Meeting Minutes

Chairman Hartman opened the public session at 1:40 p.m.

In Attendance:             Selectman David Hartman – Chairman, Selectman David Karrick, Jr., Selectman Clyde Carson &

Town Administrator – Laura Buono 

Others present: None 

1. Director of Public Works Job Description

Selectman Carson asked what a DPW’s does over and above a Road Agent.  Chairman Hartman said a DPW is more inclusive of other types of public works where a Road Agent deals strictly with roads and bridges.  Road Agents are appointed for a 3-year term.  In reviewing the DPW job description the Board would like to see the qualifications expanded beyond roads. 

The Town Administrator asked if the Board would like to keep the set-up the same with the Transfer Station under the Highway Department.   Chairman Hartman said the Transfer Station originally grew from the Highway Department.  The consensus of the Board is to keep the current structure. 

Selectman Carson said it is important for him to have someone in the DPW position that is road focused.  Chairman Hartman agrees, but also a jack of all trades focus too.  For an example after an ice storm 6 months later the debris is cleaned up, culverts are clear etc.  Chairman Hartman also feels computer literacy should be part of the job description.   

The Board asked the Town Administrator to update the DPW job description.  Selectman Carson suggested a salary survey.   The Town Administrator explained the DPW position already has wage steps which are two years old; the 11 steps range from $42,931 – $69,930.   Chairman Hartman said unless there is an extraordinary reason the DPW job description should be similar to the way the position is currently organized.  The Town Administrator will draft a job description for the Board to review and forward any comments.   

2. Transfer Station - Tires

Chairman Hartman asked why the Transfer Station is collecting tires; he is concerned that they are not covered in order to prevent mosquito pools.  The Town Administrator said she would touch base with the foreman. 

3. Personnel Policy

Chairman Hartman proposed the Town Administrator revise the policy and as sections are re-revised they are sent to the Board for feedback.  If there is no feedback received then the revision stands.   Selectman Carson also recommended if there is a substantive change the Board should come together and talk about it.  The Town Administrator would like to have this policy completed by the end of this year.  The draft policy will be sent to the department heads for their input.  The final version will be presented in a public meeting for formal adoption and in the future a public meeting will be held for any changes. 

4. Projects -  Large

Selectman Carson recommends scheduled daily briefings during on going road projects.  A suggestion was the Selectmen would meet at 8:00 a.m. on Monday, Wednesday and Friday mornings with the Director of Public Works for smaller projects once or twice a week. 

5. Safe Routes to School – Roslyn Ave.

Chairman Hartman has been reviewing the Director of Public Works idea of making Roslyn Ave. at the intersection of Route 103 as an entrance only.  Chairman Hartman has looked at the conditions and he is looking at it in a way that said conditions more difficult to deal with than other conditions in town.  He looked specifically at the intersection of School St. and Route 103; he said School St. has a tighter configuration between road and sidewalk compared to Roslyn Ave.  Chairman Hartman questions the need for one way traffic on Roslyn Ave.   

RFQs have been sent out to various engineers, bids will be opened on June 29th at 6:00 p.m. 

6. Site Walk – ATVs

The Selectmen will walk the Class VI roads beginning at Daisy Hollow in regards to the request submitted by Boundtree ATV Club on June 17th at 1:00 p.m.  The Town Administrator will obtain information from Henniker and Hopkinton regarding what they have in place for ATV use.  Selectman Carson would like to see an establishment of a trail system (which needs to go to Town Meeting) using Class VI roads to make them Class A trails which allows vehicular traffic to those who have homes on them but allows the Selectmen to close the roads to jeeps and other motorized vehicles; this would minimize impact.  He said a lot of the damage to the Class VI roads comes from larger vehicles. Selectman Carson feels if a plan could be put in place that might develop a trail system that would go a long way with people that have an issue, plus the town will have the prerogative to say winter use is fine and other times deny travel.  He feels this may be the solution, because if the Selectmen grant permission for the ATVs to use the Class VI roads the moment is lost and focus will move on.  But if a solution is brought forward to Town Meeting (certain Class VI roads as trails), have the trails maintained, and agree to a use schedule.  Right now by saying yes to the ATV Club the other half will be upset and visa versa if the Board says no.   The Town Administrator feels either way there would be the same emotion for those who do not want to see ATV use. 

7. Manifest

Selectman Karrick made a motion to authorize the Selectmen to sign manifests and order the Treasurer to sign Payroll Check numbers 558 – 583 (includes 10 direct deposit stubs) in the amount of $ 31,757.68 and Accounts Payable check numbers 44544 – 44561 in the amount of $438,106.56.   The Accounts Payable includes a school payment in the amount of $275,000.  Selectman Carson seconded the motion; all were in favor, the motion passed. 

8. Adjournment

At 2:58 p.m. a motion was made and seconded to adjourn.
