Meeting Minutes

November 22, 2005

 

Meeting opened at 6:09 p.m.

The Selectmen considered a request presented to the Board at the November 22, 2005 work session by Mr. Joseph Bonanno. The request is to reside in a camper during the construction of a new home. Selectman Hartman made the motion to allow temporary occupancy of a camper during construction of a new home located on Map 26 Lot 02-1 up until August 31, 2006. Selectman Cook seconded the motion. All were in favor. The motion passed.

Craig Zelinske lives on 109 Toms Pond Lane. Mr. Zelinske spoke with the owner of a private road in that area, and if permission is granted to plow said road the owner of the road would be agreeable. The Selectmen explained that the Town cannot plow a privately owned road. Mr. Zelinske asked if the Town was compensated could the road be plowed. The Selectmen explained that has not been a past practice. The Selectmen recommend hiring a private source.

The Selectmen discussed household hazardous waste. United Industrial Services located in Meriden CT., inventoried the material at the Transfer Station to determine a disposal cost. Asbestos test results for the roofing tar have not been completed. The Board would like to meet with Melanie Wheeler from Department of Environmental Services to discuss current practice regarding household hazardous material.

Edith Daigle met with the Selectmen to obtain permission to use the Town Hall for a play that will be presented by fifth grade Bradford students. Dates will be verified with the Selectmen’s secretary. Rehearsals will be supervised by adults. Ms. Daigle would like to contribute towards the replacement of the back curtains located on the stage and asked for direction. The Selectmen explained that there is no specific account for curtain replacement, a donation at this time would go to the general fund. The Selectmen recommended buying the goods if they so choose and presenting them to the Selectmen for a specific contribution/repair. The Selectmen approved the Town Hall Rental request.

Parking Ban is in effect and will be in effect from November 1 up until April 1. The Selectmen’s office has received complaints regarding on street parking in the village area. The Police Department is aware of the parking ban and enforces when there is a snow storm.

The Selectmen signed the following:

- Letter to R.C. Brayshaw requesting a cost to print the 2005 Town Report.

- Response to a request to purchase roof slate.

- Thank you letter to NH Beautiful

Selectman Hartman informed the Board that as reported to the Regional Co-op recycling tonnage up to October 2005 the Town of Warner has recycled the most tonnage (330.65 tons) than any other town within the 27 town co-op. Selectman Hartman will be attending a Regional Co-op Recycle Committee meeting on December 1, 2005.

The Selectmen discussed how to approach road construction projects. Forming a committee that includes members of the Budget Committee, Selectmen and members from the CIP Committee to establish a plan/approach was discussed. Forming the committee will take place when the budget process is complete.

Chairman Eigabroadt and Martha Mical will attend mediation regarding the assessment of Market Basket on December 20, 2005, located needs to be determined.

Chairman Eigabroadt received a letter from Mr. Fouliard; Mr. Fouliard asked that the letter be read into record. The other board members will read the letter before it is read into record.

Mr. Healy updated the Board regarding the progress of the Policy Committee. The Committee is completing the proof reading, a meeting will be scheduled for the Selectmen’s review of the policy. Mr. Healy recommended employee input towards the policy and attorney approval.

Chairman Eigabroadt briefly explained combined leave time compared to the current way leave time is accrued. Traceability is easier for both the employee and the Finance Director.
