MINUTES
FEBRUARY 13, 2001

Chairman Nogues opened the meeting at 6:30 P.M. All Selectmen were present, along with members of the public.

First appointment was with Richard Cook from the Conservation Commission. Selectmen Brayshaw and Mr. Cook had conversation about the Conservation Commission needing office space. At a previous Selectmen’s meeting it was discussed that the old booking room in the Town Hall would be available for meetings. Selectmen Brayshaw suggested that the Conservation Commission utilize the booking room. Further discussion continued. Selectman Brayshaw suggested that they all get together and look at the room to see if it needs improvements. Chairman Nogues added that in keeping access to the public on the lower level, add Planning and Zoning in the same office with the Conservation Commission and make the Tax Collectors office a meeting room. Selectman O’Connor asked about the climate in the lower level affecting the maps. Maps are currently stored down at the lower level. Conversation continued. Mr. Cook offered assistance with the moving of furniture or with any repairs providing the labor.

Selectman Brayshaw made a motion to give the Conservation Commission access to the Police booking room, with a key, Selectman O’Connor seconded, all in favor, motion carried.

Mr. Cook received a mailing from the Governor’s task force on recycling, offering an opportunity to Town’s to buy composting units for house hold use at a reduced price to encourage people to compost. Household food scraps accounts for 25% of waste coming out of Town’s. The State is offering them to Town’s for $25.00. Selectman O’Connor added that a certain number needs to be pre-ordered to receive that price. Mr. Cook would like to set up a table at the Transfer Station and take orders in early March.

Mr. Cook will be speaking at Town Meeting on behalf of the Conservation Commissions Warrant Article.

Mr. Cook updated the Selectmen of the progress on the purchase of the Fortin and Redman piece of property.

Selectman O’Connor made a motion not to recommend the bottom line budget, Selectman Brayshaw seconded, vote taken, all in favor, motion carried. Changes were made by the Budget Committee that the Selectmen do not agree with.

Selectman Brayshaw made a motion to approve 1/9 minutes, Selectman O’Connor seconded, vote taken, all in favor, motion carried.

Chairman Nogues made a motion to approve 1/23 minutes with grammar changes, Selectman O’Connor seconded, Selectman Brayshaw abstained, he was absent during the 1/23 meeting, motion carried.

Selectman Brayshaw made a motion to approve 2/6 minutes with grammar changes, Selectman O’Connor seconded, vote taken, all in favor, motion carried.

Selectman O’Connor has put together a task list for implementing a new purchasing system. Selectman Brayshaw will have a draft ready of the purchase requisition forms at the next Selectmen’s meeting.

A memo on no spending went out to all Department Heads on 2/14/2001.

The Selectmen discussed inventory at the Martin building. The current committee asked to hold off on the inventory until a firm plan is established. The committee also filed an application to Plan NH, they are currently waiting for a response. A plan will be put together by Town Meeting so Mr. Senor can report.

The Selectmen discussed grass cutting of the Town buildings. Wayne Eigabroadt from Parks and Recreation asked if the Town was hiring someone to do the cutting. It was discussed at a previous Selectmen’s meeting, but it did not fit in this year’s budget. Further discussion continued. Selectman O’Connor will work with Wayne, who will send out invitations to bid for all areas that need mowing. Input from the public was to consider a 3-year bid.

Chairman Nogues commented to the Board that they need to start looking for bids for oil.

Selectman O’Connor will follow through with the Johnson and Dix credit application. It is needed for off-hours when Evans is closed.

Planning and Zoning appointments were discussed.

Barbara Bartlett and John Dabuliewicz met with the Selectman to promote Kindergarten and to gain their support. A plan for parking, classrooms and bus arrivals and departures was discussed.

The State informed the Kearsarge Regional School Superintendent that conformation of funding for Kindergarten will be available at the end of March.

It was stated that 15% of eligible children are not attending Kindergarten, and the school board members commented that offering public facilities may change that percentage.

Selectman Brayshaw supports Kindergarten, Selectman O’Connor supports philosophically not financially. Chairman Nogues supports Kindergarten as long as there is a plan in place for funding years down the road.

Wendy Pinkham updated the Selectmen on what was needed to complete the Town Report. The report needs to be turned in for print by 2/16.

The Selectmen completed an oversight form for retirement.

The Selectmen discussed purchasing a new projection screen for Town Meeting. The cost would be $770.19. After discussion it was decided not to purchase the screen this year. Selectman O’Connor’s recommendation is to put the cost in the budget for next year.

