WARNER BOARD OF SELECTMEN
MEETING MINUTES
JULY 10, 2001

Selectman O’Connor opened the meeting at 6:30 p.m. Selectman Mical was in attendance, along with members of the public. Chairman Brayshaw was absent due to a prior commitment. Recording Secretary is, Mary Whalen.

The first item on the agenda was a Public Hearing to upgrade a Class VI road known as Old Warner Lane to a Class V road per RSA 231:28. Mr. Tom Brown has requested the upgrade for the construction of storage sheds (Atlasta Storage). Abutters were noticed of the upgrade and were in attendance for the upgrade presentation. Questions were received from the public.

J.D. Colcord asked Mr. Brown how much of the road would be upgraded? 700 feet will be paved and about 120 feet upgraded to Class V but unpaved.

How many storage units and what are they assessed at? 200 units, taxed at $4500.00.

Question to the Selectmen from J.D. How much is it going to cost the tax payers of Warner to maintain the road (plowing). The Selectmen questioned the Public Works Director prior to the Public Hearing on the cost of plowing. It will require a half hour of time and no additional personnel.

Mr. Brown stated that the tax level contribution will make up for any maintenance. All costs of upgrading are Mr. Brown’s responsibility. After the road is accepted by the Town, maintenance of the road will be the Town’s responsibility. After further discussion the Public Hearing was closed. Selectman Mical made a motion to accept the plans for the road upgrade of Old Warner Lane from a Class VI to a Class V, with all costs incurred by Mr. Brown. Selectman O’Connor seconded. All in favor. Motion carried.

J.D. Colcord met with the Selectmen to discuss the Merrimack County Delegation which is made up of all the members of the NH House of Representatives from Merrimack County. Mr. Colcord is assigned to Warner, Sutton, and Henniker. The Delegation is reviewing how each county function operates, and whether it can better perform at a state or local level of government. Mr. Colcord will coordinate with the assigned Town’s to gather input for this study. Discussion followed. Mr. Colcord will be providing a list of what the county does, and he will be scheduling another appointment at the end of the summer to meet with the Selectmen.

Lisa Melancon met with the Selectmen about a street light that has become exposed because a tree was cut down, and now it is illuminating in her bedroom. Selectman Mical advised Lisa to contact the property owners while Selectmen Mical does his own checking on the situation.

Judy Rogers (Town Clerk) informed the Selectmen that July 10 was the deadline to have all dogs registered. An updated list of unregistered dogs will be turned into the Police Department. The notices that are sent to the dog owners need to be given to the Town Clerk within 24 hours. Judy also informed the Selectmen that as of August 1, 2001 the State portion of vehicle registration will increase $6.00 per year.

Selectman O’Connor discussed the upcoming Budget Committee meeting on July 16, 2001, and the budget process.

A Selectmen’s summer schedule was re-discussed. The Selectmen decided to keep appointments for every other week until September, but to keep going on the weekly meetings. There is a work session scheduled for July 17, 2001 at 5:00 p.m. for the revaluation.

A speaker from NH Municipal Association will be at the July 24, 2001 Selectmen’s meeting to speak about the "Right to Know Law".

Public Comments were taken:

Judy Rogers (Town Clerk) suggested that a color card for temporary Transfer Station use that hangs off the rear mirror would be easier to see for monitoring purposes.

The Selectmen signed the following:

1 intent to cut

1 heavy hauling permit

2 building permits

Selectman O’Connor made a motion to approve the July 3, 2001 minutes with corrections annotated and the replacement paragraph as spelled. Selectman Mical seconded. All in favor. Motion carried.

The medical leave of the Finance Director was discussed. Further discussion will continue at the July 17 Selectmen’s meeting.

Selectman Mical made a motion to adjourn. Selectman O’Connor seconded. All in favor. Motion carried.
