MEETING MINUTES
JANUARY 29, 2002

6:30 p.m. The Board met with the Department Heads.

Public Works Director – Allan Brown

Lost a sander belt that cost $700.00, lost $71,000.00 in the over-all budget, then the Budget Committee put $10,000.00 back in the budget. The Board asked with the cuts that the Budget Committee made, what are the foreseeable problems. Allan stated that the Highway Department will be running very tight this year, and some work will not be achieved. Chairman Brayshaw commented that these meetings will help everyone keep on top of what’s happening and the Board will run the budget to the bottom line. Allan informed the Board that the hazardous waste at the Transfer Station would need to be addressed immediately.

Transfer Station Supervisor – Paul Fouliard

The Bobcat needs new tires. The use of solid rubber tires was discussed; the cost is $60.00 more per tire than jelly filled tires, Paul feels the solid rubber tires will last longer. Paul needs the copy of the bill of lading checks for his tractability. The process of purchase orders for Paul was discussed. The Board will discuss the purchase orders at a later date. Allan Brown stated that you would go through two sets of tires a year whether you pay more or less. The Board asked how the heater is working. Paul stated it is working fine since the repairs were done.

Police Station – Chief William Chandler

No problems to date. Next month the Station is hosting a background investigation training session. Unused vacation time is still being filtered through. The part-time position is being worked on. The Department is planning to do without an Animal Control Officer for 2002. The new bus route at Simonds School is working well. Allan Brown has done some research regarding that Kearsarge Mountain Road is a State road, and Allan has drafted a letter to the State asking for a flashing light be installed in the school zone. The Board will sign the composed letter at this board meeting. The Board thanked Allan for his time and effort he has put in for this safety light. The Board asked how the cruisers are running. Bill stated everything is fine.

Fire Station – Chief Richard Brown

No news, everything is fine. The new tanker is running great, and the station has been using the new thermal camera, and it is available to the surrounding communities through a mutual aid agreement.

Wage Study/Wage Scale Status: Chairman Brayshaw made a motion to accept the Wage Study recommendations on wage schedule as well as the job descriptions, appendix II to implement and incorporate them in the compensation process. Selectman Mical seconded the motion. All were in favor. The motion passed. The Board directed the Wage Study Committee to proceed on with the evaluation process. The Board will have a list of objectives for the committee after the February 5, 2002 Selectmen’s meeting. The Selectmen thanked the committee for all their work and effort. Mr. Fred Arnold (Chair of the Wage Study Committee) asked the Board for permission to approach employees for their input. The Board stated no objections. Selectman Mical informed the Board that he is signed up for a conference on February 13, 2002 at New Hampshire Municipal Association on the evaluation process.

The Board discussed the Town Report. Selectman O’Connor made a motion to have R.C. Brayshaw Co. do the printing of the Town Report. Selectman Mical seconded the motion. All were in favor. The motion passed.

The Board reviewed the revised Warrants. Chairman Brayshaw made a motion to approve the Warrants for 2002, as written and presented. Selectman Mical seconded the motion. All were in favor. The motion passed.

The Board discussed the Planning Board vacancy. Selectman O’Connor made a motion to interview Mr. Phil Reeder on February 8, 2002 at 8:00 a.m. Selectman Mical seconded the motion. All were in favor. The motion passed.

Chairman Brayshaw made a motion to accept Allan Piroso’s resignation of Animal Control Officer. Selectman O’Connor seconded the motion. All were in favor. The motion passed.

Selectman O’Connor made a motion to accept Penny Courser’s resignation from the Supervisor of the Checklist and to accept the Supervisor’s of the Checklist’s recommendation of Martha Thoits. Selectman Mical seconded the motion. All were in favor. The motion passed.

Public Comments:

Jack Drago brought to the Boards attention a number of unregistered cars on Schoodac Road.

Letter to the State Engineer for the flashing light for Simonds School

Chairman Brayshaw made a motion to adjourn. Selectman O’Connor seconded the motion. All were in favor. The motion passed.
