Warner Board of Selectmen Meeting Minutes June 6, 2006

Paul Fouliard informed the Selectmen that he has been waiving fees for those who sustained damage from the flooding. The Selectmen recommended setting a time limit. The Selectmen met with Paul regarding hazardous waste. Paul contacted Clean Harbor and received a quote in the amount of $4,085.00 to dispose all hazardous material including the roofing tar. Another quote was received from United Oil Recovery in the amount of $7,569.00. Selectman Eigabroadt made the motion to accept the estimate submitted by Clean Harbor in the amount of $4,085.00. Selectman Cook seconded the motion. All were in favor. The motion passed. Selectman Cook made the motion to initiate a $5.00 fee on all gas powered equipment and a $5.00 fee for sinks and toilets. Selectman Eigabroadt seconded the motion. Selectman Cook amended the motion to begin on July 1. Selectman Eigabroadt seconded the motion. All were in favor. The motion passed. The Selectmen discussed different process solutions regarding household hazardous waste, either collect it on a regular basis or hold an annual collection day. A program needs to be established and filed with Department of Environmental Services. Selectman Eigabroadt recommended a discussion with area Selectmen on how those towns handle household hazardous material at the next Joint Board Meeting. Martha Mical recommended that the residents complete a list of material that they are disposing, and then the attendant can verify the items. The TA referenced a class that she attended where it was learned that material leaving the Transfer Station needs to be logged out. Selectman Cook recommends receiving and logging household material once a month. Chairman Hartman recommends that the attendant receiving the material should be trained to a level so that he would be able to reject material that is unidentifiable, along with suggesting disposal facilities that can dispose of the material. Chairman Hartman recommends a work session to build a program that will fit Warner. The TA recommends that given the training that would be needed to be able to identify various hazardous wastes, the Town should not accept hazardous waste until policy and training is in place. When completed collection could take place once a month or on a quarterly basis. Selectman Eigabroadt recommends that the Selectmen move forward as outlined by the TA. The Board agreed to a once a month collection. A work session will be scheduled. Ken Klinedinst met with the Selectmen and discussed the length of time it takes for meeting minutes to be approved. Ken recommended consistency in regards to the correction of meeting minutes within the approval. Ken asked the Selectmen if building permits require a vote of approval. Selectmen Eigabroadt explained the process and the fact that they do not require a vote, only the approval from the Building Inspector and the Selectmen. Ken also suggested that when the Selectmen enter a non-public session that the qualifying event is spelled out in the motion (i.e. Personnel, hiring an employee etc.). Chairman Hartman agrees that the Selectmen should begin identifying the intent of the non-public session other than the RSA. Selectman Eigabroadt made a motion to issue $94,722.17 to the Tax Collector. Selectman Cook seconded the motion. All were in favor. The motion passed. Selectman Eigabroadt made a motion to not issue $7,890.00 to the Warner Conservation Commission until the money has been collected. Selectman Cook seconded the motion. All were in favor. The motion passed. Selectman Eigabroadt made a motion that in the future, checks not be issued to the Conservation Commission for land use change penalties unless the penalties have been collected. Selectman Cook seconded the motion. All were in favor. The motion passed. Selectman Cook made the motion to abate the current use penalty for Map 6 Lot 14 in the amount of $3,126.46 allowing the land to remain in current use. Selectman Eigabroadt seconded the motion. All were in favor. The motion passed. Selectman Cook made the motion to approve a Sign Permit for Map 3 Lot 57 (#06062006). Selectman Eigabroadt seconded the motion. All were in favor. The motion passed. Chairman Hartman informed the Selectmen about the Highway Safety Committee meeting that was held earlier today attended by Chairman Hartman, Ed Mical and Allan Brown. The Committee recommends that the Selectmen approve intersection improvements at Waterloo Street located at the Route 103 end. Improvements include a STOP sign, a painted stop bar, a painted center line and the removal of 4 trees that will improve the line of sight. Selectman Cook asked if the Highway Safety Committee sure that the