Meeting Minutes

September 20, 2005

 

Meeting opened at 6:00 p.m.

Selectman Cook made a motion to approve work session and Selectmen’s meeting minutes dated September 13, 2005. Selectman Hartman seconded the motion. The motion passed.

Selectman Cook contacted Town Counsel for the definition of "parking" and "storage" regarding the Naughton property enforcement order. Selectman Cook is waiting for a reply. A letter has been drafted and awaits signatures from the Selectmen noticing Mr. Naughton of the recent activities that have taken place on his property. These activities are in direct violation of the enforcement order. The activities were presented to the Selectmen by a neighbor. As of this date the Police have no record of commercial vehicles parked on Mr. Naughton’s property or along the road.

Selectman Cook made the motion to approve the appointment of Allison P. Mock as Deputy Warden for the Town of Warner. Selectman Hartman seconded the motion. The motion passed.

The Boy Scouts submitted a request to sell popcorn on Saturday, September 24, 2005 at the Transfer Station. Selectman Hartman noted for the record that food and the Transfer Station do not mix and future discussion may be needed. Selectman Cook made the motion to approve the Boy Scouts request. Selectman Hartman seconded the motion. The motion passed.

The Selectmen approved purchase orders for cold patch, the installation of an exterior light on the building at the Transfer Station and material to do a partial refurbish to the 86 Mack.

Various correspondences were signed by the Selectmen:

Letter to Mr. Naughton citing possible violations to the enforcement order.

Letter to Knoxland Equipment explaining that the container permit request was forwarded to the Planning Board for comment.

Letter to R. C. Brayshaw Co. Inc. acknowledging the planting of the evergreen buffer.

Letter to R. C. Brayshaw Co. Inc. noting that the container situated at the Newmarket site needs to be removed (mailed certified, return receipt).

Letter to Mr. Davis noting that the Selectmen acknowledge the removal of a travel trailer.

Selectman Cook noted that the Selectmen’s office needs to verify that the Town has responded to the courts regarding DeMoulas vs. Town of Warner by the October deadline.

Information regarding a contaminated well located on Map 16 Lot 59 will be placed in the property card for future reference.

The Selectmen’s office received information about the mileage rate being increased until the end of December 2005.

The Selectmen met earlier this morning with the Bob Bishop and Todd Leedberg from the Department of Environmental Services, Waste Management Division. The meeting encompassed how to deal with household hazardous waste based on a deficiency letter dated July 25, 2005. The current process at the Transfer Station indicates that the material is not being identified or stored correctly. Selectman Cook will draft a procedure on how the Town of Warner will deal with household hazardous waste to ensure the health and safety of the staff, citizens and the environment.

Selectman Hartman did meet with the Concord Regional Solid Waste Co-op Recycling Committee on September 22, 2005. The Department of Environmental Services presented detail information regarding what other Towns within the co-op do about recycling. At the meeting Selectman Hartman asked to look at household hazardous waste as a regional question.

The Selectmen met on September 19, 2005 and reviewed Town Administrator applications and ranked them into five top candidates. This information has been forwarded to the Local Government Center. Interviews will begin on October 6, 2005. John Dabuliewicz has agreed to participate in the interview process.

Selectman Cook perambulated the Hopkinton line on September 18, 2005 with Gerald Courser and Gary Young.

Conservation Commission Chairman John Dabuliewicz met with the Selectmen asking for support toward two land acquisitions. First one is a proposed easement on the Wiggins Family Trust property on 87 acres located on Howe Lane. The Commission has voted to expend up to $10,000.00 for appraisal fees and Forest Society working expenses. Selectman Cook made the motion that the Town of Warner accepts the executory interest in Wiggin Family Trust easement. Selectman Hartman seconded the motion. The motion passed. The second is the propose purchase of the George land that is in the Bear Pond watershed. It is a 31-acre parcel that links the Chase easement and the Contoocook Village Water Precinct easement land. The Contoocook Village Water Precinct has sent a letter of commitment asking the voters of Contoocook to purchase this land from the Warner Conservation Commission with an easement. The Commission is looking to see if the selling price can be placed in the Conservation Commission fund rather than the general revenue. Selectman Cook made the motion that the Board of Selectmen supports the Conservation Commissions effort to purchase the George property. Selectman Hartman seconded the motion. The motion passed. A public hearing will be scheduled for the expenditure of money from the Conservation Commission fund.
