TOWN OF WARNER Chairman Nogues called the meeting to order at 6:30 P.M., all Selectmen were present along with members of the public. First appointment was with Jean Hallenborg who requested a non-public session with the Selectmen. Selectman Brayshaw made the motion to close the public meeting and to go into non-public session per 91-A: 3, II (a) compensation, Selectman O’Connor seconded, motion carried. Selectman O’Connor made a motion to seal the non-public minutes, Selectman Brayshaw seconded. Selectman O’Connor made the motion to close the non-public session and re-open the public meeting. Selectman Brayshaw seconded the motion. Chairman Nogues opened the floor to Mr. Chase III who requested to use 300 feet of a Class 6 road as a driveway. Chairman Nogues explained that there is a policy in place. Further discussion with the Selectmen was explained that the class 6 road would need to be brought up to spec in order for a building permit to be issued. The Selectmen stand firm with the policy that has been set to preserve parts of the Town. Selectman Brayshaw made the motion to approve 11/2 and 11/9 minutes, Chairman Nogues seconded, motion carried. Selectman Brayshaw made a motion that any Town employee who is required to wear a uniform and is not wearing a uniform will be sent home without pay, Chairman Nogues seconded. All Selectmen agreed on this issue strongly. Selectman O’Connor will respond in a letter about the flags to be posted in the Warner Paper. Selectman Brayshaw discussed the dumping on North Rd. with the Public Works Director and will be checking with the State on regulations. Selectman Brayshaw made a motion to delete vacation carry over and operate on a fiscal year basis starting the next year after the person is hired. For current situations a buffer period of six months, till June 2001, all carry over vacation must be taken within this time. Selectman O’Connor seconded the motion for further discussion. The Selectmen discussed further about a policy for recreation vehicles and deer stands. Selectman O’Connor will have the policy ready for review at the next Board meeting. Selectman O’Connor will accept the appointment as Representative to National Organization on Disability. The Selectmen continued discussion on recycling. Selectman O’Connor wants to set a Selectman’s meeting dedicated only to recycling. Time of the meeting will be further discussed. Selectman O’Connor will draft a policy on keys being lent out to the Town Hall. Selectman Brayshaw made the motion to hire Jennifer L. Lavoie for the Highway Department effective 11/27. Selectman O’Connor seconded, Chairman Nogues abstained. The Selectmen signed one building permit, one warrant, and two intents. A resident from Salisbury who has land in Warner, stated he has a camper on the land in Warner. After further discussion with the individual, the Town Clerk registered his vehicle and issued a transfer station sicker. Further investigation proved that he is not a Warner resident after looking at the location of his land. Chairman Nogues will retrieve the sticker from the resident from Salisbury. Selectman O’Connor made the motion not to renew the contract for maintaining the burster in the tax collectors office, Chairman Nogues seconded. The Board of Selectmen reviewed the budget long sheet. Selectman O’Connor made the motion to complete the dog kennel on a volunteer basis by December 1, 2000, Selectman Brayshaw seconded. The Selectmen further discussed the issue of the Salisbury resident obtaining a transfer sticker with a false address. For the record; Chairman Nogues informed the Board that he received a phone call at 7:35 a.m. on November 15, 2000 in regards to truck deliveries on New Market/Waterloo Rd. Chairman Nogues stated that it is noted and he would refer the information to the Police Station. Also the Selectmen have done all that they can pertaining to this situation and it is now the Police responsibility to enforce the traffic in this area. The Selectmen received comments from the public. Selectman O’Connor made the motion to adjourn, Selectman Brayshaw seconded, meeting adjourned at 9:30 P.M.
