Meeting Minutes

July 5, 2005

 

Meeting opened at 6:09 p.m.

In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman and Selectman Richard A. Cook.

Selectman Hartman explained that the annual tonnage to the Penacook incinerator is down by 2% from last year at this time. The Town is at 949 tons half way through the cycle (December through November). The tonnage figures were increased this year to a total of 2,150 tons, last year the tonnage was set at 1,900 tons, just over 2,000 tons was delivered last year, and the difference in tonnage this year may need to be made up with recycle tonnage. As of the end of May 2005, the breakdown shows that the Transfer Station contributes about 40% of the tonnage, dumpsters contribute 46% of the tonnage and Market Basket contributes 14% of the tonnage. Selectman Hartman noted that mandatory recycling has not been strongly addressed. It is not known how much recyclable material is being disposed of in the dumpsters. Selectman Hartman has noticed through reviewing figures, in the month of May the Transfer Station hauled 7 loads to the incinerator averaging 10.4 tons per load, the dumpsters hauled 6 loads in the month of May averaging 14 tons per load. Selectman Hartman asked how the trucks could weigh more than the box at the Transfer Station. Calibration for the compactor was discussed.

Selectman Cook made the motion to approve the Timber Tax Levy dated July 15, 2005. Selectman Hartman seconded the motion. All were in favor. The motion passed.

The Selectmen approved a purchase order for cleaning and lavatory supplies to be purchased at Sam’s Club.

Selectman Cook made the motion to unseal non-public meeting minutes dated May 4, 2004. Selectman Hartman seconded the motion. All were in favor. The motion passed.

The Selectmen received a request from a resident that lives on North Village Road for the installation of a sign that cautions drivers that there are children playing. The request will be forwarded to the Highway Safety Committee.

The Selectmen signed a response letter for a resident that lives on Iron Kettle Road at Map 6 Lot 51.

The Selectmen signed letters to commercial trash hauler’s explaining that an annual permit is required per the Solid Waste Ordinance to haul for the Town of Warner.

Selectman Hartman spoke with the Assessing Clerk, Town Clerk and Tax Collector and determined that the Taxable Property Inventory Forms would be useful for the Town of Warner. Chairman Eigabroadt reviewed forms from 2003 and cross-referenced them with building permits. Chairman Eigabroadt gathered data from past forms up to the letter C (last name). Out of those forms, 16 properties listed improvements, out of the 16, 4 listed improvements that would have triggered a pick-up. Chairman Eigabroadt believes that the real estate market plays a bigger role in changing the assessment figures than the forms would. Selectman Cook spoke to prior Selectmen to achieve a better understanding as to why the Town stopped using the forms and if they believed the Town should be using the forms, and thought about the RSA that charges the Town to keep assessments current. After which, Selectman Cook is in favor of using the Inventory Forms. Selectman Cook made the motion obtain and use the Taxable Property Inventory Forms. Selectman Hartman seconded the motion. Chairman Eigabroadt added that the forms would be used to their fullest capacity for one full cycle. Motion passed 2-1. Chairman Eigabroadt opposed.

Mr. Firth returned to the Selectmen to sign the final draft of the Memo of Understanding that set guidelines of compliance for his property located at Map 9 Lot 35. Both Mr. Firth and Selectmen signed the memo. The document plus copies were notarized by the Town Clerk.

The Selectmen continue to work on the preparation for the Public Hearing regarding the Town Administrator that is scheduled for July 19, 2005. The Town Clerk informed the Selectmen that Jacques Personnel has offered their services that specialize in testing candidates for different positions.

Selectman Cook spoke with the Transfer Station Department Head and informed him not to move forward with the Type III Modification regarding the tire structure and recommended submitting other ideas for a structure if he still feels that the station needs it.
