Meeting Minutes

Public Attendance: Barbara Proper, Jim McLaughlin, Wendy Pinkham, Richard Cook, Intertown Record, and the Argus Champion.

Chairman O’Connor opened the meeting at 6:30 p.m.

Chairman O’Connor opened the Public Hearing to accept a Grant on behalf of the Conservation Commission for Digitizing the Tax Maps of the Mink Hills. James McLaughlin and Richard Cook were present as representatives of the Conservation Commission. A Grant proposal was prepared by the Conservation Commission back in January of 2002 to the State Conservation Committee. There is $80,000.00 available in the State for competitive grants from the Conservation License Plates. The Conservation Commission applied and requested $4,500.00 for the assistance in developing a strategic plan for the Mink Hills involving the protection of both natural and historical resources. In the application the Conservation Commission proposed to spend $3,500.00 to digitize the Mink Hills Tax Maps. Also there is an estimated $5,000.00 worth of matched volunteer work consisting of:

Ø Field data collection.

Ø Collecting both historic resource and natural resource information.

Ø Information being placed at the Pillsbury Free Library.

The Board reviewed the budget as it was submitted in the Grant.

Public Comment:

Wendy Pinkham asked if the Grant that is being applied to the digitizing of the maps in the Mink Hills be applied to the rest of the Town. Jim McLaughlin noted that the Schoodac Brook area and now with the Mink Hills area being digitized that would leave a little more than half the Town that has been complete and it would be up to the Town’s budget for the completion.

Martha Mical asked if the Tax Maps will reflect that they are for assessment or conservation purposes only, not for transfer or legal use. Jim McLaughlin stated that they are only as good as the tax maps that are currently available. Martha noted to the Conservation Commission that it needs to be printed on the maps that they are not for conveyance purposes. Martha also asked if the public or landowners will have a chance to dispute the digitized version of the maps. Richard Cook commented that the maps are digitized for conservation purposes, it allows the commission to look at how landowners relate to one another, where there are large tracks of land, but they won’t be used for tax purposes at this point. The public will have access to the maps, but they are not for taxation purposes. Mr. Cook noted that the landowners would be notified asking for permission to go onto the abutting properties.

Chairman O’Connor closed public comments.

Selectman Mical made a motion to accept the Grant from the State Conservation Commission for $4,500.00 for the Digitizing of the Mink Hills Tax Maps. Chairman O’Connor seconded the motion. The motion passed unanimously.

Richard Cook from the Conservation Commission informed the Board that there could be a violation of the Shore Line Protect Act in Town and that the land owner will be contacted by the Conservation Commission about the violation.

The Finance Director (Wendy Pinkham) met with the Board to present the completed Wage and Salary Benefit Survey for the New Hampshire Municipal Association. The Board will review and sign the survey. Also the Board will review the Property Liability Insurance renewal figures. There is an increase $163,533.00 for the contents of the Town Hall, the new Fire Station, the contents and the building of the old Fire Station, a change in the value of the Police Department building and the Odd Fellows building, and the surveillance equipment at the Police Department. This renewal is for 2003 that will go into effect July 1, 2002. The Board will review the renewal statement. Mrs. Pinkham informed the Board on behalf of the Tax Collector that payment information about a recently deeded property was inquired about. The Board so noted. Mrs. Pinkham attended a Health Benefits Workshop on May 8, 2002, and learned that the policy book needs to be updated regarding retirees and Consumer Omnibus Budget Reconciliation Act (C.O.B.R.A) insurance. Chairman O’Connor requested a bulletized list for the Board to review.

The Board discussed the properties that are in violation of more than two unregistered vehicles. The properties that have already been notified by the Selectmen’s Office will be forwarded to the Police Department and the Police Department will follow up the properties that have passed the 30-day notice.

The Board will hold a Public Hearing on June 11, 2002 at 6:30 p.m. to review and accept the updated Recycle Ordinance.

Barbara Proper updated the Board about the Vital Records meeting that took place at the Pillsbury Free Library on May 8, 2002. The meeting consisted of members from the Historical Society, the Town Clerk, the Librarian and a representative from the Selectmen’s Office. Conversation consisted of how the to obtain the information for genealogy research, and what each entity has for information, and a possible central location that will have the information of what each entity has. Also how to record what private individuals have in their home archives.

Martha Mical updated the Board on the Wage Study Committee meeting on May 15, 2002. The Committee has requested the whole Board to meet with them on June 6, 2002.

Selectman Mical met with Tom McDermott from New Hampshire Municipal Association to talk about a Safety Program. A Joint Loss Management Committee needs to be formed with Town employees. The Finance Director informed the Board that a Joint Loss Management Committee Policy is already written in the Policy book. Selectman Mical would like to have a meeting in June with the employees about the Joint Loss Management Committee. Chairman O’Connor will review the information about the committee.

Selectman Mical informed the Board about the May 14, 2002 Transfer Station tour regarding some concerns about where the glass is being disposed. Chairman O’Connor will review the concern. Also the labor hours to date are a concern. Chairman O’Connor pointed out that there has been cost reduction in other areas that will offset the labor increase.

On May 21, 2002 the drainage of water into the wetlands at the Exit 9 development was reported to Provan and Lobar for them to examine.

Selectman Mical will be sending a funding request to the Fall Foliage Festival for the replacement of the back drapes on the stage of the Town Hall. Chairman O’Connor would like the refinishing of the floors at the Town Hall added as another request.

The Public Works Director, Allan Brown met with the Board to prioritize roadwork. Chairman O’Connor recommended waiting for a full Board decision on May 28, 2002.

Chairman and Co-Chairman from the Planning Board and Barbara Annis will be doing a presentation on Capital Improvements.

June 4, 2002 6:30 p.m. The Chairman and Vice Chairman of the Budget Committee will meet with the Selectmen.

June 5, 2002 7:00 p.m. Vital Records Committee will meet at the Pillsbury Free Library.
