TOWN OF WARNER BOARD OF SELECTMEN MINUTES THURSDAY NOVEMBER 9, 2000
Selectman Brayshaw opened the meeting at 6:40 P.M., Selectman O’Connor was present along with members of the public, Chairman Nogues was absent due to a previous commitment. Mr. Allan Piroso met with the Selectmen to address some concerns he has after receiving his tax bill. First concern was the new police facility budget. At present the budget is over by $18,000.00 due to an inadequate sprinkler system. Selectman Brayshaw and Selectman O’Connor, along with the advice of the fire chief, previously made a motion to go with a more adequate system to better protect the Town’s investment of this new facility. The new sand shed is running well within budget. Selectman O’Connor pointed out that the tax bill is based on what was approved at Town Meeting. Mr. Piroso brought up the dog kennel. The kennel will not be finished, it was not built to spec. The kennel will have to be put into next year’s budget. The police sign was discussed. Selectman Brayshaw made the motion to have the sign removed until the facility was complete. The Selectmen received hundreds of complaints about the sign, and a decision was made not to put the sign back up. Mr. Piroso’s next concern is the emergency access road at the park and ride and why it isn’t plowed in the winter time. Also the new town animal vehicle needs wiring, and what is the town going to do with the old vehicle. Last issue is the pit on North Rd. Crushed glass, stumps, cement, tires, etc are being dumped out there. The Selectmen were not aware of this dumping taking place until two days prior. Mr. Piroso was assured that his concerns will be addressed. Selectman Brayshaw made the motion to table the 11/2/00 minutes approval until next Selectmen’s meeting. Selectman O’Connor seconded. The Selectmen discussed the writing of a vacation carry over policy. Before this can be completed a total number of pending weeks was requested. Selectman O’Connor will be writing a policy on recreation vehicles and deer stands, To present to the Board for review. Selectman Brayshaw made the motion to continue with the $25.00 gift certificates for Town employees at Thanksgiving. Selectman O’Connor seconded.The Selectmen filled out a request for credited service to be applied toward retirement. Mr. Begin met with the Selectmen on 11/2 and requested a site review of the lots that were purchased on Highland Farm. The Selectmen went and reviewed the lots and after discussion Selectman O’Connor made the motion that lot 5 be changed from .6 to .65 topo, lot 6 from .6 to .65 topo, and lot 9 from .6 to .5 topo. Selectman Brayshaw seconded.The next property in review is Todd and Melissa Courser. Selectman O’Connor made the motion to place a market adjustment of 10% on the property, map 11 lot 34-1, due to not enough dry land and not in current use, Selectman Brayshaw seconded. Selectman Brayshaw made a motion give an abatement to the Courser’s for $75.08, Selectmen O’Connor seconded. Selectman Brayshaw made the motion to amend the 10/24 minutes that read - The next budget reviewed was the Planning board. Selectman Brayshaw made the motion to reduce the clerk line $1000.00, Selectman O’Connor seconded, motion carried. To read - The next budget reviewed was the Planning Board, Selectman Brayshaw representing the Planning Board, discussed with the Selectmen about raising the hourly wage of the clerk line. Chairman Nogues then made a motion to stay at the same rate as set by the Zoning Board secretary, Selectman O’Connor agreed. Then Selectman O’Connor made the motion to reduce the clerk line by $1000.00. After more discussion Selectman Brayshaw made the motion to accept the budget with changes minus $1000.00 in the clerk line and stick with the budget as proposed last year, Selectman O’Connor seconded, motion carried. Selectman O’Connor seconded. The Selectmen signed one intent to cut. Finance Director, Wendy Pinkham explained to the Selectmen about a 50% discount rate from Compensation Funds of NH. Selectman O’Connor made the motion to sign the discount proposal, Selectman Brayshaw seconded. The Selectmen discussed at length eligibility for retirement benefits for a town employee who was previously denied by past Board of Selectmen due to being an elected official. The Selectmen are going to research and resolve this issue. The Selectmen discussed recycling at the transfer station. It is mandatory to recycle in town. The Selectmen are going to set up a study committee. The Selectmen continued discussion about out of town sticker holders at the transfer station. November 28, 2000 is set for the next sticker check at the transfer station. Selectman Brayshaw discussed monitoring the transfer station. Mr. Ed Mical highlighted the Selectmen on the devices available. Selectman O’Connor would like a piece of equipment available for the November 28th sticker check. Selectman Brayshaw discussed town employees lending keys out to the general public. Selectman O’Connor will have a policy available for approval at the next Selectmen’s meeting. The Selectmen went over parks and recreation budget. Selectman O’Connor made the motion to take out $4000.00 for proposed fencing at the softball field and $5000.00 out for proposed storage at riverside park, Selectman Brayshaw seconded. Selectman Brayshaw made the motion to decrease the maintenance line by $1000.00, Selectman O’Connor seconded. Next budget reviewed was cemeteries, the Selectman Brayshaw made the motion to accepted the budget as is. Selectman O’Connor seconded. Ed Mical asked permission to buy a sander to replace his own that is burnt out from sanding the CAP building stairs. Selectman Brayshaw made the motion to reimburse Mr. Mical, Selectman O’Connor seconded. The Selectmen took comments from the public. Selectman Brayshaw adjourned the meeting at 10:00 P.M., Selectman O’Connor seconded.
