WARNER BOARD OF SELECTMEN
MEETING MINUTES
AUGUST 28, 2001

Chairman Brayshaw opened the meeting at 6:30 p.m.; Selectman O’Connor and Selectman Mical was present, along with members of the public. The recording secretary is Mary Whalen.

Ken Klinedinst, Nancy Ladd, Linda Burdick, Mrs. Perkins were a few of the citizens that met with the Selectmen about not paving Bean Road. Chairman Brayshaw read the petition that was submitted to the Selectmen at a previous Board meeting. The petition was submitted for the Selectmen to consider not paving the upgraded section of Bean Road passing through Chandler Reservation, and to improve the road as a gravel road only. The petition contained 85 signatures. The Board recognizes any petition with 23 or more signatures. Allan Brown (Public Works Director) spoke on behalf of paving to protect the surface that the Town has spent thousands of dollars upgrading. The Selectmen listened to the concerns for and against the paving of the newly upgraded section. Chairman Brayshaw closed public comment and returned back to the Board. Chairman Brayshaw commented that the Board takes each road that comes before the Board on an individual basis. Selectman O’Connor supports Allan Brown for paving the upgraded section but will support the Boards decision. Chairman Brayshaw pleaded to the Board to consider a petition with 85 names, and for the owners who live on Bean Road to consider forming an association. Selectman Mical also supports the paving of Bean Road, his concern is for the emergency vehicles using that section if it is not paved, and without the paving, the road can still wash out. Chairman Brayshaw returned to public comment. After a lengthy debate, Chairman Brayshaw returned to the Board for discussion. Selectman O’Connor made a motion to finish preparing Bean Road without the paving this year, and to have the Public Works Director prepare other surfaces to use as much of the paving money that is available prior to bad weather, and to leave the paving of Bean Road open. Chairman Brayshaw seconded the motion. Selectman Mical was not in favor. The motion passed.

Mr. Rick St. Lawrence met with the Board about the possibility of having a section of his road paved. Mr. St. Lawrence lives on Laing Bridge Lane. The Town has been servicing the road for many years. Allan Brown researched the request, and found no record of being a Town road. Allan informed Mr. St. Lawrence of the steps that are required to make it a Town road.

The Board then discussed the proposed parking lot for Simonds School. Avis Hanson, Matt Carr, Dory Henley, and Allan and Margi Lord, Jere Henley were a few of the concerned abutters who came to the Selectmen’s meeting to hear the decision. Chairman Brayshaw spoke with Avis Nichols who donated the property. Avis expressed her opposition to the Town granting the piece of property to the school district; her concern was more for the abutters due to property valuation. Chairman Brayshaw then read a proposed solution submitted by Martha Mical, which is to have the police present at the school during opening and closing hours. The State of NH increased the fines for passing a bus with the flashes on from $250.00 to $750.00. The police could enforce the rule of having parent’s park on one side of Kearsarge Mountain Road so that the road remains passable. The letter also asked the Selectmen to direct the police in writing to be have an officer at the school 7:30 a.m. to 9:00 a.m. and again at 2:30 p.m. to 3:30 p.m. during school days. Discussion followed. Selectman O’Connor informed that police presence will be heavier the first two weeks of school, and that the Board is not trying to resolve school district problems but is trying to act in partnership with the school. Chairman Brayshaw made a motion that Map 31; Lot 31 will remain as is. Selectman Mical seconded the motion. All were in favor. The motion passed. It was previously suggested making the area a school zone. Selectman O’Connor is waiting for information from Chief Chandler. It was commented that two weeks of increased police presence is not enough, and it would be beneficial to have more visibility around the school so the children feel safe. Other options were further discussed.

Selectman Mical met with Allan Brown to address the drainage problem at the playground at the Old Graded School. Allan can repair the eroded area for the remainder of the school year. A more permanent solution would be to pave to parking area. Selectman Mical, informed the Board that the roof will be worked on this coming Thursday and Friday, and there will be an increased cost of about $1000.00 to lift the fire escape. Chairman Brayshaw made a motion to increase the rent at the Old Graded School by 5% across the board. Selectman Mical seconded the motion. All were in favor. The motion passed.

Selectman Mical commented on keeping liaisons informed of any communications that other Board members have with departments. Discussion followed. More communication is needed between the Transfer Station and the Highway Department.

Police detail for the Hopkinton Fair was further discussed.

An application was submitted to the Selectmen to review for the Budget Committee Secretary position. Discussion followed. Selectmen O’Connor made a motion to hire Barbara Chellis for the position at $9.53 per hour. Selectman Mical seconded the motion. All were in favor. The motion passed. Selectman Mical will notify the applicant.

Selectman Mical informed the Board that the water test for Silver Lake came back and all levels of tests were safe.

The Board approved $300.00 of supplies from Sam’s Club.

The Selectmen’s office was notified of a home business. A letter will be sent to the homeowners.

Chairman Brayshaw volunteered to speak at a supper at the United Church of Warner on September 22, 2001.
