Meeting Minutes

Meeting opened at 7:00 p.m.

Paul and Margaret Renzi met with the Selectmen about their property on Tom’s Pond. Mr. Renzi discussed the drainage, about nine years ago a pipe was installed by the Town from the culvert to the bog. It appears that the pipe is too high to drain. Margaret explained the drainage is getting progressively worse because it always drained into the wetland, then in the summer the wetland would drain out. Now there is more and more standing water in the wetland resulting in the area flooding a lot easier. Both Chairman Hartman and the Director of Public Works have looked at the culvert. Mr. Renzi explained that the road was built up due to complaints of not being able to pass because the road flooded, a drainage pipe was installed. Before the drainage pipe was installed the water would drain over the road. Mr. Renzi has been trenching the pipe. Mr. Renzi recalls that the wetlands were never filled with water when he was younger (about 40 years). Chairman Hartman explained that the road is not a Town road, but the Town does service the road for the residents. Mr. Renzi believes that the installed pipe was placed higher than the original road after the road was raised. Mr. Renzi said that even small rains drain back into the lake. Selectman Cook added that the Conservation Commission noticed all the residents at Tom’s Pond because it was learned that the residents were disposing their yard waste in the wetlands which have probably raised the area adding to the drainage problem. Selectman Cook recommends speaking with the Director of Public Works about how much the road was raised, and see if the Town can correct the drainage if it is something the Town previously created. Also, years of dumping in the wetlands has created a dam, the area is holding more water than it did before.

Robert Fletcher met with the Selectmen about abutting neighbors that have a chicken pen that is situated close to his property line. A rooster from that pen crows all night long. The pen is situated approximately 3 feet from Mr. Fletcher’s property line. Mr. Fletcher has spoken to the Police about the roosters and the zoning violation. Mr. Fletcher has also spoken with the owner about the rooster. The Selectmen agreed to visit the property.

Selectman Cook made the motion to approve a Veteran Tax Credit for Map 11 Lot 20. Chairman Hartman seconded the motion. The motion passed.

Administrator’s Report

Primex – A letter was received from Primex with regard to the Town’s offer to pay the discount received as a result of signing a multi year agreement. The total amount due to Primex is $1,459.00.

Naughton – A certified letter mailed to George Naughton with regard to equipment on his property was returned as unclaimed. The Selectmen recommended sending a proof of mailing.

FEMA – FEMA has met with Allan Brown and Ed Mical to tour the damaged areas within the town. Ed, Allan and the TA will be meeting next week to discuss the work needing to be done prior to the next meeting with FEMA.

Joppa – A call came in today with regard to a resident putting a fence up on Joppa Road and whether or not it is within the town’s right of way. Highway Department Foreman Phil Rogers drove by and said that it looks okay in his opinion; however, the Director of Public Works will take a look at the fence when he returns from vacation.

Concord Area Community Health – As part of the Pandemic Preparedness Plan, each area within the network will be visiting the POD sites. Warner is part of the Hopkinton High School Point of Distribution (POD) for the immunization of healthy people and a meeting at that location is scheduled for Wednesday, August 9th from 10-12. The meeting will entail a walk-through of the clinic and a discussion on specifics of transportation and security issues. Police, Fire and EMS will be invited to participate. Martha Mical asked if there is a pandemic, where do the sick people go. The TA explained that there will be a test area set up that will quarantine individuals that are sick.

Selectman Cook made a motion to approve the non-public meeting minutes dated June 15, 2006, work session meeting minutes dated June 15, 2006 and meeting minutes dated June 20, 2006. Chairman Hartman seconded the motion. The motion passed.

PSNH has begun their work on Mill Street. The TA will check on the status of Weaver Bros.

Selectman Cook has spoken with the Planning Board Chair and the Budget Committee Chair asking them to appoint a member to sit on the Road Committee. Selectman Cook also spoke with Jim McLaughlin asking his assistance with mapping. Barbara Annis asked about having someone on the Committee that knows construction. Selectmen Cook explained that Allan Brown is on the Committee as an ex-efficio member.

Chairman Hartman explained the Concord Regional Solid Waste Co-op is meeting this evening. There is expected to be a large turn out because of the Canterbury landfill. The Town of Warner is at a 1.5% increase from this time last year regarding the annual tonnage.

Martha Mical explained that a property owner contacted her regarding a possible solution to an odor created from pigs. One suggestion is to keep the feed covered until distributed. Selectman Cook will speak with the Health Officer before approaching the owners of the pigs.
