Meeting Minutes
February 15, 2005

 

Meeting opened at 6:00 p.m.

In attendance: Selectman Wayne Eigabroadt – Chairman and Selectman Peter St. James

Richard Rolfe met with the Selectmen to discuss the upgrading of Kelly Hill Road , Class VI to a Class V.  Mr. Rolfe asked the Board for a waiver to the current policy in order to build a retirement home.  The Director of Public Works advised Mr. Rolfe to cut a private driveway to one side and to control the water run off that comes down the hill.  The Director of Public Works did explain the Class VI Road Policy to Mr. Rolfe and also explained that there have been exceptions made in the past.  Chairman Eigabroadt explained that the exceptions may have been made before the Policy was put in place.  The Town will permit building after the Class VI road has been upgraded to Class V specifications.  After the road is built to Class V specifications a Public Hearing will need to be held before a Building Permit can be approved.

The Selectmen met with Barbara Annis, Planning Board Chair to discuss a Sign Permit Application submitted by the current owner of Curves (Brenda Wintel).  A past Board explained to the previous owner about their concerns regarding the purple color of the sign and how it would not conform to the architectural spirit with the center of town.  The Selectmen are looking for guidance because the Zoning Ordinance does specifically spell out terms in regards to color.  Mrs. Annis explained that the Site-Plan specifically spells out color on buildings (neutral colors).  It is not spelled out specifically regarding the color of signs.  The Site-Plan states that all signs shall establish a visual continuity with adjacent buildings.  It was decided that color is purely subjective, there is orange & green for Aubuchon, yellow for McDonalds etc., the Curves sign is a corporate logo as are others.

Selectman St. James made the motion to approve meeting minutes date February 8, 2005 .  Chairman Eigabroadt seconded the motion.  The motion passed.

The Selectmen reviewed a Home Occupation for massage therapy located at Map 3 Lot 17.  The property owner notified the Selectmen’s Office that property abutters have been notified of the proposed home business.  Chairman Eigabroadt made the motion to wait one more week before signing the Home Occupation in order to give time for abutters to contact the Selectmen’s Office with any concerns.  Selectman St. James seconded the motion.  The motion passed.

Selectman St. James commented about hearing of Town employees actively campaigning during scheduled work hours, trying to impact the upcoming elections and trying to figure out the configuration of the next Board of Selectmen.  Selectman St. James commented that campaigning does not belong during scheduled work hours.  There is a policy that states political involvement is not permitted during scheduled work hours.  The Selectmen encourage all Town employees to save campaigning for personal time.
