WARNER BOARD OF SELECTMEN
MEETING MINUTES
SEPTEMBER 25, 2001

Chairman Brayshaw opened the meeting at 6:30 p.m., Selectman O’Connor and Selectman Mical was present, along with members of the public. Recording secretary is Mary Whalen.

Joanne Hinnendale met with the Selectmen for approval to have Allan Brown (Public Works Director) assist with the set up of the Fall Foliage Festival. Selectman O’Connor made a motion to allow Mr. Brown to assist in the set operation of the Fall Foliage Festival. Selectman Mical seconded the motion. All were in favor. The motion passed.

Chairman Brayshaw then excused himself from the Board and turned the meeting over to Selectmen O’Connor as acting Chairman, enabling Mr. Brayshaw to meet with the Board. Hastings Rigollet, who was a previous Selectman, sat in Mr. Brayshaw’s place.

Mr. Brayshaw would like the Town to recognize a sixty eight-foot section of Horne Rd. as a Class V Road. This section of road runs along Mr. Brayshaw’s property where he is proposing to build a home in the future. The Public Works Director denied a driveway permit on the sixty-eight foot section due to the road being classified as a Class VI road. The Selectmen will meet on September 28, 2001 at 10:00 a.m. along with the Public Works Director and Mr. Brayshaw at Map 8, Lot 21 to look over and discuss Mr. Brayshaw’s request. Further discussion will continue at the next Selectmen’s meeting.

Selectman O’Connor then turned the meeting back over to Chairman Brayshaw.

Chairman Brayshaw then made a motion to go into non-public session pursuant to RSA 91-A: 3,ll (c), matters if discussed in public, would likely affect the reputation of any person unless such person requests an open meeting. Selectman O’Connor seconded the motion. All were in favor. The motion passed.

Chairman Brayshaw made a motion to close the non-public session, and to seal the minutes pursuant to RSA 91-A: 3, III: due to divulgence of the information likely would affect adversely the reputation of any person other than a member of the body or agency itself, and re-open the public session. Selectman O’Connor seconded the motion. All were in favor. The motion passed.

Andrea Steel from the Lake Sunapee Region Visiting Nurse Association came to see the Selectmen for the 2002 appropriation on $6650.00. Andrea explained the services that the visiting nurses provide to the community. There was some feed back to the Selectmen questioning the services the association provides. Notification of the meeting with the Selectmen was posted on cable t.v. , the Town Hall and the Post Office. There was no public response. Selectman Mical commented that the health card packet is very helpful on emergency calls. Chairman Brayshaw made a motion to appropriate the $6650.00 for the Lake Sunapee Region Visiting Nurse Association. Selectman Mical seconded the motion. All were in favor. The motion passed.

Richard Cook met with the Selectmen to review the Conservation Commission budget. The map project at the Library was discussed. Selectman O’Connor made a motion to accept the Conservation Commission budget as is. Selectman Mical seconded the motion. All were in favor. The motion passed. The easement and the 3 acres in question of Mrs. Brown were discussed with Mr. Cook.

Chairman Brayshaw presented a draft of the Capital Improvements to the Board. The Board reviewed and made appropriate changes. Chairman Brayshaw will make the changes and have the final draft available for approval at the next Board meeting.

The remaining dog fines were discussed. A letter from the Police will be sent, and the remaining few who do not respond will be summonsed.

Selectman Mical informed the Board, that Webster may be willing to encumber half the cost of reestablishing a town boundary marker located off Route 103 in the Davisville area. Selectman Mical will obtain an estimated cost for the survey for Webster.

The drop off and pick up of students at the Simonds Elementary School and the proposed new routing of the busses through the school was discussed. The Selectmen suggested a public hearing, to be held by the school.

Chairman Brayshaw made a motion that the Fall Foliage Festival put a dumpster behind the Odd Fellows Building for recycling of cans and cardboard. Selectman Mical seconded the motion. All were in favor. The motion passed

A memo will be sent to the above departments advising of the date and time.

Chairman Brayshaw made a motion to go into non-public session pursuant to RSA 91-A: 3, ll. (b), consideration of the hiring of a public employee. Selectman O’Connor seconded the motion. All were in favor. The motion passed. Chairman Brayshaw made a motion to close the non-public session and to seal the minutes pursuant to RSA 91-A: 3,lll, divulgence of the information likely would affect the reputation of any person other than a member of the body or agency itself, and re-open the public session. Selectman O’Connor seconded the motion. All were in favor. The motion passed.

Appreciation Day at the Transfer Station was discussed. Everything is all set to go.

The Selectmen reviewed the September 18, 2001 minutes. Chairman Brayshaw made a motion to approve the September 18, 2001 minutes with corrections. Selectman Mical seconded the motion. The motion passed.

The Selectmen discussed the Town Report and dedication.

The Pinnacle proposal for the landscaping at the Police Department was discussed.

Selectman O’Connor relayed a request to purchase a liner for the animal control vehicle. Payment for this item can only be made by check or credit card. Selectman O’Connor made a motion to have the Finance Director make a check for $98.94, payable to Bass Pro Shops. Chairman Brayshaw seconded the motion. All were in favor. The motion passed.

Selectman O’Connor also informed the Board that the Police Department has found a better pager. The contract is $8.00 a month less, but $300.00 will need to be spent to purchase new pagers. The current contract needs to be checked for penalties.

The Selectmen discussed an upcoming event that the Men’s Club has planned which includes the landing of a helicopter. The Selectmen feel that any organization that has an activity should speak to the Selectmen first before proceeding, to ensure there are no liabilities to the Town. Discussion followed.

Chairman Brayshaw made a motion to adjourn. Selectman Mical seconded the motion. Chairman Brayshaw withdrew his motion to adjourn.

Chairman Brayshaw made a motion to waive the Town Hall rental fee for the 4-H Club Banquet scheduled for October 27, 2001. Selectman Mical seconded the motion. All were in favor. The motion passed.
