Meeting Minutes

November 15, 2005

 

Meeting opened at 6:00 p.m.

The Selectmen presented a copy of the Parking Committee Study to Superintendent Tom Brennan, Clark Lindley and Karen Merrill-Antle for review. The study’s preferred expansion includes the property where Simonds School is located. The Parking Committee members were available to answer questions. The redevelopment of the Odd Fellows Building hinges on available parking. The preferred expansion helps address both sites. The school officials will review the study and share the information with the Facilities Committee, after which they will contact the Selectmen’s office to further discuss the options available along with a member from the Facilities Committee.

Mr. Brennan also presented the 2006 Kearsarge Regional School budget. The budget presented increased by 8.83% from last year.

Selectman Cook made the motion to open the Public Hearing requested by the Cemetery Trustees. Selectmen Hartman seconded the motion. All were in favor. The motion passed.

Trustee Bob Shoemaker read the proposed policy into record: Vehicle access to the New Waterloo Cemetery will be prohibited from November 15 to May 1 or at the discretion of the Cemetery Trustees, based on weather conditions. The Pedestrian gate will remain open for year-round access.

The purpose of the policy is to keep the cemetery pristine from rutting.

The Hearing was open to public comment. No comments were received. Selectman Cook made the motion to formulate Town Policy that vehicle access to New Waterloo Cemetery will be prohibited from November 15 until May 1 or at the discretion of the Cemetery Trustees based on weather conditions. Pedestrian access will remain open for year-round use. Selectman Hartman seconded the motion. All were in favor. The motion passed.

Selectman Cook made the motion to close the Public Hearing. Selectman Hartman seconded the motion. All were in favor. The motion passed.

Karen Kimball met with the Selectmen regarding the rising water level of Pleasant Pond. The Director of Public Works has learned that the drainage pipe located on Pleasant Lake Estates is blocked. The owner of the estates has been contacted to take immediate action.

Laura Stirling from Mason & Rich met with the Selectmen and gave a brief overview of the audit proposal.

The Selectmen will arrange a meeting with the Precinct regarding recent water usage at the Police Station.

Selectman Cook made a motion that the Selectmen’s office forwards a letter to Primex informing them of the Town’s intention to seek alternate proposals for workmen’s compensation. Selectman Hartman seconded the motion. All were in favor. The motion passed. Primex has proposed a 45% increase.

Town Clerk, Judith Rogers met with the Selectmen and presented a wage request for the Deputy Town Clerk and also presented a salary request for herself. The Selectmen will consider the requests as presented.

The Selectmen reviewed a draft memo that will be sent to Department Heads requesting recommendations for merit increases.

Selectman Cook made the motion that a building permit for a mausoleum is not required within Pine Grove Cemetery. Selectman Hartman seconded the motion. All were in favor. The motion passed.

Selectman Cook made the motion to seal non-public meeting minutes dated October 25, 2005. Selectman Hartman seconded the motion. All were in favor. The motion passed.

Selectman Cook made a motion to approve as corrected November 1, 2005 meeting minutes & work session and November 1, 2005 non-public also October 25, 2005 non-public minutes as amended to be sealed. Selectman Hartman seconded the motion. All were in favor. The motion passed.
