Brad Kelly 1. CORCORAN ENVIRONMENTAL
SERVICES – SINGLE-STREAM RECYCLE PROGRAM Patrick Corcoran and Edward Inferrere
announced the production of a new, state-of-the-art Single-Stream
Material Recovery facility slated to open in Manchester, NH in 2008. A single stream recycling program in Warner would make
recycling easier for residents and would also increase participation
along with lowering program costs.
Two compactors are all that is needed; all other equipment such
as the balers could be eliminated. Recyclables
would be placed in one compactor, trash in another; sorting is not
required. The compactors
would be situated so that a resident could drive up between the two
compactors and dispose of their trash and recyclables at one time.
Some towns have added a clear bag program having one Attendant
monitoring the single stream operation. Operating costs are guaranteed
to be reduced by 1/3. Corcoran
would then take the recyclables and sort them at their facility.
The stream line technology is practiced on the west coast.
Manchester, Hudson and recently Antrim have committed to the
program. Towns that are
currently participating have experienced from 13-30% increase in
recycling. Corcoran
provides either a flat rate program as well as a variable rate program. It was asked how to address dumpster users that do not
recycle. Corcoran suggested
passing ordinances or addressing the waste haulers; in order to obtain a
license in the Town of Warner, requiring the haulers to show that they
are recycling. Selectman
Eigabroadt asked if there is a test program available.
Corcoran recommends visiting towns that are implementing the
single-stream program such as Goffstown.
Selectman Eigabroadt added that the research he has completed
shows a positive percentage towards increased recycling.
David Karrick asked what would be the advantage in contracting
with Corcoran. Corcoran
explained that there was a study completed in 1991 by a solid waste
advisory group that realized regionalization was the way to make
economics with solid waste and recyclables more beneficial to
municipalities. Corcoran’s
location is close to Warner, the next closer one is located in
Burlington Vt. and Portland ME., and also Corcoran offers a revenue back
program; other competitors are not offering revenue.
The revenue received would be based on the average commodity
revenue minus the plant operating cost ($65 per ton); the balance left
over would then be split in half between the Town and Corcoran. The Goffstown rationale can be viewed on the American Public
Works Association website March 2005.
If the Town is interested, Corcoran would first begin by
observing the current operation; present a program that would work for
Warner and if accepted, it would take 60 days to become stream-line
operational. 2. DEPUTY TAX COLLECTOR Tax Collector, Marianne Howlett is
recommending appointing Janice Cutting as Deputy Tax Collector.
Janice has a degree in accounting.
Selectman Cook made the motion
to appoint Janice Cutting as Deputy Tax Collector until March 2008. Selectman Eigabroadt seconded the motion.
All were in favor. The motion passed. 3. CONNORS MILL BRIDGE - ENGINEERING The Town has received 5 proposals from
State qualified engineers. Allan
Brown explained the next step which is to choose an engineer from the
submitted proposals by either forming a committee or through an
interview process. Once an engineer has been chosen the Selectmen would
negotiate the scope of work, the Town expectations, the State
expectations, and cost. Once
the Selectmen approve an engineer the process moves to the State level
for approval. Selectman
Cook confirmed that the process is not competitive bidding.
Allan explained it is not competitive on the engineering.
The Selectmen agreed to accept the Director of Public Works
recommendation for the engineering services provided by Provan &
Lorber, second choice is Hoyle Tanner, third choice is CLD Consulting.
Selectman Eigabroadt explained that he is recusing himself from
choosing an engineer for personal reasons.
Selectman Cook made a motion selecting Provan & Lorber as first choice for engineering on
the replacement of Connors Mill Bridge.
Hoyle Tanner listed as a second choice, CLD Consulting Engineers
as the third choice. Chairman
Hartman seconded the motion. The
motion passed, 1 abstained. Allan
believes that the Governor has doubled the bridge-aide this year. The next step would be to notify Provan & Lorber and then
Allan will check with the State requirements.
Selectman Eigabroadt asked for Allan’s opinion on wooden
structures. Allan feels
that wooden structures would entail more maintenance but has not
researched them thoroughly; Allan has asked for all options available
for bridges from the engineers. 4. ADMINISTRATOR’S REPORT Audit – Laura informed the Selectmen that the audit is
currently on-going and is progressing well. Building Keys – At the staff meeting last week, the Town
Clerk asked that all keys to her office be turned in so that she can be
made aware of the times that her office is being accessed when she is
not here. Storage is tight
in her office and she has to leave more items outside of cabinets and is
not comfortable with others having access without her knowledge.
