Ed Mical met with the Board
to participate in the bid opening for alarm monitoring.
The buildings that the bid process included are the Town Hall, Police
Department and the Highway Garage. Atlantic
Security Industries bid included annual monitoring of alarm systems as follows.

Town Hall: fire alarm control
panel, and wireless panic buttons.
¨
Police Station: fire alarm control
panel, security system.
¨
Highway Garage: fire and security
system.
Price includes daily test
signals from each location, all signal transmissions will utilize a toll free
number to avoid toll calls, the complete total for the bid is $891.00.
Instant Alarm Company bid
included the following.

Highway Garage: security and fire
amounting to $220.00
¨
Town Hall: fire panel with four
zone with silent night dialing amounting to $230.00
¨
Police Department: fire panel, six
zone with silent night dialing amounting to $230.00
¨
Programming the DSE 832 security
system for the Police Department would be an additional $230.00

Annual testing and inspections for
Highway @ $176.00, Transfer Station @ $150.00, Old Grade School @ $480.00, Town
Hall @ $424.00, Police Department @ 272.00.

Mr. Mical explained that
during a site visit with Instant Alarm, prior to the bid request, he had asked
for a cost of the annual testing and annual service.
The bid from Atlantic Security did not include these costs, it was not
asked in the bid request. Currently Mr. Mical conducts monthly tests of all
alarms. Mr. Mical proceeded to
answer the Selectmen’s questions regarding the current monitoring.
Selectman Cook made the motion to
accept the quotation submitted by Atlantic Security Industries for annual
monitoring of alarm systems at the Town Hall, Police Station and Highway Garage.
Selectman Hartman seconded the motion.
All were in favor. The motion
passed.
Mr. Mical, as Emergency
Management Director, will represent the Town of
Warner
and submit the initial paper work regarding the
Federal Disaster Declaration for the January 22 & 23rd snowstorm.
There could be reimbursement for material, equipment, part-time and
overtime labor that was used during the storm.
Graham Gifford met with the
Selectmen to discuss damages to her property that resulted from winter plowing.
Ms. Gifford provided photos. The
Selectmen will visit the site on
Tuesday, April 19, 2005

The
Director of Public Works will be consulted; damages may be in the Town’s
right-of-way.

Selectman Hartman made the motion
to sign the
Co-operative
Pre-school
lease for
2004-2005 school season.
Selectman Cook seconded the motion. All
were in favor. The motion passed. The
lease was sent out late and received late.
Selectman Cook made the motion
to accept a letter of resignation from the Building Custodian, Mr. Ron Simard,
effective immediately. Selectman
Hartman seconded the motion. All
were in favor. The motion passed. A
prior applicant has expressed an interest in the position and will meet with the
Selectmen on
April 19, 2005
.
Chairman Eigabroadt read a
letter of resignation from Police Officer Kenneth Klinedinst, effective
May 2, 2005
. Selectman
Cook made the motion to accept the
resignation submitted by Kenneth Klinedinst.
Selectman Hartman seconded the motion.
All were in favor. The motion
passed.
Marianne Howlett, Tax
Collector, presented a contract for lien research that is conducted by Goullet
Consultants. Selectman Cook
made the motion to approve the submitted
contract with Goullet Consultants Incorporated, to do research on each parcel
that a lien is to be placed. Selectman
Hartman seconded the motion. All
were in favor. The motion passed.
Selectman Cook made the motion
to recommend State appointment for Charles Durgin as Local Health Officer.
Selectman Hartman seconded the motion.
All were in favor. The motion
passed.
The Selectmen discussed the
recommended candidate for full time police officer.
The candidate has, in the past, worked for the Town of
Warner
on a part-time basis.
A conditional offer of employment was signed in January 2005 by Chairman
Wayne Eigabroadt and Selectman Peter St. James.
Selectman Hartman and Selectman Cook would like to review the offer of
employment.
Selectman Hartman made the motion
to sign a Current Use Release Penalty for Map 15
Lot
25. Selectman Cook seconded
the motion. All were in favor.

