BOARD OF SELECTMEN

MINUTES

May 16, 2000

The meeting was opened at 6:30 P.M. by Selectman Nogues, Selectman O’Connor was present, Selectman Brayshaw was on vacation.

Jayne Greenlun from the United Church of Warner came to see the Selectmen about the Church helping to pay for the installation of the gas stove or part of the gas stove at the Cap building. The stove has been received they are now working to get the gas installed. The Selectmen will get back to the Church when it is determined how much the installation is.

Dick White gave the Board an update on the progress of the Police Facility. The foundation and backfill are done, the framing should start this Friday or next Monday. Some payments are due to the contractors in early June. Dick will report at the next Board meeting on 30th of May at 6:30PM.

DeeDee Russell came to see the Selectmen about doing dance classes at the Cap Building. She would first do an open house to see how much interest there is. The Board told her that she had permission to do this and she needed to coordinate with Barbara at the Cap Building. Selectman O’Connor will check on the usage of the room.

The minutes of the May 9th Selectmen meeting were approved with no changes.

The Board opened the bids for the Town Hall lawn maintenance there being only one the bid was awarded to Northstar Maintenance for $1950. The bid for Parks and Recreation was also awarded to Northstar Maintenance for $3950.

There will be no Selectmen meeting on May 23rd.

Selectman O’Connor will contact Jay Rosenfield to come to the Selectmen meeting on May 30th. The Board would like this meeting well publicized. It will be in the lower meeting room.

The Selectmen were advised that Alice Bean from the Cap Building is retiring after 21 years of service. The Cap Building is holding a retirement party for her on Friday the 19th of May from 3-6PM. An open invitation was extended to the Board.

The Board was reminded of the meetings to meet the three candidates for the position of Superintendent of Schools that are this Thursday and Friday.

The Board had a discussion about installing a fish pond at the Transfer Station. Wendy had called NHMA Liability Insurance to ask about this issue. They said they can not tell us that we can’t do it but they would advise against it and they would require at least a four foot fence around it. The loss prevention manager will be coming out to speak with Paul about the idea.

Paul Fouliard asked the Board about having a live remote at the Transfer Station on a Saturday morning and also doing a recycling appreciation day. The Board had no problem with this idea but they need at least a month advance notice to be able to participate in it.

The Selectmen were given the list of property that is to be deeded this year and the list of properties that have been liened this year. Selectmen Nogues made the motion to send one last letter to the property owner that is to be deeded stating that the deed has been given to the Town, if the owner wishes to keep the property they have until June 13th 2000 to pay all back taxes, fees and penalties. The deed will be recorded on June 14th 2000.

Selectman Nogues asked where in the budget is the money that is paid to the Tax Collector for the liens listed. Barbara Proper and Martha both said they knew how it worked but did not know where it is listed. It is a bookkeeping transaction only.

Wendy will be checked with on the question.

Wendy Pinkham, Finance Director, requested that we return to the old system of doing the payables due to the problems that have arisen with the new system. Selectman Nogues made the motion to return to the old system, Selectman O’Connor seconded and the motion carried.

Selectman O’Connor had a resident ask what the laws are about cutting trees down that are on boundary lines. Selectman O’Connor told the resident that he would get back to him on the subject but he would like to look into the question.

Selectman Nogues was asked if the replacement of the furnace at the Cap building was scheduled. Selectmen Nogues stated that it was not scheduled that he was still waiting for information on whether they could replace only the burner and leave the rest in place. Selectman O’Connor asked if Selectman Nogues had a copy of the requirements for the grant that had been applied for.
