Meeting Minutes

Chairman Karrick opened the public session at 4:05 p.m.

In Attendance:   Selectman David Karrick, Jr. – Chairman, Selectman David E. Hartman, Selectman Clyde Carson &

                        Town Administrator – Laura Buono

1. Old Graded School – Energy Efficiency and Conservation Block Grant Funding

Selectman Carson said he met with representatives from Bruss Construction at the Old Graded School .  Bruss Construction will be verifying the estimates that are within the Warner Energy Audit Report; this is necessary for the grant application.  Bruss Construction’s fee amounts to $1,810.  Selectman Carson explained how the original grant was awarded.  First the energy audit and report, second, for follow on consultation and third, for data loggers.   The cost for the audit was $7,650; the follow on consultation was budgeted for $1,500 and $2,000 for data loggers.  Selectman Carson said data loggers can be obtained for less than $2,000 and he feels the consultation will cost more than the budgeted $1,500.  A letter needs to be sent explaining what will be done with the remaining funds for approval. Selectman Carson moved to approve the proposal from Bruss Construction in the amount of $1,810.  Selectman Hartman seconded the motion; all were in favor, the motion passed.  

2. Other Business

Selectman Hartman said that he drove by Map 13 Lot 17 in regards to vehicles that are parked in the Town’s right-of-way, he said it appears the owner has plowed out the vehicles.   

Selectman Hartman also commented about notifying abutters regarding intents-to-cut.  He said he spoke with True Kelly who received a letter from the State prior to the Carroll State Forest harvest.   

The Selectmen discussed the open candidacy positions as well as the appointed positions.   

Selectman Hartman provided two manuals that were developed by the US Fish & Wildlife Service on operations and management of small arms firing ranges and outdoor shooting ranges.  He said the operation on North Village Road based on the manuals has violated all the ground rules.  

Selectman Hartman asked about the fire apparatus that is on loan from the Town of Bradford .  The Town Administrator said the vehicle is now on the town’s insurance.   Selectman Hartman recommends writing an acknowledgement letter to the Town of Bradford .  

The Town Administrator learned from the Department of Revenue that capital reserve money cannot be used to make the first year payments if a vehicle is leased.  The thought is if for some reason the payments are not funded for example in the sixth year and the vehicle was returned then capital reserve money would not be wasted.  But, since the last Budget Committee meeting it was decided to fund the first year payments by raising and appropriating $20K for that specific purpose.  Secondly, if it is learned that the Town has received the grant for a new pumper then Article 20 can be passed over.  Selectman Carson would like confirmation from the Fire Chief that after the pumper there are no other equipment needs foreseeable in the next five years.  

Selectman Carson said the he has drafted a letter asking for letters of support for the Old Graded School Energy Grant.  His intention is to send the letter to people who are indentified as the individual agency heads in the Old Graded School to State representatives, County representative and the Historical Society.  The Selectmen would like to see examples of the exterior energy upgrade.
