Meeting Minutes

September 7, 2004

 

Meeting opened at 6:00 p.m.

In attendance: Selectman Wayne Eigabroadt- Chairman, Selectman Peter St. James.  Selectman John C. Brayshaw is on vacation.

Recorder of the minutes is Mary Whalen.

Ginger Marsh came before the Selectmen with concerns regarding the safety of her child walking to a bus stop that is located at Split Rock Road .  Mrs. Marsh’s son is in third grade and would be walking 6/10ths of a mile on North Road alone.  There have been other concerns received in the Selectmen’s Office regarding the safety of children.  Chairman Eigabroadt and Police Chief William Chandler will be meeting with School Board rep. Clark Lindley on September 9, 2004 at 8:00 a.m. to discuss the safety concerns regarding some of the new bus stops.  Mr. & Mrs. Love also commented about the safety of their child that also walks North Road early in the morning to the Split Rock Road bus stop.  The Highway Safety Committee will also discuss busing concerns on September 13, 2004 .   The School Board will be meeting on Thursday evening, September 9, 2004 ; the Selectmen encourage the public to attend. 

Richard Cook, Chairman of the Conservation Commission met with the Selectmen and presented a 2005 budget with no additional changes (same as 2004 budget).  Mr. Cook asked if the Selectmen would be supporting a Warrant Article in the amount of $50,000.00 for the Conservation Fund this year, and to also notify the Commission in a timely manner if they chose not to support the article.  Chris Perkins asked how much is in the Conservation Fund to date.  Mr. Cook believes that there is $149,000.00 presently in the account, of that; $125,000.00 will be spent on a purchase & sales. 

Selectman St. James made the motion to approve the August 24, 2004 meeting minutes as amended.  Chairman Eigabroadt seconded the motion.  The motion passed.

The secretary informed the Selectmen that the Maintenance Technician would be seeking quotes for an electrical panel at the Old Graded School .  The cost would be paid from the 2004 budget.  Also, the Maintenance Technician will also be seeking quotes for window replacement in the pre-school located at the Old Grade School .   The Selectmen are still waiting for a final quote for roof repair on the Town Hall over the stage area. 

Selectman St. James will attend the New London District Court on September 15, 2004 for an “Enforcement Order” regarding the Naughton property.  Town Counsel will also be in attendance.

Paul Fouliard, Transfer Station Department Head met with the Selectmen to review his 2005 budget.  Mr. Fouliard recommended splitting the Concord Regional line into two, one for the Guaranteed Annual Tonnage and one for the dumpsters.  The Finance Director explained that the line cannot be split, one is revenue and one is expense.  The Selectmen requested to meet with David Hartman (representative to Concord Regional) to discuss raising the Guaranteed Annual Tonnage.  Department request for the Concord Regional line is $85,000.00.  Mr. Fouliard would like to add additional open hours on Tuesday ( noon 7:00 p.m. ), pay increases for two Laborers that have completed their Level III training, move one Attendant to full time without benefits, and add additional man hours.  Mr. Fouliard would also like to see the pay scales adjusted accordingly, the Laborer pay scale pays more than the Attendant pay scale.  Electricity increased from $3,000.00 to $3,500.00.  Meals increased to $1,500.00 (for the volunteer).  Fire alarm was increased to $450.00, the monitoring needs to be determined.  Safety Equipment & Programs was increased to $1,500.00 (classes offered by the Department of Environmental Services & safety equipment).  Uniform line increased to $1,500.00 (new personnel). The Selectmen requested the fuel line separated into two lines, vehicle fuel and heating fuel.  Vehicle fuel request is $2,000.00.  Office Supply line increased to $300.00.  New Equipment increased to $75,000.00 (Bobcat @ $25,000, and the remainder for a horizontal baler).  Mr. Fouliard explained that one Bobcat is not enough; a larger and heavier machine is needed.  Cardboard is now being shipped out every three and half weeks.  The current machine does not pick up high enough.  Both items will be voted on at Town Meeting; out of the two items, the Bobcat is the item that is most needed.  It was also recommended to research other vendors that supply a piece of machinery that is like the Bobcat.  Heating fuel will be increased to $4,000.00.  Payroll and benefits will be determined at a later date.  The remainder of the line items remained the same as requested in the 2004 budget.  The Selectmen offered the opportunity to Mr. Fouliard to discuss the salary concerns in a non-public session.  Mr. Fouliard declined.  Mr. Fouliard explained that the current Attendant pay scale is from $8.84 - $12.82; a Laborer pay scale is from $9.03 - $13.23.  Mr. Fouliard explained that a level III Attendant is expected to have a college education and finds this to be a problem.  Chairman Eigabroadt asked Selectman St. James since the Wage Scale has been accepted as is, is there a way that it can be revisited.  Selectman St. James explained that the methodology used to create the scale for the Transfer Station is the same as for all the other positions. Towns that were similarly sized, along with the numbers provided by the New Hampshire Municipal Association, then arriving at a median number, taking 10% of the median, deducting from the bottom then adding to the top to expand the ranges because in some of the cases the ranges were very narrow.  Mr. Fouliard commented that his men should let their license’s lapse, that way they will make more money, but it is required to have the license’s in order to run the Transfer Station.  Selectman St. James stated that the concerns will be taken under advisement; Wage Study Committee members will be contacted. 

Chairman Eigabroadt made a motion to go into non-public session per RSA 91-A; III, section II, (a), for the purpose of discussing performance evaluations. Selectman St. James seconded the motion. The motion passed.

Chairman Eigabroadt made the motion to close the non-public session and open the public session.  Selectman St. James seconded the motion.  The motion passed.

Selectman St. James made the motion to accept the Transfer Station Performance Evaluations with corrections.  Chairman Eigabroadt seconded the motion.  The motion passed.

Mr. Glen Davis met with the Selectmen to further pursue the purchase of Town property that is directly behind Mr. Davis’ property (old railroad bed).  The Selectmen will research Mr. Davis’ request before a decision is made (deed restrictions etc.). 

The Supervisor’s of the Checklist met with the Selectmen to request that all mail that is received to be processed in a timely manner, and to be notified immediately if any priority/express mail is received.  The Selectmen’s secretary will make appropriate changes.

Selectman St. James made the motion that floodplain information will be indicated on all properties cards where applicable.  Chairman Eigabroadt seconded the motion.  The motion passed.

The Selectmen noted that the Highway crew at the Old Graded School would remove a damaged tree.  The Selectmen would like to know what becomes of the trees that are cut down.

The Selectmen reviewed a letter from Parks & Recreation regarding the custodial cleaning at the ball fields.  Chairman Eigabroadt requested to meet with Parks & Recreation at their next scheduled meeting.

Selectman St. James made a motion to accept the Performance Evaluation as submitted for the Planning/Zoning Board.  Chairman Eigabroadt seconded the motion.  All were in favor.

Selectman St. James made a motion to return the Highway Department Performance Evaluations as incomplete and to be completed correctly.  Chairman Eigabroadt seconded the motion.  All were in favor.

Selectman St. James commended Sargent Leppard during his security detail at the 89th Annual Hopkinton State Fair.  Hopkinton Police Chief David Wheeler who handled the security team spoke very highly about Mr. Leppard’s professionalism.

There is no meeting scheduled for September 14, 2004 .
