Warner Board of Selectmen Meeting Minutes November 8, 2005
Meeting opened at 6:00 p.m. In attendance: Selectman Wayne Eigabroadt – Chairman, Selectman David E. Hartman, and Selectman Richard A. Cook Recorder of the minutes is Mary Whalen Others present: Ed Mical – Emergency Management Eleanor Harris – resident Argus Champion Ed Mical met with the Selectmen to discuss the Capital Area Health Network. Mr. Mical feels that it is an asset for communities to be able to communicate with each other regarding the medical community. The Network is looking for a commitment from the communities to participate. Selectman Cook made the motion that the Town of Warner join Capital Area Health Network and assign Health Officer Charles Durgin to be Warner’s representative and Ed Mical as the alternate member. Selectman Hartman seconded the motion. All were in favor. The motion passed. Mr. Mical informed the Selectmen that the Town of Warner has registered with FEMA in regards to the recent flooding. Both Mr. Mical and Allan Brown are the representatives. FEMA will conduct a survey of the damages. Associated with this program because of the flooding is Hazard Mitigation funds. In order to be eligible the Town must have an approved Hazard Mitigation Plan, which the Town has. Eleanor Harris met with the Selectmen regarding a flea market that will take place on November 26, 2005; all proceeds will benefit Kearsarge Elderly Housing. Pat Loman will be assuming responsibility for the Hold Harmless Agreement; once the agreement is signed the Selectmen’s office will process the rental agreement. Selectman Hartman made a motion to approve non-public minutes dated October 18 & 19, 2005, October 25, 2005 meeting minutes and October 25, 2005 work session minutes with corrections. Selectman Cook seconded the motion. All were in favor. The motion passed. The secretary requested that the Selectmen motion to seal the October 25, 2005 non-public session meeting minutes, matters were discussed that could adversely affect a reputation of a person other than a member of the Board. Clarification will be obtained from the Local Government Center before the Board proceeds. The Selectmen announced that Laura Buono accepted the position of Town Administrator for the Town of Warner beginning on November 28, 2005. A "Notice of Violation" has been mailed certified, return receipt to Joseph Abbondanza, which was received by Mr. Abbondanza on November 7, 2005. The Selectmen reviewed a request from James House to use the Co-operative Preschool for two afternoons on a weekly basis. Selectman Cook made the motion to approve the use of the Warner Co-operative Preschool by the Kearsarge Regional District Preschool program James House on two afternoons Tuesdays and Thursdays at the cost of $75.00 per month. Selectman Hartman seconded the motion. All were in favor. The motion passed. The Selectmen received information pertaining to a piece of Town property that abuts the Bock sub-division. The information explains the history before and after the piece was part of Route 114. The Selectmen discussed the repair of the 86 Mack. A new rear-end is needed costing $3,500.00 (not part of the rehab). The Selectmen discussed the cost to refurbish the vehicle. The truck is needed for a plow route. The Highway budget is running high, the Selectmen agreed to fund the needed repair from $2,500.00 Contingency and $1,000.00 from 86 Rehab. Chairman Eigabroadt is concerned; this budget continually runs over effecting other departments that do not. Selectman Cook made the motion to approve the abatements (bookkeeping corrections totaling $406.75) requested by the Tax Collector on November 8, 2005. Selectman Hartman seconded the motion. All were in favor. The motion passed. Selectman Cook made the motion to approve the refunds (totaling $41.53) requested by the Tax Collector on November 8, 2005. Selectman Hartman seconded the motion. All were in favor. The motion passed. Selectman Hartman made a motion to approve the payment of $936.16 to the Local Government Center for advertising the Town Administrator position. Selectman Cook seconded the motion. All were in favor. The motion passed. Selectman Cook made the motion to approve the expenditure amounting to $1,600.00 for supplies and installation of outdoor lighting at the Transfer Station by Deschenes Electric. Selectman Hartman seconded the motion. All were in favor. The motion passed. Selectman Cook made a motion to approve the expenditure of $2,900.00 from the Reconstruction of East Roby District Road Capital Reserve Fund to cover the cost of Provan & Lorber to complete engineering specs as required for the FEMA grant application. Selectman Hartman seconded the motion. All were in favor. The motion passed. Selectman Hartman recommended researching the resent cost to repair a furnace at the Transfer Station may qualify reimbursement through the used oil grant.
