Meeting Minutes

August 24, 2004

 

Meeting opened at 5:06 p.m.

In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman Peter St. James, Selectman John C. Brayshaw – absent.

Recorder of the minutes is Mary Whalen.

The Selectmen interviewed two candidates for the custodial position.  Mr. Ronald Simard and Ms. Toni Fantasia were the interviewees.  The position was explained to both candidates’ duties, hours, etc. 

George Smith from Parks & Recreation inquired about finding a replacement to clean the parks for the summer.  Mr. Smith asked the Selectmen if Parks & Recreation should pursue a replacement or will the Selectmen do so.  Chairman Eigabroadt explained that in the past Parks & Recreation normally filled the position.  Mr. Smith will pursue a replacement, and will contact the Selectmen when the position is filled. 

Assessing Clerk, Martha Mical met with the Selectmen for approval to purchase a fax machine for the Transfer Station from the Sam’s Club supply purchase.  Mrs. Mical also discussed Discretionary Preservation Easements for barns.  The Selectmen were presented with information regarding a policy, law and the interpretation of the law. The Assessing Clerk recommends that a ballot vote be taken at Town Meeting for Discretionary Preservation Easements. Currently easements are at the Selectmen’s discretion, to date no easements have been processed. The Selectmen would appreciate time to read the information before any decisions are made.

Mr. Furbush met with the Selectmen for approval to pour a foundation for a home prior to submitting a completed building permit.  The Selectmen will only grant approval with a complete building permit application.  Mr. Furbush was given the building permit application and was informed that the permit would be processed immediately upon submission.

The Selectmen met with Allan Brown, Director of Public Works.  Both the Selectmen and Mr. Brown began review of the 2005 budget.  The cost of fuel and petroleum products has escalated.  Mr. Brown discussed with the Selectmen using the $20,000.00 appropriated in 2004 for gravel towards mowing and cleaning 75 catch basins (at least 5 years since last cleaned).  Continuing the funding of road projects and the East Roby Road project was discussed.  Bridge maintenance was discussed.  Selectman St. James made a motion to change line 12 from bridges to bridge maintenance.  Chairman Eigabroadt seconded the motion.  The motion passed.  Filling the mechanic position was discussed along with the care of trees.  There are a number of trees that need to be cut down along with some replacement.

Judith Rogers, Town Clerk, reviewed the Clerk’s office 2005 budget with the Selectmen.  Mrs. Rogers would like to attend a New England Municipal Clerk Certification Program.  The program is held in Rhode Island .  Software that will allow the licensing of dogs simultaneously with motor vehicle registration was discussed and budgeted for in 2005. 

Finance Director Wendy Pinkham reviewed and made appropriate changes to the MS 4 form (projected revenues) 

The Selectmen briefly discussed creating a Revenue Fund for the Transfer Station which would need to be voted at Town Meeting. 

Selectman St. James made a motion to approve the August 3, 2004 meeting minutes.  Chairman Eigabroadt seconded the motion.  The motion passed.

The Planning Board would like to be involved in the design for a new Police Department sign.   Chairman Eigabroadt commented that the High School has a graphic arts program, and the police sign may be a good project.

Richard Senor recommended a sign at the Transfer Station listing all of the disposal fees.  The Selectmen will discuss this recommendation with the Department Head.

There will be “No Parking” signs installed by the Department of Transportation at the corner of Main & Mill Street and directly across on Main Street on the opposite corner.

Barbara Annis commented that the Planning Board disagrees with the Zoning Board’s decision to allow a self-illuminating sign at the Knoxland business site at Exit 7. 

The Selectmen will work on performance evaluations on Wednesday, August 25, 2004 at 9:00 a.m.

A representative from the Board of Selectmen will attend the Legislative Policy Conference as a voting delegate for policy recommendations and ideas that should be taken to the Legislators for the 2005/2006 legislative session.

Chairman Eigabroadt made the motion to appoint Faith Minton as a member to the Parks & Recreation Commission.  Selectman St. James seconded the motion.  The motion passed.

Public Comments:

Jim McLaughlin is looking into the cost for updating the digital maps.

Judith Rogers inquired about the handicap parking that will be installed out front and also recommended a sign directing to the handicap entrance.

Barbara Annis asked if the Selectmen are still pursuing a Site Plan Enforcer.  The Selectmen explained that they are still actively looking.  Mrs. Annis informed the Selectmen that the Planning Board is scheduled to meet with them regarding the budget on September 14, 2004 , on that same day the polls will be open.  The Selectmen will reschedule and will not hold a Selectmen’s meeting on September 14, 2004 .  Mrs. Annis is still waiting word on the corridor study.  Mrs. Annis also commented that two departments did not submit Capital Improvement, Parks & Recreation and Pillsbury Free Library .

Martha Mical commented that she has approached some organizations in Town to help replace utensils in the kitchen that is located in the Town Hall.

Mr. Wirth is still pursuing information for the generator that is located at the Highway Department.

The Selectmen proceeded to sign/approve:

Purchase order for window repair at the Old Graded School .

Building Permit for Map 9 Lot 18, new home

Building Permit for Map 14 Lot 055-5, addition

Chairman Eigabroadt made the motion to award the Custodial position to Mr. Ronald Simard.  Selectman St. James seconded the motion.  All were in favor.
