Warner Board of Selectmen Meeting Minutes June 28, 2005
Meeting opened at 6:05 p.m. In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman and Selectman Richard A. Cook. Recorder of the minutes is Mary Whalen Others present: Debra Sullivan (property owner) & friend (name not stated) Amy Knisely – Warner’s Farmers Market Bob Firth – resident Argus Champion Intertown Record Selectman Cook made the motion to go into non-public session per RSA 91-A;3II (c). Selectman Hartman seconded the motion. All were in favor. The motion passed. Selectman Cook made the motion to close the non-public session and re-open the public session. Selectman Hartman seconded the motion. All were in favor. The motion passed. Selectman Hartman made the motion to approve June 14, June 14 Work Session, June 14 Non-Public and June 21, 2005 Non-Public meeting minutes with corrections. Selectman Cook seconded the motion. All were in favor. The motion passed. At the June 28, 2005 Work Session the Selectmen discussed preparation for the July 19, 2005 Public Hearing on the Town Administrator. A list of pros and cons was created, the Selectmen began looking at the job descriptions of the current staff in the Town Hall and seeing where a Town Administrator would change existing job descriptions. Selectman Hartman contacted Donnetta Haley from the Local Government Center who will be able to attend the Public Hearing. Amy Knisely met with the Selectmen as newly appointed Manager for the Warner Area Farmers Market due to begin Saturday, July 2, 2005. Ms. Knisley approached the Selectmen about using the front lawn of the Town Hall, Selectman Hartman made the motion to allow the Warner Area Farmer’s Market to use the Town Hall front lawn on Saturday’s for the duration of the season. Selectman Cook seconded the motion. Chairman Eigabroadt commented that the market couldn’t sell product that is genetically altered as directed at the 2005 Town Meeting. All were in favor. The motion passed. Ms. Knisely asked if a sign could be installed, the Selectmen recommended asking assistance from Kearsarge Insurance and then gave a sign permit application to Ms. Knisely. The Gravel Pit Committee will meet on July 20, 2005 beginning at 7:00 p.m. located at the Town Hall. Members will be notified. Selectman Cook made the motion to sign the Intent to Cut for Map 9 Lot 44. Selectman Hartman seconded the motion. All were in favor. The motion passed. For the record the Selectmen are holding the heavy hauling permit. Selectman Cook, Selectman Hartman, Sarah Allen from the Conservation Commission and Public Works Director Allan Brown met with the property owners to review the wetland impact on the Class VI road that accesses the property. A reminder letter will be sent to Peter Wyman regarding a request by the Selectmen to contact the Conservation Commission about complying with wetland rules. The Selectmen signed a letter addressed to Atlantic Leasing regarding a billing statement that the Town does not agree with. The Selectmen discussed Taxable Property Inventory Forms. Chairman Eigabroadt explained that out of about 200 Towns, a small percentage uses the forms, the Towns that do not use the forms have interior building permits. Selectmen Hartman and Selectman Cook are in favor of the forms, Chairman Eigabroadt does not believe that the benefit to the Town outweighs the expectation of privacy for the people in their home. If the forms are implemented a judgment call is relied upon pertaining to what properties qualify for a pick-up. Selectman Cook believes that the Selectmen need to address the deficiency within the system. Chairman Eigabroadt commented that if these forms could make a fundamental difference in the Towns Co-Efficient of Dispersion then he would be more apt to agree towards implementing the forms. Selectman Hartman commented that it is the Town’s responsibility to keep as current as possible; the Town needs to take some action instead of waiting for the next revaluation that is mandated by the State. Follow through needs to be documented to see if the forms are assisting the Town to stay current with property values. Selectman Cook referenced RSA 75:8 paragraph 1, the Assessors and Selectmen shall adjust assessment to reflect changes so that all assessments are reasonably proportional within the municipality. Selectman Hartman would like the opportunity to speak with the staff. Final decision to implement the forms will take place on July 5, 2005. Mr. Firth met with the Selectmen to review a "Memo of Understanding" in draft form that lists timelines’ for compliance in relation to his property located on Cunningham Pond Road, Map 9 Lot 35. Selectman Cook added that a letter is needed from Bristol & Sweet determining if an Alteration of Terrain Permit is required/not required by the Department of Environmental Services. A final draft with changes will be available for signatures on July 5, 2005. The Selectmen reviewed the submitted Building Permit. Selectman Cook made the motion to approve a Building Permit for Map 9 Lot 35. Selectman Hartman seconded the motion. All were in favor. The motion passed. Construction cannot begin until the Alteration of Terrain Permit is determined. The Selectmen agreed to notify the Tax Collector to process as the laws provide for Map 7 Lot 70-4. The property owner has not made attempts to pay the property taxes. The Selectmen discussed a Type III Modification for the Transfer Station that would be for the construction of a structure made from tires. The Selectmen are concerned about the amount of labor that would be used to construct the building due to the lack of experience in constructing such a structure. The structure’s intent is for oil recycling storage. The Selectmen will hold the Modification until more information is obtained. The Selectmen approved the following Building Permits:
The Director of Public Works informed the Selectmen that the landing located on North Road has been cleaned and blocked off. The Selectmen briefly discussed the cost and progress regarding a new Fire Station. Selectman Cook commented that the Board should release a memo to Departments regarding spending concerns.
