Brayshaw disagrees with Selectman O’Connor, he feels the Board of Selectmen have the ultimate say, take the committee’s input, then the Selectmen institute the final plan. Selectman O’Connor would like to see guidelines set and a commitment to act upon the information given, and to establish something that would stay in place through other Board members.

Discussion followed about possible members for the committee. The Selectmen will seek two names each for further discussion at the next Board meeting.

Selectman O’Connor will make a decision by next Board meeting, if he will remain a Municipal Budget Committee member.

Selectman Brayshaw would like the Fairfield Barn put back on the agenda. Discussion followed.

January 27th from 9 a.m. to 1 p.m. is set for the Police Station Open House.