to sign the Intent to Cut for Map 7

to sign the Intent to Cut for Map 14

25. Selectman Hartman seconded
the motion. Chris Perkins asked if
the Town has any control over the cutting, and any damages to the land, or are
there any laws pertaining to Intents-to-Cut.
Selectman Cook explained that the Town has no role in those decisions,
State Laws are followed. All were in
favor of the motion. The motion
passed.
Selectman Cook made the motion
to sign the Intent to Cut for Map 14
Lot
21. Selectman Hartman seconded
the motion. All were in favor.
The motion passed.
Intent to Cut was filed for
Map 14 Lot 29-1 on which the Town holds a conservation easement.
Mr. Hotz from the Conservation Commission will be speaking with the
Forester in regards to the intent to cut reminding that the easement requires
that the Town be notified 30-days prior to the commercial harvest.
This allows the town time to review the forest management plan.
If the forest management plan does not comply with the terms of the
easement, the harvest can be stopped. In
the future, the Selectmen’s Office will forward information regarding the
signed Intents to Cut to all Conservation Commission members.
Selectman Hartman clarified that the town has regulation power toward
cutting when the land has a conservation easement.
Chairman Eigabroadt made the motion
to sign the Intent to Cut for Map 14,
Lot
29-1. Selectman Cook seconded
the motion. Selectman Hartman
abstained. The motion passed.
Conservation Commission
members Brian Hotz and John Dabuliewicz met with the Selectmen regarding a
project. Selectman Cook recused
himself from any conversation. The
Courser family approached the Town about donating a conservation easement on two
parcels of land that amounts to about 420 acres.
The Ausbon Sergeant Land Trust will be the grantee holder of the
easement. The Conservation
Commission approved an expenditure amounting to $30,000.00; most of the money
will be spent on survey work. When
money is spent from the Conservation Commission, it is recommended that the Town
have some enforcement interest. Mr.
Hotz recommends adding the Town of
Warner
as an executory interest holder to the easement.
The Selectmen and the Commission discussed the lack of safeguards between
landowners and the town when money is expended for easements.
There have been promissory notes that would state the landowner would pay
back the Commission if they choose to back out of the easement before it is
finalized. Another project that has
70 acres of land that abuts another 40 acres in the Town of
Hopkinton
, The owners of the land approached the Town of
Hopkinton
, and Hopkinton did not feel comfortable buying
land in another town so the landowner approached the Warner Conservation
Commission. The Conservation
Commission discussed the offer; the Commission does not buy land but returned to
the landowner with a proposal to find a buyer subject to a Conservation
Easement. A buyer has been found,
the landowners will donate a conservation easement prior to selling to the
buyer. This project is not yet under
agreement. The Five Rivers
Conservation Trust will hold the conservation easement on the Hopkinton parcel;
they will also consider holding the primary interest for the Warner parcel.
The Town of
Warner
would not be responsible for annual monitoring.
All easements are subject of zoning regulations.
There will be some money expended from the Conservation Fund for the
project. The Commission is asking
the Board of Selectmen’s approval to accept executory interest in the easement
if it is completed. The Selectmen
approved.
Selectman Cook made the motion
to allow the Conservation Commission to post signs on the Class VI roads
educating pedestrians about off road vehicles and wetlands.
Selectman Hartman seconded the motion.

motion passed.
Selectman Hartman made the motion
to approve a Junk Yard Renewal #02-2005.
Chairman Eigabroadt seconded the motion.
All were in favor. The motion
passed.
The Selectmen further
discussed a request from a landowner to replace/rebuild a garage on Old Lull
Trace. A 12 x 15 shed currently sits
on the property; years ago the shed was larger.
The Selectmen agree that the standing structure should be replaced
in-kind. The Selectmen decided
to visit the site on
April 19, 2005
to verify again what is standing.
Transfer Station Department
Head Paul Fouliard has completed a Household Hazardous Waste Collection
Operation Training that was held March 28 through
March 30, 2005
.
The Selectmen reviewed a
Hardship Application that was submitted by the property owners of Map 11 Lot 60.
After reviewing the request to abate taxes owed for 2004, and based on
the information supplied, the Selectmen agreed not to grant the request.
Chairman Eigabroadt made the motion
to deny a hardship abatement for property located on Map 11
Lot
60. Selectman
Cook seconded the motion. All were
in favor. The motion passed.
Chairman Eigabroadt made the
motion to go into non-public session per RSA 91-A: 3 II (a).
Selectman Hartman seconded the motion.
All were in favor. The motion
passed. Chairman Eigabroadt made the
motion to close the non-public session and re-open the public session.
