BOARD OF SELECTMAN MEETING

MINUTES

TUESDAY, JULY 11, 2000

The meeting was called to order by Chairman Nogues at 6:30 P.M. Present were Selectman Brayshaw and Selectman O’Connor. Mary Whalen was Recording Secretary.

Chairman Nogues made the motion to accept the minutes from 6/27/2000, also minutes from the non-public session held on 6/27/2000, Selectman Brayshaw seconded the motion, the motion carried.

Tobias Nickerson approached the Board for approval of a one-day Circus at the

Davisville Flea Market location in early August. The Boards’ main concerns are parking, and access for emergency vehicles. With approval from Chief Chandler in regards to appropriate parking and emergency access, and approval from Fire Chief Brown, the Board will grant approval for the Circus.

Mark Nicklos of Davey Tree met with the Board in regards to an outstanding 1999 bill. The Town never received an invoice due to a new computer set-up at Davey Tree. Allan Brown was in agreement that the work was completed. Chairman Nogues motioned to pay the invoice, Selectman Brayshaw seconded the motion, the motion carried.

OLD BUSINESS

Chairman Nogues will have an answer at the next scheduled Board Meeting on 7/25/2000, with regard to the installation costs of the new stove at the CAP Building.

After a lengthy discussion on the furnace installation at the CAP Building, Selectman Brayshaw made the motion to approve the H.R. Clough contract with option 2 and 3 and the add-on’s. The Board requested a meeting with Allan Davis of H.R. Clough to go over the installation. Selectman O’Connor seconded the motion, the motion carried.

The Board discussed at length the LighTec Inc. proposal. LighTec still owes the Town a door and window quote. Chairman Nogues has set an appointment up with LighTec to further discuss pending issues.

Chairman Nogues discussed the agenda for Dept. Head Meeting on 7/13/2000 at 9:00 A.M., which included the Budget, creating a questionnaire with concerns and comments on how to better Town departments for the public to fill out. Chairman Nogues will make up an agenda prior to the meeting.

Selectman O’Connor motioned to release a key to the American Legion Commander for set-up of the flags on Patriotic Holidays. Selectman O’Connor will contact Fire Chief Brown for approval. Chairman Nogues seconded the motion, the motion carried.

On July 19, 2000, Selectman O’Connor will attend a seminar on Domestic Violence. Chairman Nogues will contact Chief Chandler to suggest a volunteer from the Police Dept. to also attend.

Selectman Brayshaw has left numerous messages in regards to the abandoned vehicles at the Martin property. Selectman Brayshaw will draft a letter. Chairman Nogues is not in agreement with this approach. Selectman O’Connor will research other avenues to this situation.

Martha Mical approached the board to attend an Access computer class. Selectman Brayshaw motioned to approve the class, Chairman Nogues seconded the motion, the motion passed.

Selectman O’Connor requested three more gallons of paint for the CAP Building. Selectman Brayshaw motioned to approve the request, Selectman O’Connor seconded the motion, the motion carried.

Selectman Brayshaw questioned as to why road crew personnel were working on the dog kennel at the new Police facility. Selectman Brayshaw wants an accurate cost on the kennel.

NHMA requested a donation towards Home Rule Education, the Board discussed instead of a donation, provide information to the public about Home Rule. Wendy Pinkham and Mary Whalen will obtain this information, Selectman O’Connor made the motion to not give a donation, Selectman Brayshaw seconded the motion, the motion passed.

Board signed: 3 Intents to-cut, 2 letters plus 1 building permit.

Selectman Brayshaw updated the Board on the Planning Board Meeting.

After speaking with concerned parties, Chairman Nogues moved that the Board go into non-public session per RSA 91-A3,ll(a) in regards to compensation. Selectman O’Connor seconded Chairman Nogues’ motion, and the Board entered into non-public session.

At 9:15 P.M. the Board of Selectmen public meeting adjourned.
