WARNER BOARD OF SELECTMEN
 MINUTES
FEBRUARY 20, 2001

Chairman Nogues opened the meeting at 6:30 P.M., all Board members were present, along with members of the public.

Selectman Brayshaw made a motion to accept 2/13 minutes with grammar changes, Selectman O’Connor seconded, vote taken, all in favor, motion carried.

Wayne Eigabroadt from Parks and Recreation met with the Selectmen to update them on the possible resolution to the problem between WYSA and the Babe Ruth League. Wayne has arranged a meeting for both parties to meet and resolve any and all problems on February 21st. Resolution will be made. Sign- ups begin on February 22nd. Wayne commented that girls softball was not on the sign- up sheet. Wayne did convince WYSA to put girls softball sign- ups back in. Selectman O’Connor asked if any of the programs are in jeopardy. Wayne stated that no program is in jeopardy, Parks and Recreation will do them if necessary. Wayne will update the Board on what was resolved at the next Selectmen’s meeting.

Selectman O’Connor presented Wayne Eigabroadt with the specifications for the mowing of the Town buildings lawns. Wayne will include this with the invitations he sends out for the fields to be cut.

Dennis Labreque (Building Inspector ) informed Selectman O’Connor of a formal complaint about a residence on Bean Road. Further discussion will continue in a Selectmen’s work session.

Completion of Town Clerk’s office is still expected by March 1st.

Public Works Director is working out a solution to decrease the amount of cardboard that needs to be put through the balers.

The Selectmen discussed where the cardboard is coming from. It was noted that some businesses are not sorting their waste. A possible surcharge on businesses using the Transfer Station was discussed.

Selectman Brayshaw reiterated with the personnel at the Transfer Station that they are to make sure that all vehicles have transfer stickers in order to use the facility and that the safeties will be used on all equipment, as lack of use is a potential liability for the town. Changing colors of the Transfer Station stickers every year was discussed.

Chairman Nogues made a motion that as soon as possible the issuing of new Transfer Station stickers will begin. There will be a different color for each year. Selectman O’Connor seconded, vote taken, all in favor, motion carried.

Selectman Brayshaw commented on addressing the enforcement of Transfer stickers again. More discussion followed about sticker enforcement. Both Selectman Brayshaw and Selectman O’Connor will be addressing solutions to the current safety and sticker situations. Selectman Brayshaw would like more consistent Department Head Meetings to help keep communications between departments clear.

The Selectmen discussed setting someone up to enforce the stickers again.

The Selectmen discussed that status of the balers. It was discovered that the personnel are over-riding the safety’s. The Selectmen instructed the personnel to cease operation of the machinery without the safeties engaged. The personnel responded by stating that they would not run the machinery with the safeties on. Chairman Nogues stated that its time for disciplinary action. A letter will be drafted with directives of what needs to happen.

Selectman O’Connor asked Martha Mical to brief the Board on the status of DRA taking the Town of Warner to the Board of Land and Tax Appeal. Martha spoke to Mr. Hamilton from the Board Land and Tax Appeals, his recommendation will go to the Board in about two weeks. Mr. Hamilton stated to Martha that if the Board so decides, a hearing will be scheduled. Selectman Brayshaw is meeting with Mary Moses who is the Town of Warner’s State Assessor on March 1st.

Selectman Brayshaw presented a sample of purchase orders for the Board to discuss.

Agenda for the wage study committee was discussed. Parameters and objectives will be set at the first meeting, which will be meeting on February 21st.

Selectman Brayshaw received complaints from a few residents on Pleasant Pond Road. A State plow truck plowed a huge mound of snow on the road and left it there. It was recommended that the plaintiffs come in and voice their complaint during the Board of Selectmen Meeting.

Selectman O’Connor recommended that a twelve foot section of the fire escape at the Martin building be removed.

The Selectmen discussed the removal of the Fairfield barn, it was previously tabled until more information was obtained.

Public comments were taken.
