Warner Board of Selectmen
Meeting opened at 6:00 p.m. In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman and Selectman Richard A. Cook Town Administrator Laura Buono Recorder of the minutes is Mary Whalen Others present: Allan Brown – Director of Public Hearing Martha Mical Barbara Annis William Chandler – Police Chief Public Hearing Establish Gore Road (Class VI road) as an emergency lane. Public Comment: - Allan Brown explained that the intent is to save the old stone bridge. The historical structure was damaged during the 2005 fall flood. Funds from FEMA can be applied to this structure, but the road needs to be designated as an emergency lane first, (public funds cannot be used on a Class VI road unless the road is designated an emergency lane). The road is also an emergency fire lane. - Martha Mical asked if the Gore Road will remain a Class VI road. - Allan Brown explained that RSA 231:59a allows the ability to make repairs on an emergency lane keeping the Class VI status. Allan will obtain quotes for the project. Public Comment Closed. Selectman Cook made a motion to designate the Class VI portion of Gore Road as an Emergency Lane. Selectman Hartman seconded the motion. All were in favor. The motion passed.
Allan Brown presented preliminary plans for the reconstruction of Mill Street.
Chairman Eigabroadt received a complaint from Steve Gerrard who resides on Poverty Plains Road. Mr. Gerrard feels that the road is being plowed and sanded too much.
Police Chief William Chandler met with the Selectmen regarding the part-time Police Officer position. The preferred candidate for the position retired after serving 24 years on the Concord Police Department. The last 41/2 years after retirement he served as court security for the State. The candidate is currently working limited part-time for Bradford and Newbury. The candidate is also grandfathered through Police Standards and Training for the 1300 marker and is a Warner resident. At this time an hourly wage needs to be agreed upon in order to move forward with the hiring process. Chief Chandler recommends $16.00 per hour. The current maximum wage scale for a part-time officer is $15.02. Chief Chandler would rather not pass on this opportunity to hire such and individual given his experience and training. The pool available to choose from is extremely limited. The TA confirmed from her experience that to hire experienced part-time officers is difficult. There is merit as far as the experience and field training. If the Chief feels that the wage scale is too low to attract experienced officers; realistically, maybe $16.00 should be the top of the scale. The Chief agrees that the wage scale figures need to be looked at. The officer would be able to cover 1,300 hours and beginning in March 1,360 hours could be utilized. The officer would also be able to cover almost half of the combined earned time from the remaining officers (remaining within the budget parameters). The Selectmen discussed the requested hourly wage being that the request falls beyond the wage scale. The TA recommends hiring the candidate at the top of the scale and then conduct an appraisal of the whole wage scale, she also agrees that $16.00 is not an unreasonable maximum. The Selectmen agreed to pay the average hourly wage between Bradford $16.10 and Newbury $15.21 in the amount of $15.66 not exceeding what has been budgeted for 2006. Selectman Cook made a motion to authorize the Police Chief to make an offer of employment in the amount of $15.66 to fill the part-time position. Selectman Hartman seconded the motion. All were in favor. The motion passed.
The Selectmen began preparation for the Town Meeting. The Selectmen agreed that the Director of Public Works needs to be in attendance at the Town Meeting to help answer questions regarding Mill Street, this will be discussed with Mr. Brown.
Selectman Cook made the motion to approve meeting minutes dated January 24, 2006 as amended. Selectman Hartman seconded the motion. All were in favor. The motion passed.
Selectman Cook made the motion to approve the purchase of a flat screen monitor for the Tax Collector not exceeding $300.00. Selectman Hartman seconded the motion. All were in favor. The motion passed.
Administrator’s Report: Area Selectmen’s Meeting – The Area Selectmen’s Meeting will be held on Wednesday, March 1st @ 6:30 p.m. To date, Wilmot, New London, Sutton and Warner will be represented. Springfield, Bradford and Newbury should be calling back shortly. An agenda will be created.
Yes/No Ballots – Wendy Pinkham has asked the Board to advise her as to how many articles the Selectmen would like Yes/No Ballots available for Town Meeting.
Ballot Awareness Night – The Ballot Awareness Night that Ms. Buono was to speak at this Sunday @ the United Church has been canceled due to lack of participation on the side of the school.
WBA – The monthly meeting of the Warner Business Association will be held this Friday @ 7:30 a.m. Ms. Buono will be attending and bringing copies of the Warrant as requested. The WBA will be sponsoring a blood drive at the Town Hall on Tuesday, February 21st from 2:00 – 7:00 p.m.
Primex – Primex has forwarded another letter this time with regard to the past due premiums. Ms. Buono has forwarded a copy of the letter to Atty. Gartrell who asked if the Board wishes to make the offer of reimbursement of the discount received last year. A copy of the letter from Primex is in each of the Selectmen’s folder for their review.
Tax Collector/Assessing – Marianne Howlett and Martha Mical worked very hard this weekend to get their office carpet cleaned and the furniture rearranged as well as install the Tax Collector counter. Stop by – it looks great! The Selectmen thanked Martha Mical for her extra efforts that she puts forth for the Town.
Roads – Ms. Buono took a road trip with Allan Brown on Wednesday of last week and had the pleasure of riding over Hartshorn Lane. The lane is very rough however; Allan says it needs to thaw a little before he can do anything with it. The Selectmen will meet next Tuesday with Allan regarding Hartshorn Lane.
Municipal Managers Association – Ms. Buono will be attending the Municipal Managers Association meeting on Friday, which will consist of a Legislative Update.
The TA will be meeting with Paul Fouliard on February 24th to begin work on the Foreman position and household hazardous waste policy. The TA will arrange a meeting with a representative from Goffstown who has sent their copy of a household hazardous waste policy. Communications have been going well between the TA and Paul.
Barbara Annis asked the Selectmen, during their joint Board meeting if they could ask how the other towns are doing in their site-plans, subdivision etc. The Access Management Plan will be formatted for the website. Selectman Cook made the motion to go into non-public session as allowed by RSA 91-A: 3 II (e). Selectman Hartman seconded the motion.
