Meeting Minutes

Monday, November 1, 2010

 

Chairman Hartman opened the public session at 2:07 p.m.

In Attendance:   Selectman David Hartman – Chairman, Selectman David Karrick, Jr., Selectman Clyde Carson, Town Administrator Laura Buono  

1. 2011 Operating Budget Highlights

Fire Department

o             At the October 28th meeting there were some questions regarding radio replacement.  The Town Administrator spoke with the Fire Chief; he said if the Selectmen are going to present a warrant article the money budgeted for radios and pagers can be pulled out of the equipment line and added to the warrant.

o             The money budgeted in 2010 for interior painting will be encumbered and used in 2011; the Town Administrator removed the money in the 2011 budget.

Emergency Management

o             The EM radios as well as the Highway Department radios will be included in the Fire Department warrant and removed from the operating budget.

Highway Department

o             Salary and benefits were adjusted to reflect the change in the DPW position.

o             Shop repairs show an increase because there are lights that need replacing.  Selectman Carson said that this item could be added to the energy warrant.

o             New federally regulated street signs are budgeted for.  The Main Street area will be paid from the 2010 budget. 

Transfer Station

o             The Foreman would like to purchase a new waste oil furnace; the current furnace is very labor intensive because contaminated oil was used in the furnace.  Some energy improvements have been completed in the main building.  The Town Administrator asked if the Transfer Station should purchase the furnace this year, there is money left in the budget this year to cover this expense.  The Board approved the expense for this year.  A used oil grant can also be applied to help off-set the cost.

o             Tonnage will be reduced to the Regional Co-op.  The hauler is hauling to another incinerator.

o             The household hazardous waste grant will be researched to help offset the hazardous waste day cost.

Health & Welfare

o             The Town Administrator is currently covering as Welfare Director and said the volume of welfare is not time consuming.  The Town Administrator recommends keeping the process within the Selectmen’s office.

Parks & Recreation

o             Upgrades to the skateboard park are slated for 2010 and 2011.

Pillsbury Free Library

o             The Town Administrator said the Library will have to budget items purchased with their revenues (book sale etc.).  The Town Administrator will find out if a separate warrant article can be added for the revenues that will be a wash item.  This way the revenues won’t need to be added to the operating budget and then added to the revenues.   

Next budget review meeting is scheduled for November 8th at 2:00 p.m.  

2. Nonpublic Session

Chairman Karrick moved to enter into Nonpublic Session at 3:i5 p.m. per RSA 91-A:3 II (b), hiring. The motion was seconded by Selectman Carson. A roll call vote was taken. Chairman Hartman – yes; Selectman Karrick – yes; Selectman Carson – yes.  Motion passed unanimously.

The Board discussed filling the Director of Public Works position.

Chairman Hartman moved to come out of Nonpublic Session at 3:40 p.m.   The motion was seconded by Selectman Carson. A roll call vote was taken. Chairman Hartman – yes; Selectman Karrick – yes; Selectman Carson – yes.  Motion passed unanimously. 

3. Adjournment

At 3:41 p.m. a motion was made and seconded to adjourn.
