parties walked a 400ft length of Gould Road located closest to Waldron
Hill Road. The site-walk
was for Mr. Stern to gain guidance from Mr. Brown regarding the Class VI
portion and to make Mr. Stern aware that he would bear the cost for
upgrading to a Class V. Allan
explained that paving would not be required for this portion.
Mr. Brown explained that Mr. Stern would be required to make the
travel path at least 18 feet wide, plus provide ditches for proper
drainage and install culverts where necessary, all in accordance with
Town requirements. Organics,
including stumps, would have to be removed and the roadbed built up with
proper base material. Mr.
Stern was made aware of the Zoning requirements that would have to be
met. In this R-3 Zone, a
minimum of 250’ frontage is required.
If Mr. Stern were to propose something less for frontage, a
variance would be required from the ZBA.
Plus, the Selectmen would have to approve the overall approach
proposed by Mr. Stern for the access to the property in question.
Mr.
Brown advised that it would be advisable to contact the power and phone
companies regarding future location of utility poles with their impact
on vegetation in the right-of-way.
The R.O.W. is 3 rods wide. Mr.
Stern also asked regarding the other end of Gould Road, whether he would
be allowed to haul in gravel to improve the surface of that section from
Bunny’s house to the Rose lot. Mr.
Brown said that would be o.k., but no decision was reached as to if and
when that might happen. Mr.
Cook noted that that section of Gould Road is partly in a wetland, and
in fact, Mr. Rose had to obtain a Wetlands Permit to improve the road
for his recent logging operation. Meeting