distance from the STOP sign to Route 103 would be sufficient (able to sustain a tractor trailer). Selectman Eigabroadt explained that the Director of Public Works measured the area at 73 – 76 feet. Selectman Cook made the motion to approve the recommendation of the Highway Safety Committee for improvements on Waterloo Street. Selectman Eigabroadt seconded the motion. All were in favor. The motion passed. ADMINISTRATOR’S REPORT Stage Curtain – Martha Mical, Rebecca Courser and Jenny Courser have volunteered to do the legwork for gathering information for the replacement of the stage back curtain. They will pick out a couple of fabrics and obtain prices associated with them for a final decision to be approved by the Board of Selectmen. Capital Improvements Program – The CIP Committee met on May 25th and will meet again on June 7th. The TA’s departments are the Selectmen and Conservation Commission. A copy of the meeting minutes are in the Selectmen’s read file. Selectman Cook recommended that the TA touch base with the staff in the Town Hall. Code Enforcement – The TA has placed the code enforcement issues on a spreadsheet in order to easily track the dates and projects. A copy has been forwarded to the Selectmen. The Selectmen instructed the TA to invite property owners of Map 10 Lot 63 to see the Board regarding building code violations. The Selectmen agreed to begin the fining process for 14 Pleasant Lane. Inventory Forms – Martha Mical would like to know if the Board wishes to use the Inventory Forms again next year? This year, she received approximately 75% back. There were 1,865 total with 453 not returned on time (including 14 that were undeliverable), 50 have come in since the deadline. Penalties for unreturned forms will appear on the tax bills. Deputy Welfare Officer – Wendy Pinkham has stated that she currently handles welfare issues when Welfare Director is not available. The TA recommended that the Selectmen may wish to officially appoint Wendy as Deputy Welfare Officer. Selectman Cook made the motion to appoint Wendy Pinkham as Deputy Welfare Officer until rescinded. Selectman Eigabroadt seconded the motion. All were in favor. The motion passed. Wendy will attend a workshop on June 22nd which deals with the basic legal duties of the Town with regard to welfare issues. Chimney Work – The TA has verified three references for Fire Guard Chimney Lining Company as requested by the Selectmen. The references checked out just fine and the insurance company has forward their insurance form. Dalton (Joppa) Covered Bridge – A Declination of Protection was received from Local Government Center Property & Liability Trust with regard to the Dalton Covered Bridge. Due to the fact that the bridge was not damaged by fire, lightening, windstorm, hail, collision, theft, vandalism or malicious mischief, they will not cover the damages sustained by the flooded waters carrying debris which hit the underneath of the bridge. Revenues – The TA has created a spread sheet that shows the estimated revenues and the year to date revenues for tractability purposes. Purchase Policy - Changes have been made, copies forwarded to the Selectmen for their review. Selectman Cook made the motion to reimburse Rosalie Forsey $2.50 for overpayment on a dog license. Selectman Eigabroadt seconded the motion. All were in favor. The motion passed. A request was received to use the Town Hall for a play in May 2007 in conjunction with the Women’s Club. The production, if approved, will need the Town Hall a total of 42 days, the office will confirm with other annual projects before making a decision. Chairman Hartman asked that a note of commendation be sent to both the Highway Department and the State for their outstanding cooperation and efforts in regards to the Connors Mill remedy, the Fire Department and the Town of Bradford and Webster for their efforts during the flooding. Selectman Cook made the motion to approve meeting minutes dated May 23, May 23 non-public session and May 23 sealed non-public session. Selectman Eigabroadt seconded the motion. All were in favor. The motion passed. Selectman Cook reminded the Board members about a Conservation Commission meeting scheduled for June 7th. Selectman Cook would like to meet with the Director of Public Works regarding the options that are available for a permanent solution to Connors Mill Bridge. The TA informed the Selectmen about a building code violation at Map 16 Lot 26. Chairman Hartman and Selectman Eigabroadt will visit the site on June 7th. Martha Mical informed the Selectmen that abatements will be ready for review. The Selectmen will review them during a work session that will be scheduled for next week. Adjournment at 9:50 p.m.