Selectman Brayshaw had Paul Fouliard at the Transfer Station do some research on the equipment up there. Recycling Equipment and Service Inc. would service the balers for $1,100.00, which includes parts and labor. It was noted the balers are not running with safeties on.

Wendy Pinkham (Finance Director) commented on the value of having preventative maintenance verses a claim of injury.

Discussion continued about the safety’s on the balers. Selectman O’Connor suggested to shut down the machine that is in an unsafe condition until it is resolved.

A meeting on 2/14 at 8:30 a.m. with Allan Brown, Paul Fouliard, Selectman Brayshaw and Selectman O’Connor will take place to discuss the safeties on the balers.

Chairman Nogues would like more information on the preventative maintenance. What exactly needs to be done on the balers.

Selectman Brayshaw informed the Board that the Building Inspector scheduled an appointment with Mr. Azmy for an inspection of his property. It was brought to the Selectmen’s attention at a previous meeting that Mr. Azmy added on to structures without a building permit. Property was thoroughly inspected. Everything met specifications and an Occupancy Permit was granted.

Selectman O’Connor will compose a letter to Mr. Azmy’s abutters to inform them that all but one of the requirements have been completed from the memo of understanding. Selectman Brayshaw will follow up with Mr. Azmy to make sure that the Conservation Commissions requests are completed. Mr. Azmy has until Springtime to complete the planting of grass.

Selectman Brayshaw being liaison to the Public Works Department relayed that Paul Fouliard would like access to the tonnage and recycling numbers. The Finance Director pointed out that Paul should be keeping a record of everything coming out of the facility. Wendy also makes photocopies of all receipts that she receives and puts them in Paul’s folder. The Selectmen would like the Public Works Director involved with this request.

10 minute break

Selectman Brayshaw has arranged a meeting for a copier maintenance contract for all copiers.

Selectman Brayshaw set a date of February 21 at 7P.M. for the Wage Study Committee, Mary will contact all committee members.

Chairman Nogues made a motion not to sell Girl Scout cookies at Town Meeting, or on Election Day, Selectman O’ Connor seconded, vote taken, all in favor, motion carried.

Nailite warranty was discussed by the Selectmen. No further action will be taken until spring.

Completion of the Town Clerk’s office will be moved to March 1st.

The Selectman and Wayne Eigabroadt from Parks and Recreation discussed a letter from Kearsarge Mountain North Babe Ruth League which states under present circumstances Babe Ruth will not charter teams which are under the administration of WYSA. Resolution is being sought. Wayne gave his thoughts, he asked Mr. O’Connell (President of KMNBRL) for documentation on what transpired at the ball field. Selectman Brayshaw has a rebuttal letter from WYSA. Wayne will be attending a meeting to address this matter. Wayne will have answers for the Selectmen at the next Selectmen’s meeting.

The Selectmen signed one intent to cut, one Warrant for collection of yield taxes, and a letter to Will Begin on the status of his road.

Selectman O’Connor feels more accuracy needs to be addressed on what is being paid. Selectman Brayshaw commented that the purchase order system will help. Wendy commented that there is a crosscheck between Barbara Proper and herself. Chairman Nogues stated that integrity or honesty is not being questioned, there is no real system in place anymore at the fault of no one. Further discussion continued.

Judy Rogers commented that budgets are made up for what each department needs, it goes to the Budget Committee and cuts are made. Notification of what was cut was not passed down to the Department Heads. Things are said at meetings and it is not getting back to whom it affects. Selectmen O’Connor commented that the minutes are available to all. Judy feels in her opinion that the minutes do not accurately cover what was discussed at the meetings for Department Heads to know what is really going on, the minutes do not give the big picture when your trying to run a Department or save money.

Chairman Nogues commented that three working Selectmen coming to a meeting once a week on Tuesday night trying to conduct a 2.5 million dollar business, everything can not be covered. Judy feels the Secretary can lesson some of their burden.

Selectman Brayshaw commented that a lot of time is spent outside the office on the phone and on weekends dealing with Town issues. A Town Administrator would have been helpful in just dealing with the Police Station.

More comments were made on the purchase order system. Wendy commented on the statement about unnecessary spending. Purchases were made of items that are kept on hand. Perfect example of the purchase requisition system catching this.

Public comments were received. The purchase order system was commended. When the Budget Committee is discussing cutting a budget line it was wondered why the Selectmen did not defend their presented budget number.

Motion was made to go into non-public session pr RSA 91-A:3,ll(a) compensation, all in favor motion carried.

Selectman O’Connor made a motion to come out of non-public session, Selectman Brayshaw seconded, all in favor, motion carried.
