Meeting Minutes

August 2, 2005

Meeting opened at 6:00 p.m.

Selectman Cook made the motion to approve July 5 work session, July 5 Selectmen’s meeting minutes, July 5 non-public, July 12 work session and July 19 work session. Selectman Hartman seconded the motion. All were in favor. The motion passed.

Mr. Wyman met with the Selectmen regarding the use of an unapproved bathhouse from September 1, 2005 until October 15, 2005. The septic system that would be used once shared six campsites. All that is known of the septic system is that it has a 2,000-gal tank; there is no record of the system on file. Currently a new septic design is being created; the design has not yet been submitted to the State. The tank has been annually pumped and there is no indication of failure. The Selectmen will visit the site on August 8, 2005 at 9:00 a.m. before making a decision.

Selectman Cook inquired about a small piece of property on Pleasant Lake that is owned by the Town. An abutter to the property has voiced a concern to Selectman Cook about people leaving their boats and other water toys at the site without properly anchoring them. The Selectmen will also visit the site on August 8, 2005.

Chairman Eigabroadt explained that the letter for the Abbondanza enforcement is complete.

The Selectmen met earlier today with Donnetta Haley from the Local Government Center to review the time line for the Town Administrator search. The Selectmen agreed to start an advertisement this week. The Board is anticipating interviews in early October. The Selectmen need to review the recruitment agreement.

The Selectmen will establish their goals and objectives for the 2005/2006-budget process on August 16, 2005 during their work session.

The Selectmen discussed the current Performance Evaluation. Selectman Cook is concerned about his ability to answer the questions from an informed position. Selectman Cook recommended that the employees complete a similar form asking them to answer the questions resulting in a two way performance review. Selectman Cook will revise the current performance evaluation to reflect a self-analysis. The Selectmen will review the document when it is ready. The Selectmen review the Department Heads and the Town Hall staff excluding the elected officials.

Selectman Cook made the motion to appoint the following to the Town Gravel Pit Committee, Kim Kolan, Peter Bates, Allan Brown, George Saunders and John Dabuliewicz. Selectman Hartman seconded the motion. All were in favor. The motion passed.

Mr. Gerrard asked the Board if the Town owns a gravel pit near the Pleasant Lake area.

BOS – yes we do.

Mr. Gerrard asked what is currently going on at the pit? Are they processing gravel?

BOS – They process once a year, a crusher is hired. The Committee will be studying the future use of the property and the proper reclamation process as the gravel is extracted.

Mr. Gerrard asked what the cost is to the Town to have the gravel process.

BOS – The figures can be obtained from the Finance Director or the Director of Public Works.

The Selectmen will review the current lease agreements for the Kearsarge Children Center and the Co-operative Preschool. The Selectmen will determine if the room located on the top floor that is currently utilized as an office by the Children Center will be used as leased space. The Selectmen will revisit this topic on August 16, 2005.

The Selectmen received a petition from members of the American Legion during the work session that was held earlier today. The Petition reads, "To see if the Town will vote to modify the optional Veterans Tax Credit under the provisions of RSA72:28 II by increasing the credit for qualifying property owners from $100.00 per year to $500.00 per year". The Selectmen will contact the Local Government Center for presentation advice, by warrant or ballot.

Selectman Cook made the motion to sign Intents to cut for Map 18 Lot 23 and Map 12 Lot 43. Selectman Hartman seconded the motion. All were in favor. The motion passed.

Selectman Cook made the motion to approve 3 applications for Veterans Tax Credit for Map 25 Lot 10, Map 11 Lot 43-4 and Map 34 Lot 18. Selectman Hartman seconded the motion. All were in favor. The motion passed.

The Selectmen reviewed and signed general correspondence:

The Selectmen approved a request for the Kearsarge Trail Snails to use the lower meeting room of the Town Hall on the second Thursday from Sept. 05 until April of 06

BOS response to Mr. Heaton’s request to purchase Town property.

BOS response to Beth Sutherland Ries regarding the Town Administrator.

Letter to Frank Davis regarding a travel trailer on Map 25 Lot 11.

Selectman Cook made the motion to issue an extended Permit for the Use of Storage Container for R. C. Brayshaw Co. Inc. located at Map 36 Lot 001 4&5. Selectman Hartman seconded the motion. All were in favor. The motion passed.

The Selectmen inspected the operating R. C. Brayshaw Co. Inc based on a complaint that there is a possible misuse of the storage area. Upon inspection it was found that the section is used for storage not manufacturing. There is only a shipping and receiving computer.
