Warner Board of Selectmen Meeting Minutes August 23, 2005
Meeting opened at 6:00 p.m. In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman and Selectman Richard A. Cook Recorder of the minutes is Mary Whalen Others present: Kathy Carson – Capital Improvements Committee William Sirois – resident Dennis Sheehan – resident Argus Champion Kathy Carson, who is a member of the Capital Improvements Committee, met with the Selectmen to clarify some questions regarding their Capital Improvements. The Committee recommended adding a category named "other" on the ranking system. Selectman Hartman made the motion to approve meeting minutes and work session meeting minutes dated August 9, 2005. Selectman Cook seconded the motion. The motion passed. The Selectmen discussed funding for the Old Davisville Road survey. The current budget is already strained due to escalating fuel costs. Provan & Lober will be contacted and asked if the quoted bid price will be good until next spring (2006). Selectman Cook will create a form/policy that will protect the Town from liability issues regarding large events that are held at the Town Hall. The Selectmen signed a contract with the Local Government Center for the recruitment of a Town Administrator; the cost is $2,000.00. To date LGC has received over 20 applicants for the position. The Selectmen made minor grammar changes and approved the Town Administrator job description. There are trees at the Old Grade School that requires removal. Northstar Maintenance submitted a quote in the amount of $1,750.00 scheduled for September 10, 2005. Selectman Cook made the motion to expend $1,700.00 of encumbered funds in the General Government Buildings line and $50.00 from Building Maintenance (Old Grande School) to remove the trees. Selectman Hartman seconded the motion. All were in favor. The motion passed. Mr. Frank Davis was scheduled to meet with the Selectmen at 7:00 p.m. Mr. Davis did not arrive; William Sirois who abuts Mr. Davis’ properties did attend the meeting and voiced his concerns. Mr. Sirois explained to the Selectmen that Mr. Davis does not live at Map 25 Lot 11. A travel trailer is situated very close to Mr. Sirois’s property line; a permanent roof has been added to the trailer along with a water line. There is no septic going out and someone is living in the trailer. The Health Officer did visit the site and learned that the trailer has a holding tank. Mr. Sirois commented that he has never seen the tank being pumped nor does there seem to be any construction going on in the main dwelling. The Selectmen will contact Mr. Davis by certified letter noting the zoning violations along with the fines that could be sanctioned. Mr. Sheehan met with the Selectmen to formally request that the remainder of Newmarket Road be paved. The Selectmen explained that Newmarket Road is on the Capital Improvements Program. The road is listed as number six. The Selectmen encouraged Mr. Sheehan to attend the next Capital Improvements meeting. The Selectmen’s Office will forward that information. Selectman Cook made the motion to accept the 2005 Property Tax Assessment Update. Selectman Hartman seconded the motion. All were in favor. The motion passed. The Board of Selectmen commented on a job well done by Commerford,Neider,Perkins (Company that completed the assessment). The Selectmen agreed that there should be legal support when the Board meets with the Zoning Board in October regarding an appeal. The Zoning Board granted a building permit for a property on a Class VI road based on the Board of Selectmen denying the permit. The Selectmen did not deny a building permit; they approved for in-kind rehabilitation of a structure that sits on the property. The Selectmen approved the use of the Town Hall for the last Wednesday of every month for the Boy Scouts. The State notified the Selectmen that funding is available for a reconstruction project on Connors Mill Road. The culvert needs repair. Funding needs to be discussed with the Budget Committee.
