Warner Board of Selectmen Department Head Meeting June 14, 2005
Meeting opened at 11:07 a.m. In attendance: Selectman Wayne Eigabroadt Chairman, Selectman David E. Hartman and Selectman Richard A. Cook Recorder of the minutes is Mary Whalen. Others present: Beverly Howe President of Historical Society Marianne Howlett Tax Collector Allan Brown Director of Public Works Wendy Pinkham Finance Director William Chandler Police Chief Martha Mical Assessing Clerk Paul Fouliard Transfer Station Department Head Judith Rogers Town Clerk Ed Mical Maintenance Technician/Emergency Management Charles Durgin Health Officer Beverly Howe met with the Selectmen on behalf of the Historical Society. The Society would like to place a historical marker on the corner of Newmarket Road and Route 103 in recognition of the Historic District. The sign is 24x24 in size, dark green background with bronze lettering mounted on a six foot pole. The Society will need to contact the State for proper placement. Selectman Cook made the motion to approve the erection of a Historical Marker of the Waterloo Historic District pending approval from the State of NH. Selectman Hartman seconded the motion. All were in favor. The motion passed. Police Chief, William Chandler explained that there has been vandalism at Riverside Park and at the Silver Lake swimming area. The new vehicle is on the road. On Thursday, June 9, 2005 the D.A.R.E graduation was completed. The Police Department will be ordering laptops from Ossipee Mountain. The utilities budget at the Police Department is at 72% the balance of the new copy machine was paid from that line. The Police Department has signed up for a voice command computerized control system for the cruisers funded from Homeland Security. Allan Brown informed the Chief that there were 37 tires found on Henniker Road, there is also furniture on the side of Schoodac Road. Selectman Cook recommended that the Chief arrange for the new officer, Scott Lewis, to meet with the Board of Selectmen for an introduction. Emergency Management Director Ed Mical commented that he has received information from Homeland Security and the adoption of the National Incident Management System Incident Command, the funds from Homeland Security to communities in 2005 will require compliance with the Incident Command Management System. The information received included fire and EMS personnel training for 2005. As Maintenance Technician Mr. Mical will repair a door damaged by vandals at the Silver Lake facilities. Installation of windows at the Old Grade School is scheduled for July. The Highway Department will assist in moving a shed that sits close to the Old Grade School building. Slate has been ordered for the Town Hall roof, installation is not confirmed. Mr. Mical is seeking quotes to refinish the main hall floors and has submitted a funding request to Fall Foliage Festival for new back drop curtains for on the stage at the main hall, the curtains are required to be flame retardant. Mr. Mical is installing the Knox boxes at the Highway Department, Old Grade School, Transfer Station, and Town Hall; the Fire Department will hold the keys to the boxes. Chairman Eigabroadt asked if the Police Department should also have a key to the boxes, the Fire Chief will be consulted. Mr. Mical submitted 2005 snow disaster paperwork to the State. Mr. Mical has had at least three meetings with the tenants at the Old Grade School regarding emergency planning, small radios have been requested from Fall Foliage Festival and emergency back packs have been requested from the Mens Club. Mr. Mical further discussed the National Incident Management System Incident Command (a copy of the directive and declaration was forwarded to the Selectmen), Director of Public Works, Emergency Management, Health Officer and Officials are also considered as Emergency Responders as well as Fire Personnel and Police. There is specific training required for all Emergency Responders. Mr. Mical is also pursuing funding at the State level that will provide radios; one would be slated for the Town Hall. Mr. Mical will be attending a seminar in Concord, NH on June 29th regarding Fire, EMS and Public Health, one of the guest speakers will be speaking about the National Incident Management System. Director of Public Works, Allan Brown forwarded purchase orders for paving, the recent rain has affected the paving schedule. There is a hole on Pattee Lane that has developed, further investigation resulted in 80 of pipe that needs to be replaced, and another pipe has failed on North Village Road which will also need replacement. Connors Mill Road has been recently graded. There are 1600 left to excavate on Poverty Plains Road. Mr. Brown is waiting for a tire for the excavator, off-road tires are made overseas which is creating a backlog; because of the backlog a second tire is now needed that will cost $489.56. Mr. Brown asked the Selectmen if there are any other