BOARD OF SELECTMEN MINUTES

THURSDAY NOVEMBER 2, 2000

 

Meeting was called to order by Chairman Nogues at 6:40 PM. All Selectmen were present along with members of the public.

First appointment on the agenda was with Mr. Will Begin, who has purchased five lots on Highland Farms. Mr. Begin has requested the Selectmen to do a site review on the lots to reflect proper value. Mr. Begin feels the lots are not properly assessed. The Selectmen will walk these lots on Saturday, November 4, 2000. A decision will be made at the next Selectmen’s meeting.

The next appointment was with Todd and Melissa Courser. They are questioning the assessment of their one acre house lot. The Selectmen will do a site review on Saturday November 4 and advise the Courser’s of the Board’s decision after the next meeting.

Tax Collector, Marianne Howlett, informed the Selectmen that the taxes owed on the Martin building total $12,403.97, and that Marianne has not done any kind of title search on this property. General agreement of the Selectmen is that they are not willing to abate $12,403.97 plus pay Mr. Martin asking price of $50,000.00.

Selectman O’Connor excused himself at 7:30P.M. from the Selectmen’s meeting.

Sue Dabuliewicz met with the Selectmen to request the use of the Town Hall for dance lessons for area teen’s. It would be every Tuesday for three weeks in November and a nominal fee of $25.00 will be charged for the use of the hall.

The Selectmen will notify Doug Hunt that the Board is aware of his drainage problem. Public Works Director Allan Brown has a section of Kearsarge Mountain Rd. slated for the future where he will include Mr. Hunt’s section pending available funds at that time.

The 22 radioactive discs have been disposed of. They have been transported to Washington State to be buried.

Dennis Hamilton, who is contracted to work on the new Police facility, met with the Selectmen to release $9818.00 for his pending expenses. Other bills dealing with ad on items will be submitted to bring his retainer back up to the required 10%. After the Selectmen reviewed expenses, the $9818.00 was released to Mr. Hamilton.

Selectman Brayshaw made the motion to have Tim Bologna work at the transfer station for another 2 months, 8 hours on Saturday’s. Chairman Nogues seconded, motion carried. Public Works Director has Mr. Bologna hours budgeted for 2001.

Selectman Brayshaw made the motion to change the Building Inspector Dennis Labrecque’s title to Building Inspector/Zoning Compliance Officer. Chairman Nogues seconded, motion carried.

The Selectmen are in agreement that vacation time cannot be carried over, but would set a certain limitation to the time period. Selectman Brayshaw will write a policy on vacation carry over time.

The Selectmen set a work session to go over their budget on November 14th at 5:30P.M.

The Selectmen signed 2 intents to cut, 2 veterans exemption, 1 abatement letter, 3 building permits. The Selectmen requested to see original paperwork with building permit renewals.

Two Town employees have applied for credited service to be applied toward the New Hampshire Retirement System. Chairman Nogues advised the Board of Selectmen to seek legal counsel. Chairman Nogues received advise from the Retirement System Legal, and the way he interpreted the advice, was that the Board of Selectmen is not authorized to credit service. Chairman Nogues does not believe it is an oversight of the Board. Chairman Nogues stated it was voted not to credit service by J.D. Colcord, Lynn Bean and himself when they were a Board of Selectmen. Chairman Nogues will not sign the petitions until legal counsel is sought.

Chairman Nogues stated for the record that at the Budget meeting on November 1 it was said by Nancy Martin that nobody had applied for the Planning and Zoning Secretary in the past six months. It is Chairman Nogues’s understanding that the Board of Selectmen have always hired or appointed the secretaries to the Planning Board, and Zoning Board. It is the Board of Selectmen’s responsibility to find or select a new person for that Board. Chairman Nogues does not understand why the job posted directed applicants to submit resumes to the Planning or Zoning Boards, when the resumes should have been submitted to the Board of Selectmen, that’s why know one applied to the Board of Selectmen which may have been an oversight of the Selectmen.

Chairman Nogues made the motion to accept the resignation of the Planning and Zoning Secretary effective 10/31, Selectman Brayshaw seconded, motion carried.

Chairman Nogues made the motion to hire Ginger Brayshaw at $9.92 effective 11/2, Selectman O’Connor seconded by phone call, Selectman Brayshaw abstained.

Selectman Brayshaw updated the Selectmen on the salt and sand shed. Its coming in on budget.

There are no sidewalks going in on Geneva St. It is being prepped and it will stay prepped until the Town votes on putting brick down.

Selectman Brayshaw is trying to contact Mr. Fairfield in regards to his barn. If contact is not made a courtesy letter will be sent in regards to the endangerment of the structure.

Selectman Brayshaw made the motion to accept the 10/24 minutes, Chairman Nogues seconded, motion carried.
