WARNER BOARD OF SELECTMEN Chairman Nogues opened the meeting at 6:30 P.M., Selectman O’Connor was in attendance along with members of the public. Selectman Brayshaw was absent. Chairman Nogues postponed approval of January 9th minutes until the next board meeting. Chairman Nogues made a motion to accept January 16th minutes, Selectman O’Connor seconded, all in favor, motion carried. Chairman Nogues updated the Board and the public on the Martin Building Study Committee that met on January 22nd. Chairperson is Richard Senor, Secretary is Marti Lawton. Chairman Nogues informed the committee what the Selectmen’s outlook was for them to come back to the Town with a time frame. Chairman Nogues and Selectman O’Connor will act as Selectmen’s representatives. The Selectmen approved a fund raiser at the Transfer Station for the 8th grade class end-of-year celebration. It will take place on February 10th. Chairman Nogues tried to contact Nailite about the warranty for the siding on the Police Station. Awaiting reply. Selectman O’Connor made a motion to release final payment to Dennis Hamilton, along with a letter thanking Mr. Hamilton for his great performance and dedication he put forth at the Police Station. The concern with the siding will resolve itself in time. Chairman Nogues seconded, motion carried. The Selectmen approved Town Hall rental for a birthday party, and a dance review. The Health Officer will be contacted to inspect the privy at 80 Poverty Plains Road. Neighbors of Gamil Azmy met with the Board for an update. Chairman Nogues informed them that the property is now a year round resident, privy will now be inspected by the Health Officer, and the conservation issues will be addressed in the spring. The neighbors concern is that no building permit was applied for, for any of the buildings on that property. Chairman Nogues will look into the building permit situation. Mr. Gagnon assures Mr. Azmy that all complaints are in no way a form of harassment. Since 1995 all complaints were submitted when the situation at Mr. Azmy’s became unbearable with the animals getting loose, the stench, and the building without a permit. The Selectmen will research the building permit violation and take corrective action if necessary. The neighbors feel it is unfair that no corrective action ever took place in the past. Selectman O’Connor resigned from the Municipal Budget Committee. The Finance Director requested new chairs for her office, the Selectmen did not approve that request. The Board further discussed members for the Wage Study Committee. Chairman Nogues recommended an employee should sit on the committee. Public in-put from Barbara Annis who stated that people may not be as open about discussion about specific jobs if an employee is on the committee. Point taken by the Board. Selectman O’Connor feels if Town employees want in-put on the committee then they should send a representative to present their concerns to the committee. Selectman O’Connor made a motion to establish a Wage Study Committee with the following members Selectmen’s Representative John Brayshaw, Chris Perkins, Fred Arnold, David Karrick and Liz Young. Chairman Nogues seconded, motion carried. Goals will be set at the next Selectmen’s meeting. Jim Mitchell informed the Board that the Fall Foliage Festival Board is a full Board. And the reception from Yankee Book was a grand success. Barbara Annis informed the Selectmen of some zoning violations. One is out by the snowmobile trail, there are two trailers, the other is out by Pleasant Lake brush that is about twenty feet high. Barbara Proper informed the Selectmen that there is about $800,000.00 left in the bank. Chairman Nogues asked how it looks through tax time. Barbara thinks we may have to borrow. The Selectmen want to wait and monitor spending more closely. Unforeseen is the school funding. Selectman O’Connor made a motion to adjourn at 7:30 p.m., Chairman seconded, motion carried. |
