Warner Board of Selectmen Meeting Minutes January 17, 2006
Meeting opened at 6:00 p.m. In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman Richard A. Cook and Selectman David E. Hartman Recorder of the minutes is Mary Whalen Others present: Tom Brennan – Kearsarge Regional District Superintendent Karen Merrill-Antle – Warner representative to KRSD Barbara Annis Judith Rogers A scheduled meeting with Paul Fouliard has been postponed until January 24, 2006, the Selectmen and Paul were in agreement. Selectman Cook made the motion to approve a Veterans Exemption for Map 7 Lot 71. Selectman Hartman seconded the motion. The motion passed. The Conservation Commission submitted recommendations for full and alternate members for the Board’s review. Chairman Eigabroadt made the motion to appoint Amy Knisley as a full member to the Conservation Commission until April 2006. Selectman Hartman seconded the motion. All were in favor. The motion passed. The Selectmen tabled appointing an alternate until April 2006. Selectman Cook made the motion to approve a "Home Occupation" & "Sign Permit" for Map 20 Lot 14 as applied for. Selectman Hartman seconded the motion. All were in favor. The motion passed. Selectman Cook made the motion to approve the printing proposal submitted by R. C. Brayshaw Company, Inc. for the 2005 Annual Report based on final review by the Chairman of the Board. Selectman Hartman seconded the motion. All were in favor. The motion passed. Barbara Annis recommended photos of employees to be placed in the Annual Report. Barbara Annis explained that the Planning Board has begun addressing driveway regulations. The Planning Board has obtained copies of driveway regulations from various towns. Barbara asked the Selectmen to consider who would oversee the regulation. The Selectmen, since driveway cuts are part of the building permit, view the enforcement as part of the "Occupancy Permit". The Building Inspector will be notified of the Planning Boards next work session along with the Director of Public Works and the Fire Chief. Their input regarding the enforcement of the proposed regulations will be discussed. The Selectmen reviewed some information pertaining to the purchase of a new truck for the Highway Department. It was agreed by the Board to meet with the Director of Public Works next Tuesday evening to further discuss his recommendation. Tom Brennan and Karen Merrill-Antle met with the Selectmen to present a preliminary drawing of a Middle School to be located at the Sutton land site. The parcel in size is 86 acres, provides flexibility for growth and a potential site for an elementary school. Mr. Brennan met with the Sutton Fire Department and was asked to add a generator on site and to also look at alternative entrances and egress so that there would be one road in and one road out. Square footage of the building is 123,321 which allows space to maintain clusters. Mr. Brennan feels that this site is the best educational decision for the district. There will be an article presented for a $24,719,000.00 Bond and two articles that allow the voters to choose either the Sutton site or the current New London site as the home for the new Middle School. Mr. Brennan feels very strongly that the Sutton site is the best choice. The New London site is extremely limited for growth, and for the amount of students, and it does not fall within the required acreage. The Board of Selectmen has sent a letter of endorsement for the Sutton site to the Chairman of the School Board. Chairman Eigabroadt discussed hosting a joint Selectmen’s meeting. Selectman Hartman attended a marketing meeting of the Northeast Resource Recovery Association. Discussions encompassed the pitfalls of the Goodwill trucks, electronic recycling program and sheet rock in decomposition producing gases. Chairman Eigabroadt asked the board members about adding $600.00 to both the Transfer Station and Highway for DSL capabilities.
