Meeting Minutes

Chairman Karrick opened the public session at 6:01 p.m.

In Attendance:   Selectman David Karrick, Jr. – Chairman, Selectman David E. Hartman, Selectman Clyde Carson &

                        Town Administrator – Laura Buono  

Others present: William Chandler, Martha Mical, Jeanne Hand, Allan Brown, Ron Piroso, Jr.  

1. Police Department - Recruitment

Police Chief William Chandler explained that he and the Police Chief in Sutton feel it may be wise to pool their efforts together in trying to fill two full time positions.  Sutton will first discuss this with their Board of Selectmen.  The Chief explained the steps an applicant would go through.  

The voters will be voting on a resource officer for the school district; this position is over and above what the Town of Warner and Sutton are trying to fill.  

Selectman Hartman asked what the advantages are in combining hiring efforts.  The Chief said it is hoped to end up with a sizable pool of applicants to choose from.  Selectman Hartman also asked the Chief if he would like in any way for the new officer’s skills to be different from the last.  The Chief said the position is for a patrol position and it would depend on the applicants experience and training.  Selectman Hartman asked if the joint effort needs to be acknowledged between the Selectmen’s offices.  The Town Administrator said yes.  The Chief will keep the Selectmen informed as to what the Sutton Selectmen feel.  

Jeanne Hand commented about the proposed resource officer that will be on the 2010 ballot.  She said the officer will work for the Town of Sutton but she feels it is still unclear what this officer will do and where the officer will be located, in the school or at the Sutton office.  The Town Administrator said the voters will be voting on the concept of the resource officer, details can be worked out later.   

2. Downtown Drainage

The Town Administrator submitted a proposal from Provan & Lorber who will complete the wetland permitting.  The permitting is a lengthy process, once approve the permits are valid for 5 years.  The Selectmen will be meeting with the Director of Public Works on February 2nd where they will continue the permitting discussion.   

3. Ron Piroso, Jr.

Mr. Piroso spoke to the Selectmen regarding his concern about a State logging operation near his property and the fact the he was not informed that this was going to take place.  He said the Town of Sutton notifies the abutters of a logging operation.  He asked the Selectmen to consider such a policy.  Mr. Piroso spoke with the State, because the logging operation is taking place on State property and they said it was their responsibility to notify the abutters.   Mr. Piroso being an abutter to the logging operation was not notified.  The Selectmen recommended to Mr. Piroso to pursue why he was not notified by the State.  

4. Manifest

Selectman Hartman moved to authorize the Selectmen to sign manifests and order the Treasurer to sign accounts payable check numbers 44020-44041 in the amount of $330,963.80.  Selectman Carson seconded the motion; all were in favor, the motion passed.  

5. Other Business

Selectman Carson said the cost for water annually at the Town Hall is $600 - $700, he recommends changing over to energy saving toilets beginning with the ones located in front of the Selectmen’s office.  Selectman Hartman asked why the Town is being billed for water when an office is supplied to the Warner Village Water District at no cost, he wonders why negotiations have never taken place.   

Selectman Hartman reported that he, Varick Proper and John Warner will attend a Concord Regional Solid Waste meeting on Thursday, January 21.  The agenda includes proposals from Hopkinton and Webster to withdraw from the co-op as well as discussion about reconsidering building a single stream recycling facility.   

The Town Administrator reported that the Fire Department pumper is out of service.  The Fire Chief said the cost for repairs could run from $8,000 - $20K.  The Town of Bradford has a pumper that can be utilized by the Town of Warner .  The Selectmen decided to wait for Town Meeting results before moving forward with repairs.   

The Board of Selectmen will host a Joint Board meeting on Thursday, January 21; agenda topics are Public Works Mutual Aide, EECBG partnership and resource pooling.  The Town Administrator asked the Board if they would like to add Intents-to-cut to see if other towns notify the abutters.  The Board said yes.   

6. Meeting Minutes

Selectman Hartman moved to approve meeting minutes date January 5, 2010 .  Selectman Carson seconded the motion; all were in favor, the motion passed.  

7. Adjournment

At 8:03 p.m. a motion was made and seconded to adjourn.
