WARNER BOARD OF SELECTMEN Chairman Brayshaw opened the meeting at 6:00 p.m., Selectman O=Connor and Selectman Mical were present, along with members of the public. Recording Secretary Mary Whalen. The Selectmen met with Pamela Muslow to discuss an alternate position on the Planning Board. Discussion followed. Selectman O=Connor made a motion to appoint Pamela Muslow to a three year term as an alternate to the Planning Board. Selectman Mical seconded. All in favor, motion carried. The Tax Collector (Marianne Howlett) met with the Selectmen for approval to hire Landmark Title to do lien research. Richard Senor will be presenting a recycle pamphlet to be placed in with the tax billing. The Department of Revenue Administration has been advising all Town=s to bill the state property tax as usual until the Supreme Court comes to a ruling. At the April 17th Selectmen=s meeting, Selectman Mical made a motion to appoint John Wallace as a representative from the Zoning Board to the Planning Board. A seconded to that motion was not voiced. Selectman O=Connor seconded the motion to appoint John Wallace to the Planning Board. All in favor, motion carried. Selectman O=Connor made a motion to approve the minutes from April 17th with changes. Selectman Mical seconded. All in favor, motion carried. Joan Saunders met with the Selectmen to give an update on the present Co-op Kindergarten. The last day will be May 24th. At present a pre-school situation is being researched. The vacancy of the room (down stairs at the CAP building) was discussed. The Senior Center and James House has expressed an interest in using the room. Joan also invited the Selectmen to a potluck on June 23rd, it will be a thank you celebration for the staff at the Kindergarten. The Selectmen requested that the Pre-school Board meet with the Selectmen to discuss the availability of the room. A representative from AFLAC offered a supplemental Insurance package. The Selectmen will review the package and will have a response on May 22nd. Mr. and Mrs. Ben Brayshaw met with the Selectmen to discuss the way that their property was recently assessed. Chairman Brayshaw excused himself from any comment at this point. Mr. Brayshaw expressed his complaint to the Board. Discussion followed along with the Building Inspector and the Assessing Clerk about procedures. After listening to all sides Selectman O=Connor stated that a procedure needs to be addressed for assessing property. There is also a structure on Mr. Brayshaw=s property that needs to be defined, Selectman O=Connor will be addressing that issue. Selectman Mical clarified with the Public Works Director (Allan Brown) that there will be hard pack going down on the sidewalks down by Geneva Street. Selectman O=Connor requested the cost of the hard pack and the man hours. Mowing was discussed with Wayne Eigabroadt from Parks and Recreation. Wayne informed the Board that the fields are being cleaned up by the kids and the coaches. Kearsarge High School will be presenting a model of a skate board park to the Selectmen. At present a new fixture has been placed at the skate park thanks to Kearsarge High School. Wayne is negotiating with WYSA for additional funds to update the skate park even more and to consider adopting skate boarding a organized sport. Wayne then gave an update on the remaining fields. On May 12th clean up will begin at the Town beach. The Department Head meeting scheduled for May 14th will be held at the Fire Department. Still waiting for a response from the owner of the Fairfield barn. A memo will be drafted to be given to the Tax Collector to register the deed on the morning of May 8th if taxes are not received by closing day of May 7th. If taxes are paid then a warrant for inspection of the property for safety will be sent. A letter was mailed to Colby Realty in reference to the property in both Warner and Webster. A copy has also been sent to the Webster Board of Selectmen. A memo will be drafted to activate the purchase order system immediately. The Board of Selectmen=s office received approval from the Governor=s office to lower the flag in memory of Jack Chandler on May 2nd and 3rd. The Selectmen are invited to the Transfer Station on May 18th. The Kindergarten students will be painting a mural. The Selectmen reviewed the work session agenda. Selectman O=Connor updated the Board in regards to a residence that needs to be changed from a camp to a year round residence. Discussion followed. The Selectmen will getting back to the involved parties on May 22nd. One current use application was signed by the Selectmen. Selectman O=Connor made a motion to accept the April 26th minutes with grammar changes. Chairman Brayshaw seconded. Motion carried. Chairman Brayshaw made a motion to donate $50.00 in memory of Jack Chandler to the Historical Society. Selectman Mical seconded. All in favor, motion carried. The Tax Collector and the Assessing Clerk have been moved into the newly renovated office where the Town Clerk once was. The Board of Selectmen helped serve lunch to the Seniors on April 27th. Public comments were taken. Selectman Mical made a motion to adjourn. Selectman O=Connor seconded. All in favor motion carried.
