Selectmen Meeting
April 11, 2000
Minutes

The meeting was opened by Selectman Nogues at 6:35PM. All Selectmen were present.

The minutes of the April 4th meeting were approved as printed.

Selectman Nogues asked for an update on the Martin Building. Marianne, the Tax Collector has been into the registry of deeds and found that there is one known lien on the property other then the town liens.

Performance Evaluations will be done by the Selectmen. The question was asked if doing evaluations on elected officials makes a political statement. Selectman Brayshaw felt that evaluations should be done on elected officials since the Selectmen have been promising it. Selectman O’Connor felt that they should not be done on elected officials because the voters do the evaluation at election time. It was decided they would discuss this further at a later date.

Mr. Robert Shoemaker came in to see the Board about cutting brush on the railroad bed behind his house. Selectman Brayshaw made the motion to give permission to Mr. Shoemaker to cut brush on the railroad bed Selectman O’Connor seconded and the motion carried. The Selectmen will send Mr. Shoemaker a letter authorizing permission to cut and Mr. Shoemaker will send a letter to Ms. Taylor , the abutter, with a copy of the letter from the Selectmen.

Commissioner Goss asked if the precinct could be included with the town when oil and propane bids go out. The Board said yes.

The Indian Museum is going to do 3 events this year, one new item this year is a Pow-Wow in July. They must talk to the Police Department and keep the Board of Selectmen posted as to their plans.

The Board of Selectmen had only one bid come in on the old highway sheds garage doors. The bid was $145 for all the doors. Selectman Brayshaw made the motion to accept the bid Selectman Nogues seconded and the motion carried.

The Board signed the following:

2 intents to cut
1 junk yard license
2 lots were approved to go into current use
1 elderly exemption was approved
1 building permit (fee abated since it was for the library)
3 appointments to positions that were missed last week

The Cap building wishes to put in a gas stove over there instead of a new electric stove. The Board said they would have to have Dick Brown, Fire Chief, Ok before the Board would approve the change.

The Board was asked to approve baiting bears on a piece of town property on North Rd. FOR COUNTING PURPOSES AND MOVEMENT PURPOSES ONLY. Selectman O’Connor made the motion to approve Selectman Nogues seconded and the motion carried.

Selectman O’Connor has spoken with the P.D. about getting the new animal control truck because the other one is on its last leg, they are having trouble finding one because there are none out there at the moment. He also had questions about Woodlawn kennels bill and why weren’t owners made to pay. The owners do pay if the town can locate them.

The Bids for the Geneva St project were opened Tuesday at 3PM. The low bidders were Edmunds and Weaver Brothers, the precinct is now reviewing the bids for acceptance.

Selectman Nogues stated there are a lot of mistakes in the Concord Monitors article on the compensation study that Warner did. It was decided that it was not worth anyone’s time to try and get corrections made.

Allan Brown, Public Works Director, asked the Selectmen for permission to remove trees in the town right of way on Kearsarge Mt. Rd. The motion was made, seconded and carried.

Marianne Howlett, gave the Board the list of people whose property are going to be leined this year there are more then usual.

The Board approved the lease of the loader until August 1st at which time it will be paid in full, will all of the lease payments going toward the purchase price.

Selectman Nogues will have more on the Cap building furnace at the next meeting.

Selectman O’Connor is working on finding someone to plant the flowers.

The Board also discussed waiving the fee for a retirement party at the town hall they will make the decision when the application comes in.

The Board made the decision that a closed gravel pit that is reopened with all state permits does not have to have anything from the Town to open. The motion was made by Selectman Brayshaw and seconded by Selectman O’Connor and the motion carried.

Allan Brown updated the Board about the guardrails on Pumpkin Hill, the abutting landowner doesn’t like the looks of shiny guardrails and would prefer rusty looking ones. The Board said they would put up which ever was less expensive.
