TOWN OF WARNER BOARD OF SELECTMEN MINUTES TUESDAY OCTOBER 10, 2000
Kearsarge Regional School Superintendent Tom Brennan met with the Selectmen to formally introduce himself, and to listen to their concerns. Selectman Brayshaw stated his concerns of overcrowded buses, buses going over covered bridges, and bus drivers speeding, and a discipline issue. Mr. Brennan addressed the overcrowding issue by stating the schools Principals now have a roster of each bus, to help maintain the correct capacity. Mr. Brennan will research Mr. Brayshaw’s remaining concerns. Selectman Brayshaw will construct a follow-up letter about the buses going over the covered bridges. Discussion continued in areas of dress codes, teacher certification, the D.A.R.E. Program, and school spending. The Selectmen would like to help in maintaining feedback and follow up from the District. Mr. Brennan thanked the Selectmen for their time and looks forward to maintaining communications with the School Districts Towns. Meeting was called to order at 6:30 P.M. by Selectman Nogues. Selectman Brayshaw was present, along with members of the public. Selectman O’Connor was absent. First item on the agenda was the update on the sticker check program at the Transfer Station. The monitor recorded thirteen missing or improperly stickered vehicles. Selectman Brayshaw will research whether a charge of $175.00 for out of town sticker holders is a fair price and construct a policy. Random sticker checks will continue. Selectman Nogues will keep the Board of Selectman updated in regards to Celebrate NH compensating a special detail officer. Chief Chandler corresponded with Celebrate NH and is now waiting for a reply. Selectman Nogues has gathered all necessary information for submission of the
Energy Grant. Awaiting walk through from PSNH to view the newly installed energy
lights in the Cap Building, Town Hall, Fire Station, Transfer Station and the
Highway Shed. Selectman Nogues made the motion to accept the 9/19/00 non-public minutes with changes, Selectman Brayshaw seconded, motion carried. The reappointments of Forest Fire Wardens from the State were returned from the Fire Department and signed by the Board of Selectmen. Selectman Brayshaw made the motion to forward $9500.00 of the $14,000.00 of Highway labor to the Police budget line, and $4500.00 to the Highway budget line, Selectman Nogues seconded, motion carried. Selectman Brayshaw will read recommended steps from Town Counsel for ordering the removal of hazardous and dilapidated buildings. Approval of the October 3, 2000 minutes with changes, will go before the Board of Selectmen next scheduled meeting. Board of Selectmen’s 10/31 and 11/4 meetings are canceled, due to Halloween and the Election. Regular scheduled meetings will be meeting on Thursday evenings for the month of November starting on November 2, 2000 at 6:30 P.M. Board of Selectmen will not meet on November 23, 2000 due to Thanksgiving. The Board of Selectmen signed 2 sign permits, 1 building permit, 1 intent to cut, and 1 current use. The Selectmen have received numerous negative responses in regards to the new Police Station sign. Current sign will not be installed per Board of Selectmen. Another radioactive problem has been brought to the Selectmen’s attention. Selectman Brayshaw made the motion to apply $302,000.00 of surplus, to reduce the tax rate. Selectman Nogues seconded, motion carried. Selectman Brayshaw made the motion to approve $50,000.00 for overlay in the process of setting the tax rate. Selectman Nogues seconded, motion carried. The State of NH is taking the Town of Warner to the Board of Land and Tax Appeals to force the Town to do a re-evaluation in the year 2001. Public Works Director informed the Selectmen that a Town resident has a drainage problem on his property. The Selectmen suggested to have the resident set an appointment to hear his concerns. Department Head meeting has been canceled till further notice. The Town Clerk informed the Selectmen the office will be closed on October 18 and 19 due to a conference. And the cost of motor vehicle software package will be increasing. The State will eventually be putting it on-line and there will be an additional cost for that. The Town of Warner Building Inspector informed the Selectmen that he will be incorporating paperwork into the building permit package, to keep the Town in compliance with Federal Regulations in regards to flood insurance. Which will be submitted to the Board for approval. The Selectmen received comments from the public. Selectman Brayshaw made the motion to adjourn at 9:00 P.M. |