A discussion with regard to which keys open what offices and who
has those keys ensued and it was the general consensus that the locks
should be changed for offices within the building and that new keys be
such that they cannot be duplicated. Meeting Minutes – At the staff meeting, the Town Clerk
brought up Selectmen’s Meeting Minutes and feels that they should be
more detailed in certain areas. She
stated that the draft minutes of the last meeting reflects a watered
down version of a discussion she had with the Selectmen at the end of
the meeting and she feels discussions such as these should be more
detailed so that the general public can understand the tones.
Laura told Judy she would pass this recommendation to the Board. Judith feels the condensing of conversations can change the
meaning of the conversation. Sometimes
the condensed version does not capture the main point that was said.
Selectman Cook agrees that the minutes should reflect the tenor
of the conversation. Selectman
Eigabroadt agrees that some areas of the meeting minutes are not
sufficiently specific; and it is up to the Selectmen to point these
areas out and require more detail.
Richard Senor (Warner New Paper) offered meeting minutes that
have been proofed by his staff for reference purposes. Municipal Volunteer Award – The Local Government Center has
sent out the forms for the annual municipal volunteer award to be
presented on November 8, 2007. Submissions must be received by LGC no later than August 31,
2007. Pumpkin Hill Rd. – The State of NH will be holding a pre-construction
conference for the slope stabilization on Pumpkin Hill Rd. on Tuesday,
July 17th @ 10 a.m. in this building. Denny Hill Rd. – Allan Brown received prices for the work
that was discussed at the site visit on July 3rd on Denny
Hill Rd. at the base of Pine Rock’s driveway.
The portion that Pine Rock will be responsible for will be
approximately $3,200 with the Town’s portion about the same.
Pine Rock is responsible for the culvert and catch basin on the
right side of the base of the driveway, as well as the pipe which runs
down the hill to the left of the driveway.
The Town will handle the boxed structure to the left of the
driveway base and the pipe under the road.
The work will be completed by a private contractor. Applications – We have recently received one application
each for the Transfer Station Attendant position and the Planning/Zoning
Secretary position. Town Clerk – The Town Clerk’s Office should be online
next month and will be able to offer the services to residents that
currently have to be done elsewhere (vanity plates, overweight vehicles,
moose plates, etc.). Judy
also reported at the staff meeting that based on the recent vote in
Concord, state registrations will be increasing by $6.00 per vehicle on
August 1. Library – Nancy Ladd reported that the Pillsbury Free
Library was voted the Library of the Year by the NH Library Trustees.
911 – According to Martha Mical, the 911 maps are in and
will be submitted to the Selectmen for signatures.
Police – The speed trailer is here for the next two months.
Chairman Hartman confirmed that the trailer is able to complete
traffic counts. Background
check should be done on the potential recruit within the next couple of
weeks and at that time, Chief Chandler will meet with the Selectmen to
discuss a conditional offer. Wages – Laura will begin 2008 wage discussion with the
Selectmen in August; the staff will be notified. 5. VEHICLE REGISTRATION REIMBURSEMENT Selectman Eigabroadt made a motion to approve a vehicle registration over payment in the amount of
$2.50 and $25.00 as recommended by the Town Clerk.
Selectman Cook seconded the motion.
All were in favor. The motion passed. 6. MEETING MINUTES Selectman Cook and Selectman Eigabroadt
requested corrections to be made on the June 26 meeting minutes in
sections 2,4,5,6 (Poverty Plains) and 9 (General Business). 7. GENERAL BUSINESS Selectman Cook made the motion to approve the collection of the Tax Warrant in the amount of
$2,850,281.33. Selectman
Eigabroadt seconded the motion. All
were in favor. The motion
passed. Selectman Cook made the motion to approve current-use land use change tax release for Map 4 Lot
003. Selectman
Eigabroadt seconded the motion. All
were in favor. The motion
passed. Selectman Cook made a motion
to approve a Veteran Tax Credit for Map 25 Lot 1. Selectman Eigabroadt seconded the motion.
All were in favor. The motion passed. Chairman Hartman noted that the school
State aide has decreased for Warner.
The monthly trash tonnage transported to
the regional co-op through the month of May shows a 1.9% increase from
the previous year. The
overall co-op is at a slight decrease of 6.9 % from the same time last
year. The Town of
Canterbury has adopted a pay-as-you-throw program and their tonnage for
the month of May is down 9.5% from the previous year. The City of Concord is the largest contributor to the
regional co-op and is showing a showing a substantial decrease in
tonnage. It is not clear
yet as to why there is a substantial decrease. Chairman Hartman asked Laura if a response
has been received from the Transfer Station Department Head regarding a
letter (content not stated) that was sent to him.
Laura explained that she received a response this evening. Laura has received the Munismart Systems,
LLC contract for the municipal software which the Selectmen have
previously approved; signatures are now required.
