WARNER BOARD OF SELECTMEN
In Attendance: Recording secretary: Mary Whalen 6:30 Chairman Brayshaw opened the meeting. Claire Talbott from Runaway Farm located on Kearsarge Mountain Road met with the Selectmen to discuss an upcoming collegiate event that will take place on March 16, 2002. The Board advised Ms. Talbott to post signs on the road and to contact the Police and Emergency Services about the possibility of increased traffic that may take place on that day. The Board did not see the need for any permits for this event. Transfer Station – The Board discussed the furnace and the recent repairs that were made. The Board listened to the December 11, 2001 minutes pertaining to scheduled working hours. After listening to the tape the Board further discussed the available hours and available money for the Transfer Station. Selectman Brayshaw made a motion to reduce George Roberts’s hours from sixteen to eight hours effective February 17, 2002. Pete Newman from twenty eight to thirty two hours along with health benefits effective on Town Meeting March 13, 2002 upon approval of the Town Budget. Selectman O’Connor seconded the motion. Selectman Mical opposed. The motion passed unanimously. The Department Heads will be notified immediately of the change in hours for personnel.
The furnace at the Transfer Station was further discussed, along with used oil. Selectman O’Connor made a motion to have Allan Brown (Public Works Director) write the Grant for used oil and follow through with the project. Selectman Mical seconded the motion. All were in favor. The motion passed. The Board reviewed a request to abate a timber tax. The original intent-to-cut was reviewed by the Board of Selectmen. The Assessing Clerk received advisement from the Department of Revenue on this issue. Selectman O’Connor made a motion to deny the request to abate the timber tax. Selectman Mical seconded the motion. All were in favor. The motion passed. The Board reviewed a request by MCT regarding a junction cabinet at Melvin Mills. The Board will direct the request to the Planning Board. The Board is referring this request to the Planning Board because the pictures provided do not meet Warner’s plan to place a buffer around the cabinets. Magdalen College requested to use the bleachers. Selectman O’Connor made a motion to allow Magdalen College use of the bleachers provided that they pickup and deliver the bleachers themselves. Selectman Mical seconded the motion. All were in favor. The motion passed. Selectman O’Connor distributed recommendations pertaining to a commercial property that Mr. O’Connor has been reviewing per request of the landowners. The Board reviewed the Town Report cover. Minor changes were made for final print. The Board signed the 2002 Warrants. Selectman O’Connor made a motion to provide the 2002 Warrants to newspapers that request them at their cost. Selectman Mical seconded the motion. All were in favor. The motion passed. The Board signed a container permit for R.C. Brayshaw to collect paper and cardboard. The Board signed an intent-to-cut, a heavy hauling permit, and a Town Hall rental for Yoga classes to benefit the Simonds School playground. A work session is scheduled for February 14, 2002 at 12:00 p.m. Topic: Objectives for the Wage Study Committee’s evaluation process. The motion passed unanimously.
