WARNER BOARD OF SELECTMEN Chairman Brayshaw opened the meeting at 6:30 p.m. Selectman Mical was in attendance. Selectman O’Connor arrived at 7:00 p.m. Members of the public were also in attendance. Recording secretary is Mary Whalen. Margi Lord from the Conservation Commission met with the Selectmen to present a conservation easement from Philip Stockwell and Susan Bartlett. The deed was accepted and signed by the Selectmen. Mike Cutting and Chris Perkins from the Budget Committee met with the Selectmen to discuss the current secretarial vacancy and the upcoming budgetary process. Discussion followed about the working relationship between the Budget Committee and the Selectmen, with an ending commitment of at least two Selectmen attending the scheduled budget meetings and anticipated closing date of December 10, 2001. Fred Arnold, Chris Perkins, David Karrick and Liz Young from the Wage Study Committee met with the Selectmen to discuss the status of the job descriptions that were sent to the Department Heads for review/change. The Selectmen are still reviewing the job descriptions submitted to them. The police job descriptions were discussed, along with a letter from Chief Chandler. The Wage Committee and the Selectmen discussed what is envisioned of the committee in the future. The Wage Committee will complete the job descriptions with the salary ranges, and submit the report to the Selectmen. Then they will move onto evaluations and benefits. The Selectmen assured the Wage Committee that they have the support of the Board, and they see the committee as on going with quarterly status reports and discussions with the Selectmen. The Selectmen and Mike Cutting discussed a visual display for Town Meeting. The Selectmen sent out the remaining dog fines. The lunch account for the volunteer at the Transfer Station has been set up at Gamils, Foothills, and Subway for $6.50 per lunch three times a week. A proposal for dismantling the barn from Mr. Fairfield Whiting was presented to the Board. Discussion followed. Upgrading of Class VI roads was discussed. At the August 28, 2001 Selectmen’s meeting, the residents from Bean Road will be discussing their concerns of the road being upgraded with the Public Works Director. The residents are not in favor of paving the section that is being upgraded. Selectman O’Connor made a motion to accept the resignation of Scott Lewis from the Police Department. Selectman Mical seconded the motion. All were in favor. The motion passed. Discussion followed. The Selectmen discussed the bonding/irrevocable letter of credit. The Planning Board spoke with Town Counsel, who will respond in a letter the available options. The Selectmen discussed a welcome letter for new residents. A notice was given from the State to file an intent to excavate on Map 3, Lot 22. Discussion followed. The intent requires the owner’s signature before the Selectmen can sign the intent. Selectman Mical made a motion to pay the $100.00 excavation fee. Selectman O’Connor seconded the motion. All were in favor. The motion passed. Gravel from this pit is being used for the Bean Road project. The dedication and cover for the Town Report was discussed. The excavating on Schoodac Road was discussed. A Public Hearing is scheduled for August 21, 2001 for the parking area across from Simonds School. Discussion followed. Chairman Brayshaw made a motion to approve the August 7, 2001 minutes with grammar corrections. Selectman Mical seconded the motion. All were in favor. Chairman Brayshaw made a motion to approve the July 31, 2001 work session minutes. Selectman O’Connor seconded the motion. All were in favor. The motion passed. The Selectmen further discussed the advertising for the Budget Committee Secretary. A work session is scheduled for August 18, 2001 at 8:00 a.m. to discuss the revaluation. Selectman Mical and Public Works Director Allan Brown will review the playground at the Old Graded School. Mowing bids were discussed. The upgrading of the sidewalk plow was discussed. Selectman O’Connor made a motion to accept the Pinnacle proposal to seed the lawn at the Police Department. Selectman Mical seconded the motion. All were in favor. The motion passed. Signs are being ordered for the posting of Class VI roads during the mud season. Public Comments: Barbara Proper went over finances, and asked about the construction of a bridge over the children’s brook. Judy Rogers commented on the overall response to the job descriptions submitted by the Wage Study Committee, and Class VI roads. The Selectmen signed the following: One intent to excavate The Selectmen reviewed the audit that is ready for the State. Selectman O’Connor made a motion to adjourn. Chairman Brayshaw seconded the
