SELECTMEN MEETING

March 21, 2000

Minutes

 

The meeting was opened by Selectman Nogues at 6:30P.M. Present were Selectman Nogues and Selectman Brayshaw. Selectman O’Connor has not been sworn in at this time.

Mr. Allan Brown, a new landowner in Town, came to request that the CU penalty on the property that he is buying be lowered. After listening to Mr. Brown and reviewing how the penalty was arrived at the Board decided that they would not lower the CU penalty. Selectman Brayshaw made the motion to keep the current use penalty at $4,120.00, Selectman Nogues seconded and the motion carried.

Selectman Brayshaw made the motion for Selectman Nogues to be the Chairman of the Board of Selectmen for the next year. Selectman Nogues seconded and the motion carried.

The minutes of the March 7, 2000 Selectmen meeting were approved as amended.

Mr. Ken Hazen of Old Pumpkin Hill Rd., came in to see the Board about putting guard rails up on Pumpkin Hill just beyond Stanley’s on the right side of the road.

Allan Brown wrote a note speaking in favor of moving the planned guard rails from Retreat Rd to the spot on Pumpkin Hill Rd. Mr. Hazen stated that we have had numerous accidents at this location. Also Mr. Hazen brought up the fact that two locations on Duck Pond Rd. need larger culverts. The Selectman will look into it.

The Selectmen talked about appointments to the different committees. The feeling of the Selectmen is that they would like to have 15 people on the Martin Building study committee.

The Selectmen accepted the resignation of Ron Orbac from the Planning Board and Robert O’Connor from the Budget committee.

Dick Brown, Fire Chief, called Bradford they will cover Rt 114 and the Latvian Camp for ambulance service. Hopkinton will cover all the rest of the Town of Warner.

The Board discussed doing personal evaluations every 6 months for the first year and after that they will decide how often they need to be done.

Aerobics will be using the town hall Mondays, Tuesdays and Thursdays 530-6:30pm. They will make a donation to help with expense of refinishing the floors.

Karen Elkins came in to see the Board about having her front yard fixed since the loader damaged it. The Board will look into it.

The Board gave their approval for the Police Facility and the Sand and Salt Shed to get started. Selectman Brayshaw has called on grants for possible help with the Police Facility.

The Selectmen have received inquires about the purchase of the Martin Building, various Townspeople want to know how it passed at Town Meeting.

The Selectmen were asked if they wish to continue the leaning process on the Martin Building in case the sale does not go through. Mr. Martin has been contacted that we did approve the purchase of the building.

The Selectmen discussed that fuel bids need to go out. The lawn maintenance bids are being held until we see what we are doing for a maintenance person.

The State requires a surety bond to work on state roads, the Selectmen voted to pay $175. for the bond so we may work on Rt 103 for the Police Facility.

Paul Fouliard, Transfer Station Operator, asked about changing the fees at the Transfer Station. Allan will look at the proposal and then the Selectmen will discuss it.

 

Selectman Nogues will write letter to Sara Metheany about the snowmobile trail that she complained about.

Selectman reviewed the requirements for the Executive Secretary and a Maintenance Person.

Barbara Proper, Town Treasurer, suggested that we do checks for vendors only once a month.

The Historical Society will do the research and make arrangements for the presentation of the Boston Post Cane. The Selectmen would like to be present for the presentation.
