BOARD OF SELECTMEN MEETING JUNE 27, 2000 Minutes The meeting was called to order by Chairman Nogues at 7:15 P.M. Present were Selectman John C. Brayshaw and Selectman Robert C. O'Connor. Wendy E. Pinkham was Recording Secretary. Public present: Barbara Annis, Barbara Proper and Mary Whalen. Chairman Nogues spoke of the decision of the Board to hire a secretary on a 6 month probationary period. Selectman O'Connor made the motion to hire Mary Whalen @ $9.53 per hour, work hours to be discussed further. Selectman Brayshaw seconded the motion, the motion carried. Chairman Nogues spoke about posting meetings. Under the Right- to- Know Law all meetings must be posted. Chairman Nogues spoke with NHMA regarding Right- to- Know Law and would like to start Saturday morning meetings again starting July 8, 2000 by appointment only. Selectman Brayshaw made no commitment to this time frame or day. Chairman Nogues spoke about having a Dept. Head Meeting, he would like these set-up quarterly. Selectman O'Connor asked Selectman Brayshaw if dates set-up in advance would be of help with his schedule. John said there could be conflicts with his schedule, but would attempt to attend meetings if set- up in advance. First meeting scheduled July 13, 2000 @ 9:00 A.M. Chairman Nogues will check at the first meeting for what day is convenient for the Dept. Heads for future meetings. Selectman O'Connor made the motion to accept the minutes of 6/20/2000. Selectman Brayshaw seconded the motion and the motion passed. The Senior center at the CAP Building made a request for an air-conditioner to be installed. Selectman O'Connor believes this is a short- term solution and he doesn't feel it will be abused. Selectman Brayshaw made the motion to approve the request, Selectman O'Connor seconded the motion, the motion carried. Selectman O'Connor believes with the Light Tech Proposal things should be resolved at the CAP Building soon. There will be a Flag Presentation at the Senior Center on July 3, 2000, Chairman Nogues and Selectman Bob O'Connor will attend. Chairman Nogues suggested that until he speaks with Jim from Light Tech, that we postpone acceptance of the Energy Grant Proposal for lighting (town wide). All members were in agreement. Selectman Bob O'Connor wants to hold off on quotes for the CAP Building furnace and asbestos removal. Two quotes are in, we are waiting for one more from Philbricks and Son. Prior to the Board of Selectmen meeting, the Board met with Chief Chandler, Dick White and Allan Brown, Public Works Director, to review the new Police facility, regarding completion dates and work completed to date. Selectman O'Connor will check soap dispenser at CAP Building. Town Hall keys will be issued to Ed Mical. Selectman O'Connor requested the Board's approval for supplies to paint and repair walls of restrooms at the CAP Building, not exceeding $250.00. Chairman Nogues made the motion to authorize $200.00 for supplies, Selectman Brayshaw seconded the motion, the motion carried. Selectman O'Connor made the motion to authorize the Building Maintenance. Tech. 25 hours per week if needed as of 7/1 until 9/1 only. Chairman Nogues seconded the motion, the motion passed. Selectman O'Connor stated that he and Martha Mical had gone to review a property assessment. Selectman O'Connor feels there are a lot of unanswered questions pertaining to the property, as they were not given full access to the property. Martha Mical is preparing the property card for Board meeting on July 11,2000. The Board signed the following items: 1 sign permit, 2 building permits and 1 CU12 form. Barbara Annis has volunteered her time to review the end of year Legislative Bulletin from NHMA for end of year law changes that affect the Town. Selectman Brayshaw made the motion to accept Barbara Annis's offer, Selectman O'Connor seconded the motion, the motion passed. Meeting adjourned at 8:20 P.M.
