6:00 p.m.

attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman
and Selectman Richard A. Cook.

Selectman
Hartman made the motion to accept work
session meeting minutes dated
May 10, 2005

Selectman Cook seconded the motion. All
were in favor. The motion passed.
Selectman
Cook made the motion to accept the
resignation of Toni Fantasia from the Custodial position.
Selectman Hartman seconded the motion.
All were in favor. The motion
passed.
Further
review is needed in regards to the response to Attorney Hogan,
Pumpkin Hill Road
.
Selectman
Cook is waiting for a response from the Public Works Director regarding his
participation in the Gravel Pit Committee. The
Selectmen discussed National Pollution Discharge Elimination System permitting
(the disturbance of 1 or more acres) and if it needs to be addressed.
Selectman Cook will contact the Conservation Commission to look into what
could be required by the Town in relation to the gravel pit.
The
Selectmen will meet on
May 31, 2005
at
8:30 a.m.
to begin developing a
job description for a Town Administrator. Selectman
Cook has spoken to other Selectmen from various towns and would find it helpful
to visit some towns that have Town Administrators.
The
Selectmen reviewed a draft letter to
Mount Royal
Academy
that cites damages
that were created by a play production. The Selectmen agreed to add that the
Academy would be responsible for the damages.
The final draft will be signed at the next Selectmen’s meeting.
Chairman
Eigabroadt addressed the members of the Parking Committee.
Due to the lack of parking within the business district the Selectmen
formed this Committee. The task of the Committee is to: establish the number of
parking spaces available, look for possible alternatives, develop a solution,
look into the possibilities of a TIF district (Tax Increment Financing), along
with grant programs to help offset any costs of developing new parking.
A member from
Simonds
School
is still needed.
Chairman Eigabroadt made the motion
to form a Parking Study Committee for all the aforementioned reasons.
Selectman Hartman seconded the motion.
All were in favor. The motion
passed. Selectman Cook made the motion
to appoint Alison Mock, Phil Reeder, Russ St. Pierre, Jim Mitchell, Jim
McLaughlin, and Anthony Mento to the Parking Study Committee. Selectman
Hartman seconded the motion. Other
suggested members such as a school member, WBA representative, and other
business owners within the business district were discussed.
George Pellettieri has expressed an interest, also Christopher Closs and
Associates may be interested. All
were in favor of the motion. The
motion passed. Mr. Mock noted that
the drainage system needs to be considered when creating new parking.
The
Selectmen signed letters to request bids for fuel oil and propane.

Hartman seconded the motion. All
were in favor. The motion passed.
The
Selectmen approved a vacation request.
The
Selectmen approved a tax lien deposit.
The
Highway Department crew will be attending the 18th Annual Mountain
Demonstrations on
May 26, 2005
.
Selectman Cook made the motion to approve the Highway Departments attendance at the Mountain
Demonstration. Selectman Hartman
seconded the motion. The motion
passed.
Chairman
Eigabroadt asked Richard Brown for an estimate to change the Tax
Collector/Assessing Clerk office door to a dutch door.
Selectman
Hartman explained that the Highway crew has begun leveling and digging away of
the hill at
Riverside
Park
for the tennis court.
The hill material is being used on
Poverty Plains Road
.
A culvert at the field was replaced with a plastic pipe.
The tennis court is almost ready for compacting.
Selectman
Hartman will be meeting with Ed Mical, Maintenance Technician; requirements for
the
Old
Grade School
will be reviewed.
The
Selectmen approved a refund for overpayment on an auto registration.
The refund will be mailed certified return receipt.
The
Town Clerk forwarded a petition and pole license that was submitted by PSNH.
The information will be forwarded to the Director of Public Works for his
review. The Town Clerk also
forwarded a right-to-know request.
Chris
Beveridge met with the Selectmen to comment about a residence on
Joppa Road
that has numerous
zoning ordinance violations and conditions that are intolerable.
Chairman Eigabroadt explained that the issue is being addressed.
