Meeting Minutes

October 8, 2002

 

Chairman O’Connor opened the meeting at 6:00 p.m.

In Attendance: Selectman Robert C. O’Connor – Chairman

Zoning Board Representatives, Martha Thoits and Martha Mical met with the Board to review the Zoning Boards 2003 budget. The Zoning Board forwarded a recommendation to increase the Zoning Boards Secretaries salary and increase her weekly hours by two. It was also noted to the Board that the Zoning Board Secretary did not receive the 3% cost of living increase that was accepted by Town vote at the 2002 Town Meeting. Selectman Brayshaw made a motion to pay the Zoning/Planning Board Secretary retroactive 3% cost of living increase back to January 2002. Selectman Mical seconded the motion. All were in favor. The motion passed. Chairman O’Connor made a motion to increase the Zoning/Planning Board Secretaries hours to 25 per week, and to be split appropriately by the two Boards. Selectman Brayshaw seconded the motion. Selectman Mical commented that this is part of the budget submittal. Chairman O’Connor commented that the Board is acknowledging the Zoning/Planning Boards need for extra hours. All were in favor. The motion passed. Selectman Mical made a motion to increase the Planning/Zoning Secretaries wages for budgetary purposes from $10.63 to $11.16. Selectman Brayshaw seconded the motion. All were in favor. The motion passed.

Planning Board Representative, Jim McLaughlin and Derek Pershouse met with the Board to review the Planning Board 2003 budget. Appropriate changes were made by the Selectmen.

Conservation Commission Representative, Jim McLaughlin met with the Board to review the Conservation Commission 2003 budget. Appropriate changes were made by the Selectmen.

Parks and Recreation Representative, George Saunders met with the Board to review the Parks and Recreation 2003 budget. Appropriate changes were made by the Selectmen.

There will be an informational presentation about the new Performance Evaluation Form at the Warner Police Department. All Town employees are to attend one of the following days, October 23 or 30, 2002 from 12:00 to 1:00 p.m. A representative from the Wage Study Committee will be available.

The Board will be meeting with local Selectmen regarding the sharing of resources on November 12, 2002 at 7:30 p.m.

Selectman Mical informed the Board that work for the Town Hall roof would begin the week of October 18, 2002.

The Board signed the Advanced Recycling contract that runs from September 1, 2002 until August 31, 2004.

 

Chairman O’Connor will draft a letter for the Men’s Club and the Business Association addressing growth. The Board will review the letter at the next Selectmen’s meeting.

Public Comment:

Martha Mical stated that the 911 book has been updated.

Selectman Brayshaw asked Chairman O’Connor if there was any information pertaining to an ongoing investigation. Chairman O’Connor had no information to offer.

Selectman Mical recommended reminding the residents of Warner that the 911 numbers must be visible from the road. Selectman Mical will draft a notice to be put in the Warner New Paper.

Selectman Mical informed the Board of Selectmen that a 50 yard dumpster is being used to clean up a Town right-of-way on North Road. After the clean up is completed the area will be blocked off. A reminder will be posted that it is illegal to dump anywhere but the Transfer Station.

Selectman Mical made a motion to approve the September 17, 2002 Selectmen minutes with corrections. Chairman O’Connor seconded the motion. All were in favor. The motion passed.

Selectman Mical made a motion to approve the September 25, 2002 Work Session minutes with corrections. Selectman Brayshaw seconded the motion. All were in favor. The motion passed.

Selectman Mical made the motion to adjourn at 8:35 p.m. Selectman Brayshaw seconded the motion. All were in favor. The motion passed.
