Meeting Minutes

March 21, 2006

 

Meeting opened at 6:00 p.m.

The Selectmen’s Office will solicit volunteers for various boards within the Town.

Selectman Eigabroadt made the motion to appoint Selectman Hartman as Chairman. Selectman Cook seconded the motion. All were in favor. The motion passed.

The Selectmen discussed Discretionary Barn Easements, one has been received. The processing of such an easement is still under review by the Selectmen’s Office. A letter to the property owner will be sent asking for a more complete application along with verification from the Historical Society.

Selectman Hartman excused himself at 7:00 p.m. to attend the Warner Village Water District’s annual meeting.

The Selectmen’s office will send a "Sign Permit" for Map 31 Lot 5 to the Planning Board for comment.

Storm Water – After speaking with Paul Fouliard with regard to Storm Water and the status of the requirements, Ms. Buono has contacted Thelma Murphy who is the Region 01 Storm Water Program contact. Paul was concerned with a postcard that had been received in November which stated that the monitoring reports had not been received. In speaking with Ms. Murphy, she stated that we should re-evaluate whether or not our facility even needs a permit since it depends highly on the runoff situation. She is going to forward information to me so that I can begin working on it. The permit will probably disappear.

Discretionary Preservation Easement – As mentioned at the last meeting and per information that was given to each of the Selectmen, a request has been received from Rona Carr Bock for a discretionary preservation easement for their barn. Very little information was submitted by the applicant with regard to the historic background of the barn other than the age. Martha Mical and Ms. Buono have spoken and would like to request a work session with the Selectmen to make suggestions and find out what information the Selectmen would like submitted in order to make a decision.

Bridge Removal – Allan Brown has received a price to remove Ella Bridge (foot bridge) which is by Warner Power. This bridge is abandoned and in disrepair and carries a definite liability if left as is. The current price to remove the bridge is $9,000 while the price of steel is up. Allan has approached Warner Power and they are willing to pay $4,500 toward the cost of removal. The Selectmen approved the removal of the bridge as long as the budget allows the appropriation.

Hazard Mitigation Grants – Ed Mical and Allan Brown have been working on the grant paperwork for Horne Street, Joppa West and Mason Hill Rd. Allan and Ms. Buono will finish up the grant paperwork this week and send it to the State.

Joint Loss Management – Ms. Buono has sent a memorandum out to all employees with regard to the Joint Loss Management Committee needing volunteers (two management & two employees). Ms. Buono will try to get these meetings started as soon as possible especially in light of the fact that there are a couple of accident reports that need review.

Department Head Meeting – There was a department head meeting held today and the following was reported:

Transfer Station – Paul Fouliard reported that they are running into a storage problem with the change in how cardboard and mixed paper is being picked up. They now have to ship out 42 bales of each at a time. Paul also reported that through NRRA they have located a company out of Massachusetts which will take the clothing. This will require the purchase of 8 gay lords which will cost $5 - $12. Paul is also researching a substitute for speedy dry which will hopefully save money on labor and weight. He is currently requesting the MSDA sheet on it.

Highway – Allan Brown stated that the issue of the right-of-way between Willie Richards and the property next to his (Azmy) still needs resolve. Provan & Lorber had given a price for the survey work last year and Allan will send it over. A discussion took place with regard to the course sand that is being used. Allan said that since cutting down on salt, more sand it being utilized in its place which is not screened due to cost. The Selectmen’s Office has received complaints about the size of the material. This will be discussed further this year as a budget item for 2007 along with the right-of-way issue. The winter maintenance policy will also be reviewed. The TA will research if there are State regulations regarding sand.

Selectman Hartman rejoined the meeting at 7:30 p.m.

Library – Nancy Ladd reported that they are advertising for a new Children’s Librarian and will be consulting with Chief Chandler with regard to the type of background check he would recommend for this type of position (similar to the Schools perhaps).

 

Planning Board – Barbara Annis gave an update on what took place at the Planning Board work session on the 20th. A discussion also took place with regard to the proposed subdivision off Exit 9 and the request for the road to be town maintained.

Tax Collector – Marianne reported that certified notices are being mailed out beginning next week. She also stated that she will be sending down a timber tax warrant which was returned since the individual goes south for the winter. The warrant date will need to be updated.

Finance – Wendy reported that she is working on month ends as well as the MS-2 report. She also brought up that the Ruff’s have not paid their transfer station bill nor has the damage for the covered bridge accident been recovered.

The Selectmen approved a Town Hall rental for a silent auction sponsored by Magdalen College.

Selectman Cook made the motion to approve meeting minutes dated March 1 & 7, 2006 with corrections. Selectman Hartman seconded the motion. All were in favor. The motion passed.

The Selectmen recommended holding off on drilling a well at Riverside Park until a final decision is received by the courts regarding the Warner Village Water District decision to shut off the water supply that runs up North Village Road, the lines are antiquated. There are residents that have appealed to the courts regarding this decision. Ms. Buono will inquire about the funds that were encumbered for this well expense.

Selectman Cook attended the Zoning Board meeting on March 15th. An applicant was before the Zoning Board that could result in a lot that would not meet the standard building code and zoning ordinance, this concerns Selectman Cook. The Selectmen will wait for the outcome.

The Warner Village Water District annual meeting unanimously approved the Bond for Mill Street.

Ken Klinedinst submitted a written apology to Barbara Annis (a copy will be forward to Barbara) as he proposed during the March 7th Selectmen’s meeting. Selectman Eigabroadt thanked Mr. Klinedinst for submitting an apology. Mr. Klinedinst spoke about the website and remarked that the site has been referenced as "official" by the staff that works for the Town and also understood that the site was an official site when researching meeting minutes. Mr. Klinedinst asked if there is a policy in place as to what is published on the site. The Selectmen explained that there is no policy in place; it has always been an option to post information on the site. Mr. Klinedinst recommended that there should be some type of definition as to what the website is used for and how the information gets there (i.e.: contact the Selectmen’s office to verify the information). Selectmen Eigabroadt asked Mr. Klinedinst to draft a reflection of his concern for the Board to review.
