Meeting Minutes
October 10, 2006
Meeting opened at 7:20 p.m.
In attendance: Selectman David E. Hartman – Chairman,
Selectman Wayne Eigabroadt – absent, and Selectman Richard A. Cook

Others present: Brian Hotz – Conservation Commission,
Judith Rogers, Mike Rogers, Kevin Tarleton
Mr. Hotz met with the Selectmen regarding a
conservation easement on property owned by the Mariam Wiggin Family Trust.
The donation in size is 87 acres located in the Mink Hills; technically it
is a bargain sale where the Town is acquiring the easement for $4,000. The
Forest Society is the primary holder of the conservation easement, the
Town of Warner being the executor interest. Selectman Cook stated for the
record that Selectman Eigabroadt, who is absent, read the easement and
recommends signing the document. Selectman Cook made the motion to
accept the easement on the Mariam Wiggin Family Trust and to sign the
easement to put it in force. Chairman Hartman seconded the motion. All
were in favor. The motion passed. Town Clerk, Judith Rogers notarized the
signatures.
The guaranteed annual tonnage (GAT) that is delivered
to the incinerator was recommended to be set at 2050. Selectman Cook made
the motion to set the GAT for 2007 at 2050 tons. Chairman Hartman
seconded the motion. Judith Rogers clarified that there will no longer be
refunds applied in 2007 for Towns that come under the GAT. All were in
favor of the motion. The motion passed.
Selectman Cook made the motion to approve a
"Sign Permit" for map 14 lot 14. Chairman Hartman seconded
the motion. All were in favor. The motion passed.
Mike Rogers met with the Selectmen to seek permission
for non permanent tree stands along with baiting bear and dear on Town
property. Martha Mical voiced objection to the baiting. The Town
Administrator signed permission previously for a resident to hunt on the
Chandler Reservation from October 1 through December 31 either by still
hunting or use of non permanent tree stands and will adhere to all
established rules regarding safety and ethical hunting. Selectman Cook
recommends contacting the Trustees of the Chandler Reservation advising
them of this requested permission and asking how they feel about baiting
and hunting on the properties that they manage. Once this information is
received the request for hunting will be processed.
Temporary signage was discussed by the Selectmen in response to a
request from the Planning Board to enforce the ordinance (focus was on the
Intervale area) which states "under no circumstances shall a
temporary or permanent sign be erected without a sign permit. All sign
permits for temporary or permanent signs shall be obtained from the
Selectmen or Agent." The Selectmen agreed that the enforcement should
be focused on both the Intervale and business areas only. The TA
recommends addressing each permit as it comes before the Board and then
asking the Planning Board to look at the current ordinance and consider
changing to a policy that is easily updated. Ms. Buono will send a
reminder notice to the area businesses regarding the required permits for
temporary signs.
Administrator’s Report
Permission to Hunt - Two residents have come
before the administrator requesting permission to hunt letters, which
although have been required right along have not been enforced. The State
is now enforcing the issue which is the reason these requests are
surfacing.
Motor Vehicle Registration Fee – Attached is
a copy of RSA 261:153 which deals with motor vehicle registration. Section
VI discusses the collection of a $5.00 fee per registration which can be
deposited into a capital reserve fund for the purpose of municipal
transportation improvements. Once the Selectmen read and absorb this, Ms.
Buono would like to get an idea as to whether the Selectmen are interested
in pursuing the idea. The Town Clerk added that this fee is added to every
registration. Ms. Buono will find out which vehicles this fee would effect
along with an average dollar amount that would be acquired from the fee.
James House Preschool – A request has been
received from Sue Gleason for the use of the Warner Cooperative Preschool
classroom two afternoons a week from October 17, 2006 – June 12, 2007.
There will be between 4-8 children in the program with three staff members
per session. Ms. Buono will research past rental fee. Once the fee is
established a letter of approval will be sent to Ms. Gleason.
Planning Board – Barbara Annis sent a request
to the Selectmen to extend the time for a decision on the RAW site plan
for an additional 90 days. Selectman Cook made the motion that the
Planning Board be granted an additional 90 days to review the application
of RAW, map 35 lot 4 -1, 2 & 3. Chairman Hartman seconded the
motion. All were in favor. The motion passed.
The Police Chief has forwarded the radar trailer tri-town agreement
(Warner, Webster, Bosawen) to be signed by the Selectmen. Once the
agreement is signed the trailer can be utilized.
Selectman Cook made a motion to accept the resignation of Scott
Lewis from the Warner Police Department effective October 20, 2006.
Chairman Hartman seconded the motion. All were in favor. The motion
passed.
The Selectmen will begin budget work sessions scheduled for October 17,
19 & 31st.
October 16th is scheduled for the CIP presentation.
Selectman Cook made a motion to approve September 15 work session,
September 22 non public & September 22 sealed non public. Chairman
Hartman seconded the motion. All were in favor. The motion passed.