specific roads that they would like a traffic count on. Chairman Eigabroadt recommended the entrance to the Transfer Station. There are trees that are in need for immediate removal at the Old Grade School, there is one on Kearsarge Mountain Road, two on Newmarket Road and one on Rosalyn Ave, quotes are being sought. There have been 96 to 100 catch basins cleaned to date costing $5,000.00 (approximately 50 remain). Fuel consumption is a concern; the balance remaining for cleaning the catch basins ($5,000.00) will remain on hold for possible use toward fuel consumption. The lower half of the Town needs to be mowed (Pleasant Lake area to center of Town). Finance Director Wendy Pinkham asked if a safety check could be completed on the mower before operation. Mr. Brown and the Board of Selectmen received a letter from a resident residing on Iron Kettle Road. The property owners cite a culvert that spills off onto their property which could be contaminating their well. Mr. Brown explained that back in 1977/1978 a relief trench was dug by the previous owners, over thirty years sedimentation has set in, the relief trench needs to be dug up along with adding new stone, and Mr. Brown sees the property owners concerns as owner maintenance. Mr. Brown recommended letting the issue sit until the property owners respond back with the results from a water test. Selectman Cook asked Mr. Brown if he intends to make budget adjustments to alleviate the already overspent fuel line. Mr. Brown explained that he would make adjustments to the Highway Block Grant in order to pay for fuel. Line striping this year will be done only where necessary to help cover the fuel costs. The Parts Line is 65% spent due to repairs on the equipment. The Selectmen asked Mr. Brown to create a list of items that will not occur this year in order to save money for fuel. Mr. Brown will present the listed items at the next Department Head meeting. Marianne Howlett commented that during the Spring the Town does not have much cash flow. Mrs. Howlett asked why large capital expenditures are made in the spring; is it possible to wait until June or July? Transfer Station Department Head Paul Fouliard informed the Selectmen that the new horizontal baler is operating. Previous to the new baler it would take 4.5 hours to do two three bales of cardboard, it took the new baler 45 minutes to do 2 bales. The bales weigh about 2500 lbs., eventually Mr. Fouliard would like to have more storage in order to play the market, to date cardboard is at $30.00 per ton, a few months ago it was at $70.00 per ton. The old Bobcat needs repair; the Town Mechanic will look at it. Mr. Fouliard will provide a log of visits by Atlantic Leasing regarding the new baler. There is a billing question regarding a start-up fee, it was originally understood that the start-up/training was part of the contract. The Transfer Station has arranged for the disposal of televisions, computers etc. with Eastern Environmental from Massachusetts and a box is supplied costing $585.00 for three fills a year, there are no transportation fees. Mr. Fouliard feels that the box will pay for itself. Mr. Fouliard has obtained a quote for a shower and eyewash station, the cost will be minimal. Mr. Fouliard will be drawing plans to build a structure out of tires. Town Clerk Judith Rogers asked if the Selectmen would be putting a limit on spending. The Selectmen have not discussed the possibility of a spending freeze. Selectman Cook asked the status of going on-line for auto registration and title. Mrs. Rogers explained that the State anticipates that Concord would be on line July 11th, the Town offices some time in the fall. The Selectmen and Mrs. Rogers further discussed offering an Internet option for renewing motor vehicle registrations. The service would cost the Town annually $40.00 for a sign-on fee. The renewal would be processed in the office upon receiving the payment. Information privacy is a concern of the Selectmen. There is also a mail-in process for renewals only, the State has a program to send out renewals but the data is not reliable. The Selectmen commented that the Internet service is the Town Clerks decision. Health Officer Charles Durgin informed the Selectmen that three letters regarding two failed septic systems and one illegally installed septic system will be mailed certified return receipt today. Mr. Durgin along with the Building Inspector will visited a trailer on Marsh Lane. The Finance Director, Tax Collector and the Assessing Clerk discussed with the Selectmen the process of spending money and the relationship with collecting taxes. The taxpayers of Warner are very prompt when the tax bills are issued. The Finance Director presented Town building appraisals from American Appraisal Associates. A proof for business cards was presented. Assessing Clerk Martha Mical explained that in the middle of July informal hearings will take place for the new property values.
